Determine expansion options

At the regular meeting in February 2024, the Provincial People's Committee and the Party Committee of the Provincial People's Committee approved the Project to expand the Southeast Economic Zone and change its name to Nghe An Economic Zone. The Provincial People's Committee will continue to report and seek opinions from the Standing Committee of the Provincial Party Committee before submitting it to the Prime Minister, Central Ministries and Branches for consideration and approval of the adjustment and expansion of the Southeast Nghe An Economic Zone; renaming the Southeast Nghe An Economic Zone to Nghe An Economic Zone.

The Provincial People's Committee and the Party Committee of the Provincial People's Committee determined that the expansion of the boundary of the Southeast Nghe An Economic Zone is really necessary and urgent; meeting the needs and trends of socio-economic development of the whole country and Nghe An province; in line with the orientations and strategies for socio-economic development of the country, the region and Nghe An province in recent times.

Resolution No. 39 of the Politburo identifies the Southeast Economic Zone as one of the two growth drivers of the province. The task of developing a project to expand the Southeast Nghe An Economic Zone and rename it Nghe An Economic Zone and submit it for approval in 2024 is one of 18 specific tasks and projects of the Government's action program to implement Resolution No. 39 of the Politburo.

Accordingly, the Project determines to expand the boundary of Nghe An Economic Zone along the external traffic routes connecting the economic zone such as National Highways 7A, 7C, 46, National Highway 1A (Vinh city bypass), National Highways 48D, 48B, coastal roads and part of the sea area to ensure long-term development land fund (until 2050) of Nghe An Economic Zone.

The expanded boundary scope includes: Area 1: The development plan expands to the West and Southwest of the Southeast Economic Zone boundary established by the Prime Minister in Decision No. 85/2007/QD-TTg dated June 11, 2007, along the traffic axes of National Highways 7A, 7C, National Highway 1A avoiding Vinh, National Highway 46 and the Eastern sea.

Area 2: From the planning of existing Industrial Parks (Dong Hoi Industrial Park, Hoang Mai Industrial Park, Nghia Dan Industrial Park), Development planning along the traffic axes of National Highway 1A, coastal roads, National Highway 48D.

During the research and development of the project, the Management Board of the Southeast Economic Zone and the consulting unit proposed 2 expansion options. After research, analysis and discussion, the Provincial People's Committee and the Party Committee of the Provincial People's Committee agreed to choose to expand the Southeast Economic Zone according to option 1.

Specifically, the total area of ​​the Economic Zone after expansion is about 104,269.94 hectares. Of which, there are 93,319.94 hectares of land (including the existing Economic Zone area of ​​20,776.47 hectares and the expanded area of ​​72,543.47 hectares) and 10,950 hectares of sea surface, including 57 communes, towns, and wards in 10 districts, cities, and towns.

The expanded Southeast Economic Zone includes 2 areas. Area 1 has a newly developed land area of ​​about 43,629.71 hectares and a sea surface area of ​​about 6,500 hectares; the land boundary includes 27 communes and towns in 5 districts: Nghi Loc, Do Luong, Hung Nguyen, Dien Chau and Nam Dan.

The total area of ​​this area after expansion is 63,206.18 hectares of land and 6,500 hectares of sea surface. Of which, the area established in 2007 is 18,826.47 hectares; VSIP Industrial, Urban and Service Park is 750 hectares; the expansion is 43,629.71 hectares of land and 6,500 hectares of sea surface.

Area 2 has an area of ​​about 30,113.76 hectares of land and 4,450 hectares of sea surface; including 9 communes and wards in 3 districts and towns: 4 communes and wards in Hoang Mai town, districts: Quynh Luu and Nghia Dan.

In the area, the area of ​​30,113.76 hectares of land and 4,450 hectares of sea surface includes: 1,200 hectares of planned area of ​​Hoang Mai Industrial Park, Dong Hoi Industrial Park belonging to the existing Southeast Economic Zone; the expanded area is 28,913.76 hectares of land and 4,450 hectares of sea surface.

Creating important development momentum

According to the project, the expansion of the boundary and area of ​​the Southeast Nghe An Economic Zone aims to ensure the creation of land for future investment and development. Building the Southeast Nghe An Economic Zone into a dynamic development area, a key development area of ​​the North Central Key Economic Region, creating a strong driving force to promote the rapid socio-economic development of Nghe An province and neighboring provinces, narrowing the development gap with the key economic regions of the country.

Build and develop the Southeast Nghe An Economic Zone into a multi-sector, multi-field industrial development area associated with the construction and effective exploitation of Cua Lo seaport and Dong Hoi seaport.

Planning and constructing an Economic Zone with synchronous and modern infrastructure, deep-water ports and high-quality logistics, transportation, trade, information technology, tourism, education, healthcare services..., conveniently connected to domestic and international markets, contributing to accelerating the urbanization process and increasing the urbanization rate of the province.

Implementing a number of important technical - economic - social infrastructure projects. Creating many jobs, promoting training and improving the quality of human resources; gradually forming a high-quality human resource training center in the region.

Perfecting the investment and business environment with special advantages, open mechanisms and policies; taking advantage of opportunities to deploy a number of important economic and social infrastructure projects and attracting domestic and foreign investors to invest in infrastructure development and production and business in the Southeast Economic Zone.

Invest in synchronous and modern development of infrastructure systems in ecological and environmentally friendly urban areas; Ensure ecological environment, firmly ensure national defense and security in the Economic Zone and neighboring areas.

The project also determines the nature of the Economic Zone; spatial development orientation; investment plan and roadmap for construction and development of the Economic Zone; and proposes groups of implementation solutions.

As of November 2023, Nghe An Southeast Economic Zone has 273 valid projects, with a total investment capital of VND 131,252.76 billion, including 81 FDI projects, with a total registered capital of USD 3.54 billion.

The total land area of ​​functional areas in the economic zone that has been assigned or leased to organizations and individuals to implement investment projects is more than 14,315/20,776.47 hectares, accounting for more than 70% of the total area of ​​the economic zone, ensuring expansion conditions according to the provisions of Decree No. 35 of the Government.
