Speaking to VietNamNet, Mr. Luong Duyen Thong, Head of the Department of Vehicle and Driver Management (Vietnam Road Administration, Ministry of Transport) said that February 19 is the expected date for the handover of training, testing, and issuing of driving licenses from the Vietnam Road Administration to the Traffic Police Department (Ministry of Public Security). The transfer of this task depends on the National Assembly's Resolution at the meeting tomorrow (February 18).

According to the plan, during the time of preparing to transfer tasks, Mr. Thong said that for cases of changing driving licenses at the Department of Transport before February 19, the Department of Transport will resolve to return the driving licenses to the people. As for driving licenses received from February 19, the police will handle.

In Hanoi, an officer from the Department of Vehicle and Driver Management (Hanoi Department of Transport) said that the unit is still issuing and exchanging driving licenses for people, and will continue to organize tests until February 19.

“Currently, the work of training and testing for driver’s licenses has not been handed over, and the handling of administrative procedures cannot be interrupted. Therefore, we are still accepting applications. The suspension of accepting applications will be implemented after receiving instructions from higher authorities. At that time, we will have an announcement and strictly implement it,” he said.

Similarly, in Bac Ninh, the work of receiving applications for driver's license renewal is still being carried out normally. The leader of the Department of Vehicle and Driver Management (Bac Ninh Province Department of Transport) informed: "We are waiting for the National Assembly's Resolution, which is expected to be passed tomorrow afternoon. If the resolution takes effect from the date the National Assembly passes it, we will implement it as soon as it takes effect," he said.

Regarding the handover of the task of training, testing, and granting driving licenses from the Ministry of Transport to the Ministry of Public Security, the Vietnam Road Administration (Ministry of Transport) previously sent a document to the Department of Transport of provinces and cities to prepare for the handover of tasks.

Accordingly, implementing the direction of the leaders of the Ministry of Public Security and the Ministry of Transport at the meeting on February 11, the preparation for the handover of the State management task of testing and granting driving licenses from the Ministry of Transport to the Ministry of Public Security is expected before February 19.

The Vietnam Road Administration requires the Departments of Transport to have appropriate testing plans, receive applications for issuing and exchanging driving licenses, and complete the issuance of driving licenses for those who have submitted applications to the Department before the above date (February 19).

In order to avoid interrupting the work of issuing driving licenses to people during the time of task transfer, and at the same time avoid waste when the Ministry of Transport stops testing and issuing driving licenses, the Vietnam Road Administration requests the Departments of Transport to review and forecast the number of driving license stamps needed to serve the needs of issuing and exchanging driving licenses until February 2025. In which, there is a plan to use until the end of February 19 and a plan to use until the end of February 28, reporting to the Department for synthesis and production order.
