According to Minister Dung, there are 5 new proposed policies based on the city's reality, including a pilot project to establish a free trade zone in Da Nang.
The draft resolution proposes a plan to develop the Da Nang free trade zone, which will consist of three functional areas: production; port logistics; and trade and services.
Regulations on pilot policies in the Da Nang free trade zone are suitable to current institutional conditions in Vietnam, ensuring sequential, step-by-step piloting with inspection and supervision to minimize risks that may be encountered in the practical implementation of future policies.
During the implementation process, we will evaluate and consider suitable expansion proposals.
The development of the Da Nang free trade zone aims to create new development momentum, help accelerate the city's socio-economic development process, promote its role as a locomotive, and lead the economic development of the North Central and Central Coast regions.
As a basis for piloting new policy research, it serves as a premise for legalizing regulations on free trade zones for the whole country.

Speaking with Tuoi Tre Online , delegate Hoang Van Cuong (Hanoi) expressed his agreement with the proposal to pilot the establishment of a free trade zone in Da Nang.
According to Mr. Cuong, Da Nang has its own advantages such as having an international port, an international airport, and being a world-class tourist area. Therefore, this is not only a place for exchanging goods but also attracting international visitors.
Besides, Da Nang has the attractiveness, appeal, gathering large international investors and the ability to create outstanding factors to attract investors in a sustainable and long-term manner.
Da Nang also has all the advantages and conditions to form a free trade zone, which can attract large domestic and foreign investors. Therefore, the formation of a Da Nang free trade zone is very suitable.
According to Mr. Cuong, there needs to be more open mechanisms to turn Da Nang into an open economic zone that can attract stronger investment resources from outside.
"If the free trade zone model is successful in Da Nang, it will create a new model in Vietnam in attracting external investment resources. At the same time, it will create a bridge for domestic development, becoming a development center in the Central region and a spillover model for other regions with conditions in the future," Mr. Cuong emphasized.
Therefore, Mr. Cuong said that it is necessary to create an attractive mechanism, environment and space for Da Nang to carry out the pilot.
In particular, it is possible to open a mechanism to turn the Da Nang free trade zone into a place to attract tourists to spend money and buy goods, not just a place to produce and circulate ordinary goods.
Delegate Tran Hoang Ngan (HCMC) expressed support for the proposal because the legal basis for this was included in the conclusion of the Politburo.
He said that Da Nang is currently a destination of interest to international tourists. If there is a free trade zone, it will be more attractive and meet the needs of the people and tourists coming here.
He proposed to soon legalize specific mechanisms and policies, in which it is necessary to focus on orienting to increase decentralization and delegation of power to localities to promote proactiveness, dynamism and creativity.
Vice Chairman of the Da Nang People's Committee Tran Chi Cuong said that the establishment of the free trade zone is the institutionalization of Conclusion 79 of the Politburo on continuing to implement Resolution 43 as well as the Prime Minister's planning on the development of Da Nang City to 2030, with a vision to 2045.
Mr. Cuong emphasized that Da Nang also boldly proposed and was supported by the Government as well as ministries and branches to pilot. Da Nang has enough conditions in terms of geographical location, exploitation capacity, environmental, natural and human factors to form a free trade zone.
