Reflecting on the teachings of Deputy Prime Minister Tran Hong Ha, it can be understood that those working in meteorology and hydrology have a mission to ensure safety, stability, and development. For 78 years of building, contributing, and maturing, despite facing many challenges, difficulties, hardships, and sacrifices, the mission and love of meteorologists and hydrologists have always been intertwined, nurtured, and built upon a rich tradition of "Unity - Accuracy - Continuity - Reliability - Timeliness," constantly creating and serving for the sustainable development of the country.
The historical journey of Vietnam's meteorological and hydrological sector began on October 3, 1945, when President Ho Chi Minh issued Decree No. 41, placing the Astronomical Observatory and the Phu Lien Observatory under the Ministry of Public Works and Transport, renaming them the Meteorological Department. This marked a historic event, merging the meteorological agencies under the Government of the Democratic Republic of Vietnam and giving birth to the Vietnamese meteorological and hydrological sector. Over 78 years of development, under the leadership and guidance of the Party and the State, the meteorological and hydrological sector has continuously grown and developed, protecting the peace and well-being of the people; serving socio -economic development; and contributing to national security and defense throughout the country.

Born from the goal of bringing peace to the people and serving the stability and development of the country, from the very beginning of their work, those working in meteorology and hydrology have been aware of their responsibility and their silent but noble mission. For the past 78 years, like a quiet note in the peaceful melody of life, meteorologists and hydrologists have silently kept that melody resonating through their efforts, their love for their profession, their passion, and their immense love for the country and its people.
The traditional day of the Vietnamese Meteorological and Hydrological Service will forever be a significant milestone recognizing the formation and recognition by the entire society of this field, a scientific field with practical applications, built upon the contributions, dedication, and sacrifices of generations of officials, civil servants, and employees, from urban to rural areas, from the lowlands to the highlands, meteorological stations on the highest peaks of the Fatherland, and radar stations on remote islands...
This year's 78th anniversary of the traditional day of the Meteorological and Hydrological Service coincides with the approval, promulgation, and implementation of the Strategy for the Development of the Meteorological and Hydrological Service to 2030, with a vision to 2045. The sector is receiving significant investment and development from the Party and State with many key tasks, projects, and programs. With the continuous operation of a network of 1,613 meteorological and hydrological stations and points, along with the efforts of over 2,900 officials, civil servants, and employees, the Vietnamese Meteorological and Hydrological Service has been effectively contributing to socio-economic development, resource management, disaster prevention and control, and national defense and security. The level and capacity of the Vietnamese Meteorological and Hydrological Service are approaching the leading position in ASEAN.
Numerous tasks have been set out in the Strategy for the Development of the Meteorological and Hydrological Sector until 2030, with a vision to 2045. To successfully achieve the Strategy's objectives, in addition to the goal of mastering science, the human factor is identified as extremely important. Recognizing this central task, over the years, the meteorological and hydrological sector has continuously focused on investing in human resources, cultivating highly skilled and dedicated professionals to meet the demands of the new environment.
It is both a responsibility and a source of pride for the meteorological and hydrological sector to be even more aware of this noble mission. From there, we must focus on developing human resources, especially high-quality human resources, to adapt to the socio-economic development orientation and achieve the goals of the Meteorological and Hydrological Sector Development Strategy to 2030, with a vision to 2045. In addition, each individual, in their respective roles and responsibilities, should cultivate a sense of personal responsibility, work and learn diligently, be proactive and creative, and constantly strive to contribute to the common good. Each effort and endeavor of every member is like a small brick contributing to building a solid wall of tradition, a reliable foundation for themselves, society, the community, and the people.
Based on the requirements set forth, the meteorological and hydrological sector has successfully developed and implemented personnel planning to identify young, virtuous, talented, and promising personnel early on, creating a pool of successors for various stages. Alongside this, the sector has improved the salary and benefits system to attract high-quality human resources; strengthened international cooperation to attract resources and acquire experience in implementing training and development programs. It has also built a good working environment with an open, transparent, and democratic atmosphere; assigned personnel according to their professional qualifications and abilities; and created opportunities for timely and appropriate appointments, recognition, and rewards.
It can be said that throughout its 78-year history, the development of human resources has created a rich generational foundation, which has been the core element in successfully fulfilling tasks and building the traditions of the meteorological and hydrological sector. For 78 years, the meteorological and hydrological sector has always been a partner, contributing to and serving the sustainable development of the country.
And whether today or in the future, the noble mission and beautiful traditions of the industry will always be the driving force that motivates the spirit and responsibility, inspiring love for the industry and profession among officials, civil servants, and workers in the Vietnamese Meteorological and Hydrological sector to continue overcoming all difficulties and challenges and excellently fulfilling their assigned tasks.
