Accordingly, the proliferation of poker tournaments poses a risk of disguised gambling, and there are some difficulties in managing poker clubs today.
Specifically, Circular 09 issued by the Ministry of Culture, Sports and Tourism in 2012 is quite simple and suitable for regular sports, but it is not suitable for sports that have the risk of becoming disguised gambling like poker.
In addition, up to now, there are no regulations on business conditions for poker sports activities. These clubs are operating on a grassroots sports model managed by communes and wards.
In response to public opinion and press agencies, the Hanoi People's Committee has assigned the City Police, Inspectorate, Department of Culture and Sports to coordinate with the People's Committees of districts to review and inspect the compliance of the clubs.
Accordingly, it is recommended that the People's Committees of districts, towns and cities temporarily stop recognizing grassroots sports clubs for poker.
The Department of Culture and Sports coordinated with the City Police and the People's Committees of districts, towns and cities to review, inspect and make a list of 12 poker clubs in Hanoi currently operating in the districts: Ba Dinh, Cau Giay, Dong Da, Thanh Xuan, Ha Dong, Nam Tu Liem.
According to the Deputy Director of the Hanoi Department of Culture and Sports, while waiting for the Ministry of Culture, Sports and Tourism to issue specific instructions on organizing poker sports tournaments, Hanoi City will apply Decision No. 5859/QDUB on promulgating internal administrative procedures in the field of culture and sports under the management of the Hanoi People's Committee, accordingly, organizing a poker tournament is an event involving foreigners and is complex in nature, potentially posing risks to social order and security.

The Hanoi People's Committee also assigned the People's Committees of districts, towns and cities to strengthen inspection and strictly handle violations at operating poker clubs; Take responsibility for violations of the law in the activities of recognized poker clubs operating in the management area.
The Hanoi Department of Culture and Sports will also advise the City People's Committee to report and propose the Ministry of Culture, Sports and Tourism to amend and supplement Circular No. 09/2012/TT-BVHTTDL and documents related to the organization of mass sports competitions, especially poker tournaments organized by companies and enterprises, in accordance with the actual situation during the integration and development period of the capital and the country; issue specific regulations on business conditions and organization of poker competitions in the area .
