Industrial production in Quang Ninh has recently accounted for a large proportion of GRDP, playing a leading role in leading the economy. However, according to the assessment results of the sectors, in the first quarter of 2023, the province's industrial production tended to stagnate, not meeting expectations.
Identify the right cause
Although the growth rate of the entire industrial sector in the first quarter of 2023 of the province increased by 3.9%, it was 4.1 percentage points lower than the same period in 2022, 0.55 percentage points lower than the GRDP growth scenario in 2023, accounting for 46.5% of GRDP, contributing 1.82 percentage points to GRDP growth.
It is worth noting that the mining industry has always been considered the mainstay, with the pioneering role of the Vietnam National Coal - Mineral Industries Group, contributing positively to the province's GRDP growth. However, in the first quarter of 2023, the mining industry decreased by 0.85% of the plan, 1.02 percentage points lower than the same period in 2022, accounting for 16% of GRDP, reducing GRDP growth by 0.15 percentage points.
Clean coal production reached 10.6 million tons, 0.24 million tons lower than the same period in 2022, 0.19 million tons lower than the province's scenario. Through analysis and assessment by the Coal industry, the cause was determined to be due to difficulties in planning, licensing of mines for production and coal mining. For example, Cao Son Coal Mine, due to difficulties in licensing procedures for mining extension and overlapping projects , the mining unit mobilized limited equipment, machinery and human resources, leading to the first quarter's mining output reaching only 948,000 tons, equal to 50.9% compared to the same period.
Coc Sau coal mine is licensed for exploitation but is still processing mud and soil, and cannot be exploited due to lack of expansion area, so in the first quarter, the mining output reached 143,000 tons, equal to 40.52% of the same period in 2022.
Ha Tu coal mine's mining area has been narrowed, so in the first quarter, mining output reached 463,000 tons, equal to 62.87% over the same period.
Like the mining industry, the processing and manufacturing industry in the first quarter of 2023, although increasing by 10.8% compared to the plan, was still 12.55 percentage points lower than the same period in 2022, accounting for 12.4% of GRDP, contributing 1.4 percentage points to GRDP growth. Only 5/14 processed and manufactured products achieved and exceeded the GRDP growth scenario in the first quarter, including: Smart bracelets reaching 164.3%, silicon panels reaching 125.5%, Vinil tines floor panels reaching 114.3%, hat bodies reaching 137.3%, vegetable oil reaching 107%; the remaining 9/14 products did not meet the scenario, including: All kinds of flour reaching 82.4%, TV screens reaching 69%, speakers and headphones reaching 73.3%; Knitted fabric reached 50%, cotton yarn reached 74.4%, clothing reached 60%...
The reason why the large number of processed and manufactured industrial products has not reached the set plan is due to escalating prices, competitive and limited consumer markets, armed conflicts, and ever-changing world monetary policies, leading to no new orders for production units in the province, leading to stagnant production activities.
Typically, at Vimaflour Flour Production Company Limited, an average of 1,500 tons of flour are produced each day, supplying more than 30 flour brands to customers in the production of confectionery, bread, instant noodles and other processing industries using flour. However, due to the difficult consumption market, by the end of the first quarter of 2023, the unit had only produced 82.4% of the quarterly plan. Meanwhile, at the same time last year, the unit had produced nearly 95% of the plan in the context of the complicated developments of the Covid-19 pandemic.
The electricity, gas, hot water and steam production and distribution industry in the first quarter of 2023 was not any better, with the production index increasing by only 3.5%, 2.99 percentage points lower than the same period, 1.61 percentage points lower than the GRDP growth scenario in the first quarter, accounting for 17.8% of GRDP, contributing 0.55 percentage points to GRDP growth.
Need specific solutions
At the regular meeting of the Provincial People's Committee in March, reviewing the implementation of socio-economic development tasks in the first quarter of 2023, departments, branches and localities all affirmed that the quality of economic growth in the first quarter was not really sustainable, in which there was a lack of great contribution from the industrial sector.
To fully complete the goals and targets for the whole year of 2023 according to Resolution No. 12-NQ/TU (November 28, 2022) of the Provincial Party Committee, Resolution No. 128/NQ-HDND (December 9, 2022) of the Provincial People's Council on socio-economic development tasks in 2023, it is required that the GRDP in the second quarter strives to achieve a growth rate of about 9.51%, the accumulated growth rate in the first 6 months reaches 8.8%. In particular, the industry - construction sector strives to achieve a growth rate of 7.08% in the second quarter, the accumulated growth rate in the first 6 months reaches 6.15%.
To achieve this goal, implementing the direction of Comrade Cao Tuong Huy, Acting Chairman of the Provincial People's Committee in Official Dispatch No. 686/UBND-TH4 (March 29, 2023) of the Provincial People's Committee, currently, departments, branches, localities and units in the province are actively reviewing and synthesizing difficulties and obstacles related to industrial development, thereby focusing on resolving them with specific actions and tasks. In the immediate future, the Department of Industry and Trade, together with the Department of Natural Resources and Environment, will coordinate with the Coal industry to focus on removing difficulties and obstacles related to planning, mining licenses, exploration, increasing the mining capacity of mines, etc., creating conditions for the industry to increase investment, complete projects to improve production capacity to meet maximum domestic demand, focusing on closely coordinating with ministries and branches to effectively implement Notice No. 67/TB-VPCP (March 7, 2023) of the Government Office.
It is known that after receiving instructions from the Central and the province, the Coal industry has directed its member units to gather and report on difficulties and obstacles in the process of coal mining, production and trading and to speed up the process of handling procedures and licenses related to deep projects, investment projects to expand and increase capacity, especially for investment projects of a fundamental nature, which are decisive to the life of the mine.
Mr. Nguyen Anh Tuan, Member in charge of the Board of Members of the Vietnam National Coal - Mineral Industries Group, said: The second quarter is the golden time to increase the output of coal mining and production for the whole year, so the Group directed the units to take advantage of favorable weather to boost production; continue to promote the progress of major investment projects such as Deo Nai, Coc Sau, Khe Cham II, IV, especially the project to increase the capacity of Cao Son mine to 4.5 million tons/year. At the same time, promote exploration and resource development, complete procedures for extending mining licenses and deploy new investment projects; closely following the design capacity, the units review the production and business plans for 2023 to rebalance output and increase mutual assistance and support, especially for units facing difficulties.
Along with removing difficulties for the Coal industry, currently, all levels and sectors, based on their functions, tasks and powers, are closely following the leadership and direction of the Provincial Party Standing Committee and the Provincial People's Committee, creating the most favorable conditions for enterprises to accelerate investment progress, expand factories to produce processed and manufactured industrial products, making positive contributions to economic growth; speeding up site clearance progress, resolving legal procedures, focusing on accelerating the progress of phase 2 of Dong Mai Industrial Park and the social housing project in this Industrial Park.
Mr. Hoang Trung Kien, Head of the Provincial Economic Zone Management Board, said: The unit, together with relevant departments, branches and localities, supports in removing difficulties and obstacles for Thanh Cong Group's projects in Viet Hung Industrial Park according to Decision No. 2251/QD-UBND (dated July 12, 2022) of the Provincial People's Committee; supports investors with legal procedures to implement investment in component projects of the Dam Nha Mac high-end factory and workshop project complex according to Decision No. 739/QD-UBND (dated March 25, 2022) of the Provincial People's Committee.
In order to contribute to increasing the production capacity of the processing and manufacturing industry, making a positive contribution to the state budget revenue and economic growth both in the short term and in the long term, the provincial departments and branches need to proactively and actively support and guide investors in preparing dossiers to request the issuance and adjustment of investment registration certificates for secondary FDI projects in industrial parks and economic zones; strengthen coordination between functional agencies in implementing procedures on land, planning and construction; submit to competent authorities for consideration and approval of the policy of attracting and issuing and adjusting investment registration certificates for projects to ensure that they are on schedule or earlier than the investor's registration schedule.
Ms. Nguyen Thi Hien, Director of the Department of Industry and Trade, said: With its functions and powers, the Department of Industry and Trade is committed to providing maximum support to industrial production units in the area to promote production, business, and increase production value. Along with supporting the resolution of administrative procedure problems, the unit is working with the Coal industry to review regulations on mine and waste dump safety before the rainy season to ensure stable production activities; coordinate with the People's Committees of localities and Quang Ninh Electricity Company to review the power supply situation in residential areas with low voltage quality and unsafe power grids, thereby developing investment plans to upgrade and renovate; especially coordinate with the Provincial Economic Zone Management Board to review the electricity demand in industrial parks and economic zones as a basis for proposing the electricity industry to invest in power supply infrastructure to ensure safety and stability.
