Circular 29 of the Ministry of Education and Training on extra teaching and learning officially took effect from today (February 14). Many provinces and cities committed to strictly and fully implementing the regulations of the Ministry of Education and Training.
In Hanoi , the Department of Education and Training requires schools to strictly implement the regulations on extra teaching and learning in Circular No. 29. The Department also requires localities and schools to disseminate information to teachers, students, and parents about extra teaching and learning in accordance with regulations.
Previously, many schools in Hanoi had temporarily stopped tutoring. Some schools planned to allocate funds to train groups of subjects according to regulations, including groups with poor academic results in the last subject of the previous semester; students selected for training; final year students who voluntarily registered to review for entrance exams and graduation exams according to the school's education plan.
In Ho Chi Minh City , a representative of the Department of Education and Training said that the Department's viewpoint is to resolutely implement Circular 29, without leniency or sympathy, because this is a regulation that benefits students, contributing to ending the situation of forcing students to take extra classes.
The People's Committee of Ho Chi Minh City assigned the Chairman of the People's Committee of Thu Duc City and districts to be responsible for managing extra teaching and learning activities; directing the Department of Education and Training to guide and organize inspections of extra teaching and learning activities; handle according to authority or propose competent authorities to handle violations.
In February, District 12 (HCMC) will “tighten” extra teaching and learning by establishing a team to inspect this activity and handle violations according to its authority. The Department of Education and Training will be responsible to the District People’s Committee if violations of extra teaching and learning occur among managers, teachers, and employees of public schools.
In Ha Tinh , a series of schools have completely stopped teaching and learning extra classes before Circular 29 takes effect. The leader of the Department of Education and Training of Ha Tinh province said that the Department has sent a document requesting units to disseminate information to teachers and parents.
“Currently, the Department has consulted the Provincial People's Committee to issue regulations on extra teaching and learning in the area. The unit has drafted regulations on extra teaching and learning and will submit them to the Department of Justice for appraisal and submit them to the Provincial People's Committee for promulgation. After that, the Department will coordinate with relevant agencies to guide localities in implementation,” said the leader of the Department of Education and Training.
According to the leader of the Department of Education and Training of Ha Tinh, the unit has thoroughly instructed schools to strictly follow the regulations of the circular.
“This extra teaching is not prohibited but managed. Currently, the school is developing a free teaching plan for the three groups as stipulated by the Ministry. As for funding, the Prime Minister requested the provincial level to allocate budget to support teachers. Teaching the three groups without charge is the responsibility of the school.
We remind the Departments of Education and Training and schools to guide teachers to properly implement the content. If they violate the circular, they will be strictly handled according to regulations," said the leader of the Department of Education and Training.
Similarly, in Gia Lai , the Department of Education and Training said it is advising the Provincial People's Committee to issue regulations on managing extra teaching and learning as well as organizing inspections, checks, and handling violations according to the law.
“The new regulation solves the problem of ‘fairness’ and limits negative public opinion when there is no longer a situation of raising scores or ‘forcing students’ to take extra classes like before. Therefore, the education sector will coordinate with local authorities to inspect, guide, and manage so that extra classes are carried out properly,” informed the leader of the Department of Education and Training.
Dak Lak province also requires 100% of teachers to sign a commitment to strictly comply with the regulations. Schools must review and adjust teaching plans to ensure compliance with the spirit of Circular 29. Schools, organizations, and individuals are not allowed to use any form of coercion to teach or study extra. The provincial leader said that if implemented correctly according to the regulations, it will ensure a healthy learning environment, encouraging students to study on their own.
Similarly, Nam Dinh province said it would strictly handle and publicize violations of regulations on extra teaching and learning. In addition, the province pledged to strengthen information work, regularly review, grasp, inspect, check, and supervise the implementation of regulations on secondary and high school enrollment and regulations on extra teaching and learning.
Nghe An and Thanh Hoa provinces are expected to issue detailed instructions on implementing extra teaching and learning in the near future for educational institutions to implement. However, following the circular, schools in the province have temporarily stopped extra teaching and learning.
When the new circular on extra teaching and learning takes effect, the Ministry of Education and Training requests that provinces and cities unify the implementation according to regulations, while strengthening inspection and examination.
According to the Ministry of Education and Training, schools must consider reviewing for final year students and providing training for students with unsatisfactory academic results as their responsibility. Depending on the actual situation of the locality, the Provincial People's Committee will consider providing appropriate funding for schools to do this, contributing to improving the quality of education and supporting disadvantaged and disadvantaged students.
Previously, at a conference, Deputy Minister of Education and Training Pham Ngoc Thuong hoped that managers would share with teachers that the regulation on extra teaching and learning is to preserve the image and ensure the dignity of teachers and the education sector.
“Real, competent, dedicated teachers would never force their students to teach for money. Therefore, such transparent regulations are to protect the dignity of the industry and of teachers.”
Besides, Mr. Thuong said, the Ministry of Education and Training's simultaneous viewpoint is to build and gradually form methods and self-study habits for students.
