Accordingly, the People's Committee of Bac Lieu province sets out specific goals for 2030, to rapidly and sustainably develop marine and coastal economic sectors in the following priority order: tourism and marine services; clean energy; maritime economy; aquaculture; agriculture, forestry, salt industry and application of science and technology.
Regarding environmental protection, climate change response, and sea level rise, Bac Lieu province will strengthen control, prevention, and significant reduction of marine environmental pollution; strive to achieve a solid waste collection and treatment rate of about 90%; reduce 70% of plastic waste in the sea and ocean; collect 100% of discarded fishing gear to end the practice of dumping fishing gear directly into the sea; 100% of coastal tourist areas, destinations, tourist accommodation establishments, and other tourism services do not use disposable plastic products and hard-to-decompose nylon bags; 100% of coastal industrial parks and urban areas are planned and built in a sustainable, ecological, and smart direction to adapt to climate change and sea level rise.
At the same time, Bac Lieu province well manages and protects marine and coastal ecosystems; maintains forest coverage; takes measures to prevent, avoid, and limit the impacts of high tides, saltwater intrusion, and coastal erosion; effectively responds to natural disasters, climate change, and rising sea levels based on sustainable use of marine and island resources and environmental protection; strengthens the capacity to forecast and warn of natural disasters, climate change, and the impacts of rising sea levels; investigates and assesses the potential value of important marine resources; builds a database of marine and island resources and environment to ensure integration, sharing, and updating.
Regarding the vision to 2050, marine resources will be exploited reasonably and used effectively to turn Bac Lieu province into a strong marine province in the direction of green growth; marine biodiversity is preserved; the marine environment is clean, and society is in harmony with nature.
To complete the above objectives, in this Plan, the People's Committee of Bac Lieu province sets out 9 groups of tasks and solutions to exploit and sustainably use marine and island resources; protect the marine and island environment; at the same time, conserve biodiversity and marine resources; respond to climate change and rising sea levels; conduct basic marine surveys; build an information system and database of marine and island resources and environment.
Along with that, Bac Lieu province will also promote awareness of the sea, sustainable exploitation and use of resources and protection of the marine and island environment; international cooperation; deploy projects and tasks according to Conclusion No. 126-KL/TU dated July 22, 2022 of the Executive Committee of the Party Committee of Bac Lieu province, term XV, on continuing to implement Resolution No. 13-NQ/TU dated December 28, 2018 of the Executive Committee of the Party Committee of Bac Lieu province, term XV, on developing the marine economy of Bac Lieu province to 2025, with a vision to 2030 and related specialized documents.
The People's Committee of Bac Lieu province assigned the Department of Natural Resources and Environment to preside over and coordinate with relevant departments, branches, sectors and units to implement the annual periodic plan to synthesize reports and submit them to the Provincial People's Committee and the Ministry of Natural Resources and Environment; review the implementation of this plan in 2025; strengthen propaganda to raise public awareness of sustainable exploitation and use of resources and marine environmental protection; exploit and use marine resources economically and rationally in accordance with the planning; minimize ocean plastic waste, protect marine ecosystems and biodiversity.
At the same time, the Department of Natural Resources and Environment of Bac Lieu advises and proposes to competent authorities to perfect the system of state management agencies for synthesizing marine and island resources and environmental protection according to regulations; organize the implementation of basic investigation activities of marine resources and environment according to regulations and suitable to the actual conditions of the province; investigate, count, classify and evaluate sources of waste discharged into the sea according to regulations.
At the same time, the People's Committee of Bac Lieu province assigned the People's Committees of coastal districts and cities to develop and effectively implement the Plan of the Provincial People's Committee in the locality and ensure consistency and synchronization with the implementation of the local socio-economic development plan; coordinate with relevant agencies and units in implementing projects, tasks within the scope of management; develop, adjust, allocate funding and organize the implementation of the tasks of this Plan within the scope and authority of the locality...
