Ensuring the quality of legislative content

On the afternoon of September 8, at the National Assembly House, Standing Vice Chairman of the National Assembly Tran Thanh Man chaired a meeting of the National Assembly leaders with the Standing Committee of the Ethnic Council, the National Assembly Committees, and leaders of agencies under the National Assembly Standing Committee to evaluate the main work results in August 2023 and propose a number of key tasks for September 2023 and the coming months.

Reporting on the main work results in August 2023, some key tasks in September 2023 and the coming months, Deputy Secretary General of the National Assembly, Deputy Head of the National Assembly Office Nguyen Thi Thuy Ngan said that besides the achieved results, there are still some shortcomings and limitations that need to be overcome:

The issuance of a number of Concluding Notices by the National Assembly Standing Committee at meetings has not been within the prescribed time; coordination in receiving and explaining draft laws between a number of National Assembly agencies and Government agencies has not been really close and effective; overcoming a number of limitations that have been pointed out is still slow...

Along with that, Ms. Ngan also pointed out 12 key task groups in September 2023 and the following months. Specifically, the advisory and service agencies seriously implement the conclusions at the monthly meeting of key leaders of the Party, State and National Assembly leaders; continue to effectively implement the resolutions and conclusions of the Party Central Committee, the Politburo and the Secretariat.

Speed ​​up the implementation of the remaining contents and projects of the Action Program of the National Assembly Party Delegation to implement the Resolution of the 13th National Party Congress and other programs and plans of the National Assembly Party Delegation to ensure quality;

Urge and actively implement to complete the remaining legislative tasks according to Plan No. 81; contribute opinions to contents and projects according to the assignment and direction of the Central Executive Committee, Politburo, and Secretariat.

Agencies focus on carefully and qualitatively preparing the content for the 6th Session. Provide timely and thorough advice on preparing the content for the September 2023 meeting of the National Assembly Standing Committee.

Implement on schedule, ensure the quality of the contents of legislative work, including: Continue to focus on research and explanation, promptly receive opinions from the National Assembly Standing Committee, opinions of National Assembly deputies at the Conference of full-time National Assembly deputies, seek opinions from National Assembly delegations, agencies and complete dossiers and documents of draft laws before submitting them to the National Assembly at the 6th Session.

Continue to organize research, complete and ensure the quality of appraisal reports to submit to the National Assembly on 8 draft laws included in the Law and Ordinance Development Program.

Review, report, and propose new legislative tasks not yet included in Plan No. 81. Continue to develop and promulgate on schedule guidance documents and detailed regulations under the authority of the National Assembly Standing Committee according to the Laws and Resolutions passed by the National Assembly...

The Standing Committee of the National Assembly's Economic Committee presides over and coordinates with the National Assembly Office and relevant agencies to advise on the careful preparation for the 2023 Socio-Economic Forum; leads and directs the Standing Committee of the Committee for Culture and Education, the National Assembly Office to coordinate with the Central Committee of the Ho Chi Minh Communist Youth Union to organize a mock session of the "Children's National Assembly".

Advisory agencies effectively implement foreign affairs activities of the National Assembly, the National Assembly Chairman, and Vice Chairmen; review preparation activities and successfully organize the 9th Annual Conference of the Global Young Parliamentarians Forum to ensure thoughtfulness, respect, practicality, and effectiveness.

The coordinating agencies performed well in citizen reception activities, receiving, classifying, processing, monitoring, and urging the settlement of petitions, recommendations, complaints, and denunciations of citizens, especially before the 6th Session.

Continue to effectively implement scientific research. Accelerate the construction of an e-National Assembly; carry out digital transformation in the activities of the National Assembly, National Assembly agencies, and the National Assembly Office.

Continue to improve the effectiveness of information and propaganda work on the activities of the National Assembly, National Assembly agencies, the National Assembly Secretary General, agencies under the National Assembly Standing Committee, National Assembly delegations and National Assembly deputies.

Along with that, continue to deploy the activities of the Steering Committee and the Organizing Committee to prepare for the organization of the 80th anniversary of the first General Election to elect the Vietnamese National Assembly; prepare to organize the compilation of the history of 80 years of the Vietnamese National Assembly.

Working day and night, ensuring progress

Chairing the meeting, Permanent Vice Chairman of the National Assembly Tran Thanh Man acknowledged that there were many activities in August, with relatively comprehensive results, closely following the work plan set forth by the National Assembly Standing Committee, while simultaneously resolving many arising tasks.

The activities of the Nationalities Council and the National Assembly Committees have been proactive, flexible and professional. In the context of overloaded workload, the National Assembly agencies, the National Assembly Standing Committee, and the National Assembly Office have worked day and night, working overtime to ensure progress and quality of work.

Mr. Tran Thanh Man also assessed that the report on the results of the work of the Office of the National Assembly in charge of drafting has been increasingly improved. The report has reflected comprehensive and outstanding results, leaving many widespread impressions in the activities of the agencies with high professionalism. The results of the work in August 2023 were highly appreciated by the leaders of the National Assembly.

Emphasize that in September 2023 and the remaining months of the year, the workload is huge in terms of legislation, supervision, deciding on important issues and foreign affairs.

In particular, at the 6th Session, the National Assembly will consider, approve and give opinions on many large and important draft laws, with many difficult contents, some of which have many different opinions. Therefore, it is recommended that the Nationalities Council and the National Assembly Committees pay attention to the review work so that the laws are submitted with high quality, and the contents that are mature and clear are submitted for approval; for the unclear contents, further research and clarification is needed.

Along with that, the foreign affairs work of the National Assembly in the last months of the year is very important. In particular, the Global Young Parliamentarians Conference is the highlight of the multilateral foreign affairs work of the National Assembly in the last months of the year. This is an opportunity to promote the image of the country and people of Vietnam, and at the same time demonstrate the position and role of the Vietnamese National Assembly internationally.

The Standing Vice Chairman of the National Assembly also asked representatives of agencies to clarify difficulties and obstacles in the process of implementing tasks and propose to the National Assembly leaders issues that need attention and resolution .
