In Resolution No. 136/2024/QH15 dated June 26, 2024 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city, the National Assembly resolved to establish the Da Nang Free Trade Zone associated with Lien Chieu Seaport. The Free Trade Zone is a functional area with defined geographical boundaries, established to pilot mechanisms and policies aimed at attracting investment, finance, trade, tourism and high-quality services.

In addition, to implement the orientation of building a Financial Center in Da Nang city, the Politburo issued Conclusion Notice No. 47-TB/TW dated November 15, 2024 agreeing to the policy of establishing a regional and international financial center in Vietnam, including Da Nang city; at the same time, assigning competent agencies to study and develop a Resolution of the National Assembly on a Financial Center with principles in accordance with the specific characteristics and development roadmap of the locality.

At the meeting, after listening to a summary presentation on the construction and establishment of free trade zones (FTAs) and financial centers (FFCs) in the city, representatives of relevant units under the Ministry of Planning and Investment and delegates gathered to discuss and give opinions on specific contents. At the same time, it was emphasized that the construction of FTZs and FFCs is a major policy, of great significance, a "push" and a great driving force for the development of Da Nang city's economy in particular and the regional economy in general. The recommendations and comments at the meeting will be the basis for the city to continue to improve policies in approaching and constructing FTZs and FFCs in accordance with the development characteristics of the locality.

Speaking at the meeting, Secretary of the City Party Committee Nguyen Van Quang thanked the Ministry of Planning and Investment for their close coordination and emphasized that the requirements in the process of building the KTMTD and the TTTC must ensure the drastic, effective, comprehensive and consistent implementation of the Politburo's guiding viewpoint on the policy of building a regional and international TTTC in Vietnam in Notice No. 47-TB/TW, as well as comply with the regulations on the establishment of the KTMTD according to Resolution No. 136/2024/QH15 set out in the spirit of strong innovation for breakthroughs. At the same time, he affirmed that Da Nang city will absorb, supplement and review the opinions of the Ministry of Planning and Investment to focus on studying related policies and mechanisms.

Speaking at the meeting, Deputy Minister Nguyen Thi Bich Ngoc emphasized that Da Nang city needs to have outstanding mechanisms and policies to have space for development; at the same time, clearly identify key tasks and solutions to build an action plan such as arranging human resources, preparing basic conditions (hard infrastructure, soft infrastructure, digital infrastructure), institutions, business investment environment... to focus on attracting strategic investors to invest in KTTMTD and TTTC in the city.

Deputy Minister Nguyen Thi Bich Ngoc affirmed that the Ministry of Planning and Investment will continue to closely coordinate with agencies of Da Nang city to soon complete the legal framework as well as the project to establish KTMTD and build a financial center in the city./.
