Slow due to both objective and subjective reasons

The 88km Quang Ngai – Hoai Nhon Expressway section, passing through Quang Ngai and Binh Dinh provinces, is the largest project among the 12 component projects of the North – South Eastern Expressway in the 2021–2025 period. According to the plan, the project is expected to be completed in the third quarter of 2026.

This project is invested by Project Management Board 2, the construction contractor is led by the Deo Ca Group consortium.

Recently, during the working session of the Ministry of Transport's Working Group with the People's Committee of Quang Ngai province, Mr. Le Thang, Director of Project Management Board 2, Ministry of Transport, said that the progress of the Quang Ngai - Hoai Nhon Expressway project is currently slower than planned.

The reasons are both objective and subjective. Currently, the contractor is actively cooperating with the locality to resolve and speed up the progress.

At the same time, the investor also requested the contractor Deo Ca Group to adjust the construction plan and solutions at the site to suit the existing site, as well as the source of materials for the project.

Workers and equipment are constructing the Quang Ngai - Hoai Nhon expressway section.

Speaking with Nguoi Dua Tin , a representative of Deo Ca Group said that contractors mobilized personnel, machinery and equipment to work immediately after the project's groundbreaking day.

The project has received handover of 72/88km of site, reaching 82%, however, contractors have only approached to construct about 50.3/88km of site, reaching 56.1%.

Specifically, in Quang Ngai province, Package XL1: the main route has handed over 19.6/30km (reaching 65.3%), but only 15.7km can be organized for construction.

Package XL2: 21.5/27.2km of the main route has been handed over (79.1%), but only 15.8km can be constructed. In Binh Dinh province, package XL3: 22.7/27.7km of the main route has been handed over (81.9%), but only 19.5km can be constructed.

The remaining locations that have not been constructed are due to the lack of access roads, the received site is not continuous, or the Project is stuck with the issue of not yet relocating technical infrastructure works... so the contractor can only focus on construction at the critical sections of 3 tunnels, 2 large bridges, intersections and some sections that need to handle weak soil.

For example, in the XL1 package, the contractor has completed one pier and is expected to complete the bored piles before this year's rainy season. The contractor is also focusing on other packages.

Coal is difficult to source materials.

Deo Ca shared that, in addition to the intermittent handover of land and the "rice and bean" situation that is hindering the project's progress, the current source of materials and the procedures for licensing material mines are prolonged, and the way procedures are handled by different localities, some places take 50 days, others take 90 days, also greatly affecting the project's progress.

The contractor has surveyed 34 soil mines, 19 stone mines and 12 sand mines in the localities, but the reserves are not enough. Currently, there are 4 mines with about 1.23 million m3 of materials that have not yet been approved by the local authorities for the contractor to carry out exploitation procedures.

Meanwhile, Mr. Bui Nhat Hien, Director of the Quang Ngai - Hoai Nhon Expressway Project Management Board, Project Management Board 2, informed Nguoi Dua Tin that regarding the procedures for granting permits for material mines, currently the People's Committees of Quang Ngai province and Binh Dinh province guide different procedures and do not follow the instructions of the Ministry of Natural Resources and Environment in Official Dispatch No. 171 dated March 17, 2023.

Because the instructions of the Ministry of Natural Resources and Environment are not consistent with the Land Law, the Law on Environmental Protection, Resolution No. 43 of the National Assembly, Resolution 119/NQ-CP of the Government..., localities have no basis for application.

Regarding site clearance for material mines, the land recovery of material mine areas according to Document No. 1711/BTNMT-KSVN dated March 17, 2023 of the Ministry of Natural Resources and Environment is not in accordance with Point d, Clause 3, Article 62 of the 2013 Land Law; the locality does not carry out site clearance but the Contractor negotiates with the people, which will be a difficult problem for the construction progress before the upcoming flood season.

Specifically, Quang Ngai province guides the full implementation of procedures according to the provisions of Decree 158/2016/ND-CP (not implementing the shortening according to the special mechanism in Resolution 133 and 60 of the Government). Localities support by shortening the time to process procedures. According to this process, it takes 60 to 90 days.

Meanwhile, Binh Dinh province has instructed to shorten the procedures in part according to document 1411/BTNMT-KSBN of the Ministry of Natural Resources and Environment to carry out mineral exploitation registration procedures according to document 3328/QD-UBND dated October 12, 2022. According to this process, it takes 47 days.

The Quang Ngai - Hoai Nhon Expressway project requires a total volume of 11.5 million m3 of earth and sand. This forces the contractor to consider the material problem. Therefore, if the material mines are directly exploited, with support from the policy, it will contribute significantly to creating favorable conditions for the contractor to construct and complete the project ahead of schedule.

“Through the working process, we realized that, although the procedural instructions are different, both Quang Ngai and Binh Dinh provinces are trying very hard to speed up the progress of granting mines for this project. Hopefully by mid-June, a mine will be licensed,” shared the Director of the Quang Ngai - Hoai Nhon Expressway Project Management Board.

The Quang Ngai - Hoai Nhon Expressway project has its starting point connecting with the Da Nang - Quang Ngai Expressway at Km127+720, in Nghia Ky commune, Tu Nghia district, and its end point intersecting with Provincial Road 629, in Bong Son ward, Hoai Nhon town, Binh Dinh province.

The project passes through Tu Nghia, Nghia Hanh, Mo Duc districts, Duc Pho town of Quang Ngai province and Hoai Nhon town of Binh Dinh province. The project is expected to start construction in early 2023.

This expressway project passes through two localities; of which the section passing through Quang Ngai province is 60.3 km long, and the section passing through Binh Dinh province is 27.7 km long. In phase 1, the Quang Ngai - Hoai Nhon expressway has a scale of 4 lanes, speed of 80 km/h.
