Approval of the Joint Resolution on contact with voters of National Assembly deputies and People's Council deputies

On January 6, the National Assembly Standing Committee considered and approved a joint resolution detailing the organization of meetings between National Assembly deputies and People's Council deputies with voters.


Attending the meeting was Vice President of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy.

Reporting at the meeting, Ms. Nguyen Thanh Hai, Head of the Delegation Affairs Committee of the National Assembly Standing Committee, said that the drafting agency had received opinions from members of the National Assembly Standing Committee, the Government, and the Standing Committee of the Vietnam Fatherland Front Central Committee, and carefully reviewed to ensure that the provisions of the Resolution do not overlap with current legal provisions on handling and supervising the handling of complaints, denunciations, and petitions of citizens that have been adjusted in other legal documents and agencies.

Accordingly, 7 articles in the draft Joint Resolution detailing the contact with voters of National Assembly deputies were omitted and 4 draft Joint Resolutions detailing the organization of contact with voters of People's Council deputies at all levels were omitted. After integration, the draft Joint Resolution consists of 7 chapters and 58 articles, of which 31 articles are common to the contact with voters of National Assembly deputies and People's Council deputies, and 27 articles are specific to the contact with voters of each entity.

Regarding activities, forms, and contents of voter contact, including 19 articles (from Article 18 to Article 36 of the new draft Resolution), Ms. Hai said that the integration of the two draft Resolutions has overlapping contents on activities, forms, methods, and contents of voter contact (Articles 18, 19, 20); Voter contact conferences (Article 21); National Assembly deputies and People's Council deputies at all levels meeting voters together (Article 22); Participants in voter contact conferences (Article 23); Voter contact program (Article 24); Contact voters at residence and workplace (Articles 27, 28); Contact voters by topic and field (Article 29); Contact voters with individuals or groups of voters (Article 33); Contacting voters before and after extraordinary sessions of the National Assembly, thematic sessions or resolving urgent issues of the People's Council (Article 34); Contacting voters online, contacting voters in person combined with online (Article 35); Contacting voters in the event of natural disasters, epidemics or force majeure events (Article 36).

Speaking at the meeting, Vice President of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy said that the draft joint resolution had been closely coordinated by the Standing Committee of the Central Committee of the Vietnam Fatherland Front during the process of drafting the resolution. All comments from the Standing Committee were fully accepted, explained and revised by the drafting agency.

Regarding the agency in charge of meeting voters at the district or commune level, according to Vice President of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy, the Standing Committee of the Vietnam Fatherland Front at the district or commune level has 3 contents. Accordingly, through organizing the Congress of the Fatherland Front at all levels, reviewing and re-evaluating the capacity of the Front's cadres at all levels, through the review, it is found that the team of Fatherland Front cadres at the commune level in many localities is still very difficult. Now, assigning the commune level to preside over and organize will be related to qualifications, facilities, conditions, and material means, which will be very difficult.

“In recent practice, all meetings with voters of National Assembly deputies and provincial People's Council deputies have been chaired by the Standing Committee of the Fatherland Front at the district level, and coordinated with the commune level. The summary process shows that the organization and implementation are very good and effective. Therefore, the draft Resolution should not be too rigid, and should not be assigned rigidly to the commune level. It is possible to assign the Standing Committee of the Fatherland Front at the district level to preside over, and coordinate with the Standing Committee of the Fatherland Front at the commune level. Accordingly, it is possible to preside over it itself, or delegate authority, but it should not be rigidly assigned to the Standing Committee of the Fatherland Front at the commune level,” Vice President of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy stated.

Concluding the meeting, Vice Chairwoman of the National Assembly Nguyen Thi Thanh said that the National Assembly Standing Committee agreed that the subject in charge of organizing voter meetings with the commune-level Fatherland Front should be assigned to the Standing Committee of the district-level Fatherland Front to organize, or delegate authority to suit the reality and be flexible in the implementation process.

Through voting, 100% of the members of the National Assembly Standing Committee approved the Joint Resolution detailing the organization of meetings between National Assembly deputies and People's Council deputies with voters. The Resolution takes effect immediately after being approved (January 6, 2025).
