According to the document signed by Deputy Director of the Vietnam Road Administration Phan Thi Thu Hien on January 2, 2025, the Party Committee of the Ministry of Transport issued a notice on the Resolution of the Party Committee participating in giving comments on the draft Decree of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Public Security.

In particular, the Party Committee of the Ministry of Transport assigned the Vietnam Road Administration to preside over and coordinate with the Department of Transport and the Department of Legal Affairs to study the content of testing and granting driving licenses, report to the Party Committee for consideration, and provide official written opinions to the Ministry of Justice and the Ministry of Public Security.

To implement the resolution, the Vietnam Road Administration plans to report some contents to the Party Executive Committee.

Firstly, the Vietnam Road Administration proposed that the Ministry of Transport agree to transfer the tasks of testing and issuing driving licenses to the Ministry of Public Security.

Second, the Vietnam Road Administration recommends that the Ministry of Transport request the Ministry of Justice to preside over and amend relevant legal documents and compile them into the dossier for drafting a "Resolution on handling issues arising from the reorganization of the apparatus" to submit to the competent authority for approval. This is to ensure a smooth transfer of tasks from the Ministry of Transport to the Ministry of Public Security.

A representative of the Vietnam Road Administration said that this unit has agreed to transfer the task of managing, testing, and issuing road motor vehicle driving licenses to the Ministry of Public Security.

Accordingly, to transfer the task of managing, testing, and granting road motor vehicle driving licenses from the Ministry of Transport to the Ministry of Public Security, the Department requested the Ministry of Transport to propose to the Ministry of Justice to preside over the amendment of relevant legal documents.

Some provincial and municipal Departments of Transport have received proposals for transferring functions and tasks but not transferring personnel and people currently in charge of this work.
