On June 14, the Central Economic Committee organized the Industry 4.0 High-level Forum in 2023 with the theme of promoting digital transformation and green transformation to create breakthroughs to shorten the country's industrialization and modernization process by 2030, with a vision to 2045. Prime Minister Pham Minh Chinh attended and co-chaired the plenary session of the forum.
After listening to opinions, Prime Minister Pham Minh Chinh said that the policy of development based on the foundation of science, technology, innovation and achievements of the Fourth Industrial Revolution has been affirmed by the Party and State in the documents of the 13th National Party Congress and clearly stated in Resolution 29 dated November 17, 2022 of the 13th Party Central Committee (Resolution 29). In which, the manufacturing and processing industry is identified as the key, digital transformation is a new breakthrough method to shorten the industrialization and modernization process.

"We have proposed industrialization and modernization for a long time, but this is the first time we have been able to have a resolution from the Party Central Committee. Resolution 29 clearly states the situation, the advantages and disadvantages of the country's industrialization and modernization process, forecasts the situation, and proposes many solutions for implementation. This is an important document, with strategic orientation for methodical and systematic implementation, not doing whatever you like, doing whatever you encounter," the Prime Minister emphasized.
The Prime Minister said that the Fourth Industrial Revolution, including digital transformation and green transformation, has had a comprehensive and profound impact on industrialization and modernization in Vietnam in many areas. "Digital transformation is now penetrating all aspects of life. Those who cannot keep up will fall behind, become obsolete, and even be eliminated," the Prime Minister affirmed.
According to the Prime Minister, the Fourth Industrial Revolution has an unprecedented scale and speed of development, changing the productive forces and promoting the transition to a new stage of industrialization and modernization. "This opens up many opportunities for us to catch up, go along and surpass the region and the world in some areas, but also creates many challenges," the Prime Minister emphasized.
For Vietnam, the Prime Minister said that with a clear awareness of opportunities and requirements, the Government has proactively adapted and innovated for development. "Opportunities always come with challenges. We must be brave, not optimistic but not too pessimistic about difficulties. Challenges can come at any time. I know that there will always be difficulties, the problem is whether the problems are detected and responded to promptly. We must think like that so as not to be hasty or perfectionist in policy making and adapting to new situations," the Prime Minister emphasized.

Try to "go later but come back first"
To promote industrialization and modernization according to Resolution 29, Prime Minister Pham Minh Chinh said that the Government will soon issue an action program with specific goals and solutions. In particular, the 2021-2030 period will focus on directing the strong application of science and technology, innovation, especially the achievements of the Fourth Industrial Revolution, creating breakthroughs in productivity, quality, efficiency, and competitiveness of industries, sectors, and the entire economy. The 2031-2045 period will focus on improving the quality of industrialization and promoting comprehensive modernization in all areas of the economy and social life.
In addition, according to the Prime Minister, the Government will promote digital transformation and green transformation, creating breakthroughs to shorten the industrialization and modernization process, improve productivity, quality, efficiency and competitiveness of the economy. At the same time, it will build a strong, self-reliant and self-reliant national industry.

Considering that with a slower starting point, Vietnam's startup and innovation ecosystem still has a gap compared to some countries in the region and the world, the Prime Minister emphasized that Vietnam must try to "go behind but must come first", because otherwise it will be left behind, backward and the further the gap, the harder it will be to catch up. "We need lightning speed, even more lightning speed in digital transformation and green growth", the Prime Minister said and said that it is necessary to determine this to have the motivation and determination to catch up with developed countries in the world.
The Prime Minister also emphasized that the Government will continue to focus on perfecting the institutions to promote startups and innovation in a direction consistent with market mechanisms and international practices. Synchronize relevant regulations, rules and policies. In particular, the Government will have a pilot mechanism, venture investment, risk acceptance to remove bottlenecks and barriers, create favorable conditions and environments for startups and innovation... In this regard, the Prime Minister said that the guiding ideology is very clear, but the issue of implementation is still far from being resolved. Therefore, it is required that all levels, sectors and localities make more efforts.

The Prime Minister also emphasized the need for innovative thinking, focusing on perfecting and improving the quality of institutions, improving the effectiveness of national governance, and creating a favorable environment and conditions to promote the country's industrialization and modernization. "There must be innovative thinking and strategic vision. Resources come from thinking, motivation comes from innovation, and strength comes from the people," said the Prime Minister.
Particularly emphasizing the task of creating a breakthrough in building the infrastructure system, especially strategic infrastructure to create momentum for promoting the country's industrialization and modernization, the Prime Minister said that infrastructure is one of the three strategic breakthroughs identified by the 13th Congress. In particular, infrastructure plays a strategic role in telecommunications infrastructure, transport infrastructure and electricity infrastructure. The Government is paying special attention to investing in transport infrastructure, especially regional and north-south connection projects. Since the beginning of the term, nearly 600 km of expressways have been put into use. In addition, the North-South high-speed railway project has also been implemented for consulting and finding capital sources...
"Industrialization and modernization cannot be without transportation, telecommunications and electricity infrastructure. We must promote projects, diversify resources to do, find every way to develop, turn nothing into something, turn difficult into easy, turn impossible into possible, because if we see difficulties and give up, we will never see results," the Prime Minister requested, emphasizing that the process of industrialization and modernization needs to refer to the experiences of other countries, but must still be carried out by Vietnamese people in the spirit of self-reliance and self-reliance.
Finally, the Prime Minister said that Vietnam is determined to strive towards the goal of building a strong and prosperous country, becoming a developing country with modern industry and high average income by 2030 and striving to become a developed country with high income by 2045. This is a big goal, but the difficult world situation requires a breakthrough based on science and technology, digital transformation, and green growth.
"We hope that after this conference, all sectors and levels will proactively and actively implement the Central Committee's resolution, turning aspirations into actions, not waiting or relying on others. Once determined, we must be even more determined, identifying key points because our resources and time are limited," the Prime Minister emphasized.
