Joining the atmosphere of the entire Party, the entire army, and the entire people of the whole country joyfully celebrating the 70th anniversary of the Liberation of the Capital (October 10, 1954 - October 10, 2024); today, the City Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee of Hanoi solemnly organized a meeting to express gratitude to veteran delegates, former People's Public Security, former youth volunteers and families of policy beneficiaries, people with meritorious services who directly participated in the Liberation of the Capital during the resistance war against the French on the occasion of the 70th anniversary of the Liberation of the Capital - October 10, 2024.

On behalf of the Hanoi City Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee, I respectfully send my warmest greetings and best wishes to the leaders of the Central agencies; revolutionary veterans, heroic Vietnamese mothers, heroes of the People's Armed Forces, veteran delegates, former People's Public Security officers, former youth volunteers, families with meritorious services, people who directly participated in the Liberation of the Capital during the resistance war against France and all classes of people in the Capital.

At this solemn and meaningful meeting, with infinite gratitude, we respectfully commemorate President Ho Chi Minh, the beloved leader of the Vietnamese people; commemorate the heroic martyrs and generations of cadres, soldiers and compatriots who heroically sacrificed for the cause of building and defending the Fatherland. We express our gratitude to the revolutionary elders, heroic Vietnamese mothers, heroes of the People's Armed Forces, heroic martyrs, veterans, former People's Police, former youth volunteers who contributed to the success of the takeover and liberation of the capital Hanoi 70 years ago, as well as to the cause of building and defending the socialist Fatherland of Vietnam.

After the great victory of the August Revolution in 1945, the Democratic Republic of Vietnam was born. From the status of slaves, the Vietnamese people truly became the masters of the country. But the French colonialists, with their ambition to invade our country once again, on September 23, 1945, provoked aggression in the South, then launched a war throughout the country. On December 19, 1946, responding to President Ho Chi Minh's call for national resistance " Rather sacrifice everything, but never lose the country, never become slaves ", together with the people of the whole country, the army and people of Hanoi with the spirit of " Determination to die for the Fatherland to live " rose up to fight the enemy to save the country.

With the extremely heroic 60-day and night battle at the end of 1946, the army and people of the capital Hanoi opened the nationwide resistance war in the most heroic and courageous way, effectively holding back and wearing down the enemy's strength so that our headquarters and resistance forces could safely withdraw from Hanoi, successfully completing the mission entrusted to them by the Party Central Committee and President Ho Chi Minh.

During the 9 years of resistance war, although in the heart of the enemy, the army and people of the capital Hanoi not only directly fought the enemy in many forms, but also actively supported and shared the fire for the battlefields, especially the Dien Bien Phu battlefield, contributing with the whole country to create the Dien Bien Phu Victory " famous in five continents, shaking the earth ", forcing the French colonialists to sit at the negotiating table and sign the Geneva Agreement (July 21, 1954) on the suspension of hostilities in Vietnam, recognizing the independence, sovereignty, unity and territorial integrity of the three countries of Vietnam, Laos, and Cambodia; accepting the withdrawal of troops from the North of our country.

At exactly 4:00 p.m. on October 9, 1954, the last colonial soldiers withdrew to the north of Long Bien Bridge; at 4:30 p.m., our army completely controlled Hanoi; took over the city safely and in order. On the morning of October 10, 1954, the City Military Commission and military units divided into many large armies to launch a historic march into Hanoi. More than 400,000 people in the capital were excited in the forest of flags and flowers, with extreme joy welcoming the victorious army back. By 3:00 p.m. on the same day, hundreds of thousands of Hanoi people and armed forces were in full dress, attending the flag-raising ceremony organized by the Military Commission at the Cot Co stadium. After the flag-raising ceremony, Chairman of the Military Commission Vuong Thua Vu read President Ho Chi Minh's Appeal to the people of the capital on the occasion of Liberation Day. The takeover of the capital was a great success. We safely and quickly took over the entire city. The lives of Hanoi people remain normal and stable.

October 10, 1954, Capital Liberation Day was an important turning point, affirming the complete victory of our army and people in the resistance war against the French colonialists, and at the same time opening a new stage in the thousand-year history of Thang Long - Dong Do - Hanoi.

Immediately after taking over the capital, the Party Committee and the Hanoi city government led all levels, sectors and people across the country to unite and make joint efforts to urgently restore war-ravaged facilities, stabilize the situation, and gradually overcome difficulties; overcome the consequences of the colonial regime; reorganize production, ensure people's lives, build the initial material foundations of socialism in the North, and join the people of the North in supporting the battlefield in the South.

During the years of resistance against the US, the country was temporarily divided, Hanoi and the North were often fiercely attacked by the US imperialists. However, the people of the capital promoted their heroic and indomitable tradition, in the most difficult moments they remained steadfast, faithful, and absolutely believed in the leadership of the Party and the great President Ho Chi Minh; strived to overcome many difficulties, overcome all pain and loss, compete in labor production, create the material foundation of socialism, join hands with the people of the North to build a great rear, and serve as a solid support for the great frontline in the South to defeat the invaders.

With the plot to turn the tables at the Paris negotiations on restoring peace in Vietnam, at the end of December 1972, the US imperialists launched a campaign using the “ B.52 flying fortress ” to destroy Hanoi and the North. Under the wise leadership of the Party Central Committee, the skillful direction of the Central Military Commission - Ministry of National Defense, with the Vietnamese spirit and intelligence, of the Vietnam People's Army, the core of which was the air defense - air force, together with the army and people of the capital Hanoi and some northern localities, they calmly and confidently defeated the strategic air raid of the US imperialists with a fierce battle of 12 days and nights at the end of December 1972, creating the miracle of “ Dien Bien Phu in the air ” praised by the people of the whole country and international friends. This exceptionally outstanding feat contributed to creating a historical turning point, fundamentally changing the situation of the resistance war against the US to save the country, forcing the US government to sign the Paris Agreement to end the war and withdraw troops; creating a decisive strategic shift for our army and people to rush forward, organize the General Offensive and Uprising in the spring of 1975, culminating in the historic Ho Chi Minh Campaign, completely liberating the South and reunifying the country.

X is worthy of the trust and love of compatriots and soldiers nationwide.

Over the past 70 years, under the leadership of the Central Party Committee and the Government, the capital city of Hanoi has grown steadily, worthy of the trust and love of the people and soldiers nationwide. Together with the whole country, the capital city of Hanoi is determined to successfully implement the Resolution of the 13th National Party Congress and the Resolution of the 17th Hanoi Party Congress; Resolution No. 15-NQ/TU dated May 5, 2022 of the Politburo on "Orientations and tasks for the development of the capital city of Hanoi to 2030, with a vision to 2045". Despite the many difficulties and challenges due to the negative impact of the world situation, the impact of climate change and especially the impact of the Covid-19 pandemic, with the spirit of solidarity, innovation, determination, and the real participation of the entire political system and all classes of people, the capital city of Hanoi has achieved quite comprehensive results in all areas, including: Party building, building a clean, strong political system, operating effectively and efficiently.

The City Party Committee, the Standing Committee of the City Party Committee and Party committees at all levels have regularly paid attention to and focused on innovating leadership methods; strongly spreading the leadership style from the city to the grassroots in a scientific, drastic, urgent, flexible, substantive, and grassroots-oriented direction; strictly implementing the principle of democratic centralism, both comprehensive and focused, closely following the grassroots, improving the effectiveness of work handling; mobilizing the participation of the entire political system, associated with individualizing personal responsibility, especially the leader, creating motivation and promoting collective intelligence in carrying out the city's political tasks.

The City Party Committee has resolutely directed the consolidation and strengthening of weak Party organizations, thoroughly resolving difficulties, obstacles and shortcomings at the grassroots level; focused on improving the quality of Party cell activities, improving the effectiveness and efficiency of government operations at all levels; summarized a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in the capital; and prepared well for the 18th Congress of the City Party Committee for the 2025-2030 term. Regular and key contents in propaganda work, Party building organization, inspection, supervision, mass mobilization, internal affairs, and Party Committee offices continued to be implemented synchronously, achieving comprehensive results.

Personnel work has always been identified as a key task of Party building and the political system. The City Party Committee issued Resolution No. 04-NQ/TU dated May 31, 2021 on focusing on building and improving the quality of cadres at all levels for the 2020-2025 term and the following years (the first Resolution of the City Party Committee on personnel work) ; issued, directed, thoroughly implemented and strictly implemented Directive No. 24-CT/TU dated August 7, 2023 of the Standing Committee of the City Party Committee on " Strengthening discipline, discipline and responsibility for handling work in the political system of Hanoi city ", gradually creating fundamental changes from awareness to action of each Party committee, government, each cadre and party member.

Review and rearrange functions, tasks, work processes, working regulations, organizational structure, job positions and staffing of agencies and units under the city. Develop a project to decentralize and authorize administrative procedures at departments, branches and units of the city . Resolutely implement innovation in management methods and autonomy of public service units....

The capital's economy maintained growth, from 2021 to 2023, it grew higher than the national average. In 2023 alone, the city basically completed the general goal, completed and exceeded the planned targets, of which 3 targets exceeded the plan. The economic structure shifted positively, in the right direction. The total state budget revenue in the city reached 410.51 trillion VND, exceeding the estimate by 16.3%, up 23% compared to 2022, of which domestic revenue reached 381.38 trillion VND, accounting for 92.9% , the highest in the country. In the first 8 months of 2024, the total state budget revenue was 343.6 trillion VND, reaching 84.1% of the annual ordinance estimate, up 18.2% over the same period, of which domestic revenue was 323.9 trillion VND, reaching 85.6% of the estimate, up 18.7% over the same period; foreign investment attraction was quite good. The whole city attracted 1.4 billion USD of FDI capital, up 71% over the same period...

The cultural and educational cause has received attention and investment, becoming a new driving force and new resource for the sustainable development of the capital. The Standing Committee of the Hanoi Party Committee issued Resolution No. 09-NQ/TU dated February 22, 2022 on "Developing cultural industry in the capital for the period 2021-2025, orientation to 2030, vision to 2045"; Resolution No. 23-NQ/TU dated November 16, 2023, on "Strengthening the Party's leadership in promoting learning, promoting talents, and building a learning society in Hanoi from now to 2030, vision to 2045"; Directive No. 30/CT-TU dated February 19, 2024 on strengthening the leadership of Party committees in building elegant and civilized Hanoians... to promote the movement of building a learning society in the capital; gradually promote the development of cultural careers and build the capital's people in the new period.

The City Party Committee continues to direct the implementation of the investment plan for 3 goals - renovating and upgrading schools, healthcare facilities and restoring cultural and historical relics in the period of 2022-2025 and the following years; project for effective management, use and exploitation of public assets; project for renovating old apartment buildings; project for decentralization and authorization (708/1,895 administrative procedures have been decentralized and authorized, reaching 37.3%)...

Social security continues to be ensured, the city always pays attention to implementing social security policies, especially for people with revolutionary contributions; poverty reduction and social protection are focused on. On the occasion of the 70th anniversary of the Liberation of the Capital, the city built 714 houses for the poor. After the recent storm No. 3, the city's Relief Fund continued to support the construction and repair of houses for families affected by the storm.

The new rural development program has been actively implemented. The city completed the national target program on new rural district development 1 year ahead of schedule (to date, the city has 18/18 districts and towns meeting new rural standards, of which Thanh Tri district has just been recognized as a district meeting advanced new rural standards, 382/382 communes meeting new rural criteria; of which 183 communes meet advanced new rural standards and 76 communes meet model new rural standards).

The work of planning management, construction order, and environmental sanitation continues to be focused on. National defense and security are firmly consolidated, social order and safety are ensured. Foreign affairs continue to be strengthened and expanded on all three channels of Party diplomacy, State diplomacy, and people's diplomacy; ensuring absolute safety for nearly 2,000 political, diplomatic, cultural, social events, and activities of Party and State leaders taking place in the capital every year.

Continue to strengthen relations and connections with provinces and key economic regions in the country as well as bilateral and multilateral cooperation with capitals, cities, foreign partners and international organizations. 25 years ago, Hanoi was the only city in Asia-Pacific to be awarded the title " City for Peace " by the United Nations Educational, Scientific and Cultural Organization (UNESCO). In October 2019, UNESCO continued to list Hanoi - the first capital of Southeast Asia to join the global " Creative Cities " network.

The city has also resolutely implemented many important tasks, strategic tasks related to the development of the capital, such as: Building the Capital Law (amended); Capital Planning for the period 2021-2030, vision to 2050; adjusting the Hanoi Capital Master Plan to 2045, vision to 2065.

The city has resolutely directed the implementation of closed belt roads, large bridges across the Red River, radial axes, urban railway lines; accelerated the progress of projects to renovate, upgrade, and expand national highways, regional connectivity projects, and key projects of the city... Notably, the construction of the Ring Road 4 - Capital Region Investment Project has been started and implemented according to the set schedule.

The city also directed to speed up the resolution of pressing public issues such as wastewater and waste treatment projects, environmental treatment, clean water projects, flood prevention, urban railways, etc.; measures to strengthen fire prevention, fire fighting, rescue and relief work in the area.

With its outstanding achievements and great contributions over the past 70 years, the capital city of Hanoi has been honored to receive many noble awards from the Party and State: 3 Gold Star Orders, Ho Chi Minh Order, First Class Independence Order and the titles: " Heroic Capital ", " Hero of the People's Armed Forces ". These are noble awards, a source of pride, great encouragement and motivation for the Party Committee, government, armed forces and people of the capital city of Hanoi to continue to rise up and fulfill their responsibilities to the Party and the nation.
