According to the Department of Industry and Trade, the price and market situation in the first 9 months of 2023 remained basically stable, with abundant goods and favorable trade. Distribution enterprises continuously implemented many attractive promotional and discount programs to stimulate consumption, creating momentum to promote the market to become vibrant again after many years of being affected by the Covid-19 pandemic. Thereby, meeting the consumption and production needs of the people.
However, the volatile situation in the world has caused many fluctuations in market prices of some commodities such as gasoline, iron and steel, etc. This has had a significant impact on the market. In response to the above reality, the Ha Nam Industry and Trade Department has stepped up inspection and strict supervision of law enforcement in gasoline and oil trading activities of the entire system of traders in the province; monitored compliance with regulations on price posting and selling at the correct listed price, time of registration for selling gasoline and oil, etc. at retail stores; regularly updated and grasped the situation of operations, the number of enterprises and the number of stores operating in the field of gasoline and oil trading.
In the first 9 months of 2023 alone, the Department of Industry and Trade has appraised, newly issued, and re-issued 31 certificates of eligibility for retail sale of gasoline and oil to stores; revoked 1 certificate of eligibility for retail sale of gasoline and oil; presided over the inspection of law compliance in gasoline and oil trading of 11 gasoline and oil retail stores...
In order for the commodity market to continue its growth momentum, the department has proactively organized and implemented many programs and activities to stimulate consumption and increase purchasing power, such as implementing the National Concentrated Promotion Month; responding to the Campaign "Vietnamese people prioritize using Vietnamese goods"; organizing activities in response to Vietnamese Consumer Rights Day and Vietnamese Brand Day; coordinating with relevant departments and branches to mobilize, support, and introduce production and business establishments in the province to participate in the market stabilization program for essential goods in Hanoi .

Faced with difficulties in export orders, in recent times, the Department of Industry and Trade has paid attention to doing a good job of trade promotion, organizing training courses to improve competitive skills for businesses with export goods; regularly posting information on international economic integration, information on new trade agreements to import and export businesses in the province. Particularly from the beginning of 2023 up to now, the Department of Industry and Trade has supported about 70 businesses, production and business establishments to participate in promoting and selling at fairs and exhibitions in provinces and cities across the country. The Department also regularly provides information, invites businesses to participate in trade promotion programs and events and business cooperation between Vietnam and other countries to support localities and businesses to introduce products, find partners, and connect exports to foreign markets. People's consumption demand has always remained stable with the total retail sales of goods and consumer service revenue in the province estimated at nearly 34,600 billion VND, an increase of 16.6% over the same period in 2022. According to the forecast of the functional sector, in the last months of 2023, especially near the New Year and Lunar New Year 2024, goods will circulate strongly with the total retail sales of goods and service revenue in the last 3 months of 2022 estimated at over 14,700 billion VND, bringing the total retail sales of goods and service revenue of the whole province in 2023 estimated at over 49,300 billion VND, an increase of 19.6% compared to the implementation in 2022 and equal to 103.3% of the annual plan.
In order to effectively manage the state in the field of trade, from now until the end of the year, the Department of Industry and Trade will continue to request the People's Committees of districts, cities and towns to direct specialized departments to closely monitor market developments and commodity prices and periodically report to the Department of Industry and Trade before the 25th of each month so that the Department can promptly advise the Provincial People's Committee on appropriate regulatory measures. Along with that, strengthen propaganda, coordinate with businesses to develop plans for goods reserves; mobilize businesses to participate in the price stabilization sales program at the end of the year, especially for rice and paddy products, to ensure that there is no disruption of goods supply, sudden price increases, causing market instability, affecting people's lives.
