Speaking at the opening of the meeting, the Deputy Prime Minister said that 2025 is the final year to implement the Resolution of the 13th Party Congress; with the determination to achieve growth of 8% or more; the year to reorganize the apparatus of the political system and implement Resolution 57 of the Politburo on breakthroughs in science, technology and innovation development... is also a year with many major holidays.

In the spirit of taking stock of the work, the Deputy Prime Minister wishes to listen and share some key tasks in the coming time, how the Ministry of Ethnic Minorities and Religions can successfully complete its tasks in 2025.

At the meeting, after listening to the leaders of the Ministry of Ethnic Minorities and Religions report on the situation and results of ethnic, belief and religious work in the first quarter, key tasks in 2025; contents related to the work of guiding and assisting the Vietnam Buddhist Sangha to organize the United Nations Vesak Festival 2025; the implementation of the National Target Program for Ethnic Minorities and Mountainous Areas, the work of eliminating temporary and dilapidated houses assigned... Concluding the meeting, Deputy Prime Minister Mai Van Chinh acknowledged and highly appreciated the efforts in direction and leadership of the Ministry of Ethnic Minorities and Religions in thoroughly grasping and seriously and resolutely implementing resolutions, conclusions and directives of the Central Committee, the National Assembly, the Government, and the direction of the Prime Minister; promptly perfecting the organization, functions and tasks of the Ministry, arranging and perfecting the internal organizational structure, both promoting previous functions and tasks and performing newly assigned tasks.

The Ministry has focused on directing key projects and tasks assigned by the Government, projects and tasks assigned by the National Assembly, the Government, and the Prime Minister in the 2025 Work Program; tasks under the National Target Program for Ethnic Minorities and Mountainous Areas; disbursement of public investment capital; elimination of temporary and dilapidated houses; the material and spiritual lives of ethnic minorities have been increasingly improved, contributing to stabilizing national defense, security, and social order and safety in ethnic minority and mountainous areas... Religious and belief work continues to receive attention.

Through the report at the working session, the Deputy Prime Minister shared the difficulties and obstacles of the Ministry, especially the issue of perfecting the organizational apparatus related to the state management function of ethnicity and religion.

Regarding the key tasks in the coming time, the Deputy Prime Minister requested the Ministry's leaders to continue to concretize and organize the implementation of directives, resolutions and conclusions of the Party, Government and National Assembly; decisions and directives and management documents of the Prime Minister related to ethnic and religious affairs.

Focus on directing and organizing the development of projects assigned in the 2025 Work Program, ensuring progress and quality. Review and assess the impact of legal documents on ethnic groups, beliefs and religions to promptly amend or advise competent authorities to amend according to regulations.

Organize the implementation of tasks and solutions for cultural and social development; implement social security policies for ethnic minorities and religious people; prevent hot spots and complications in ethnic minority and mountainous areas and religious areas.

Promptly resolve or advise competent authorities to resolve difficulties and problems in implementing ethnic and religious policies in the locality.

Continue to promote propaganda and mobilize religious followers to properly implement the provisions of the law on beliefs and religions. Closely coordinate and support the Vietnam Buddhist Sangha to host the United Nations Vesak Festival 2025 in Vietnam. The Government will assign tasks to ministries, branches and localities according to their functions and duties to support the organization, ensure safety and security, and ensure the significance of the event.

According to the Deputy Prime Minister, the Ministry needs to organize drastic and effective implementation, speed up the progress of implementation and disbursement of public investment capital in 2025, especially investment capital to implement the National Target Program for Ethnic Minorities and Mountainous Areas; programs and policies on ethnicity and religion.

Regarding the recommendations, the Deputy Prime Minister assigned the Ministry of Home Affairs to coordinate with localities to ensure the structure and number of specialized cadres working on ethnic and religious affairs, especially at the grassroots level, in accordance with the Prime Minister's conclusion at the Conference "Ensuring security and order to serve socio-economic development in the Northwest and neighboring areas".

Regarding the policy and orientation on determining the composition of Vietnam's ethnic minorities, the Ministry has reported to the Politburo, the Secretariat, and the Deputy Prime Minister, requesting the Ministry to continue implementing and proposing to competent authorities for consideration.

Regarding the National Target Program for Ethnic Minorities and Mountainous Areas, the Deputy Prime Minister requested the ministry to review and work with ministries and branches to unify opinions and complete the submission this March.

In the spirit that the Government will accompany and share difficulties and obstacles, the Deputy Prime Minister hopes that the Ministry of Ethnic Minorities and Religions will strive to complete its key and regular tasks in 2025, contributing to growth of 8% or more, creating momentum, force, and position for double-digit growth in the 2026-2030 period.
