On the evening of December 1, in Ba Ria-Vung Tau, Prime Minister Pham Minh Chinh attended a series of multi-billion-dollar oil and gas and offshore wind power events, marking a turning point in the development of the Vietnam Oil and Gas Group (Petrovietnam) and the Vietnam Oil and Gas Technical Services Corporation (PTSC).
Also attending were Party Central Committee members: Minister of Planning and Investment Nguyen Chi Dung, Minister of Industry and Trade Nguyen Hong Dien, Minister of Transport Tran Hong Minh, Chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh, Secretary of the Ba Ria-Vung Tau Provincial Party Committee Pham Viet Thanh; leaders of ministries, central and local agencies.
Previously, the Prime Minister and delegates visited the PTSC Energy Industry and Technical Logistics Center, with offshore wind power transformer base and substation products manufactured by PTSC.
Putting Vietnam on the World Offshore Renewable Energy Map
The series of events includes 5 events: The launching ceremony and handover of 33 offshore wind power jackets of the Greater Changhua 2b&4 project (CHW2204) to customer Orsted (Denmark); the contract signing ceremony for manufacturing and supplying offshore wind power jackets for international customers in the Asia-Pacific market; the groundbreaking ceremony for manufacturing 4 offshore transformer stations (OSS) for the Baltica 02 offshore wind power project in the Baltic Sea - one of the largest wind power projects in the world; the groundbreaking ceremony for the central technology platform of the Block B - O Mon gas power project chain; the award ceremony for the FSO contract of Lac Da Vang field.
According to Petrovietnam, with the CHW2204 project for customer Orsted (Denmark) - the world's number one investor and developer of offshore wind power, this is the first time Vietnam has had a large-value export contract in the very new field of offshore renewable energy, putting Vietnam on the world's offshore renewable energy map for the first time. The project consists of 33 bases, each base is about 85 m high and weighs about 2,300 tons, creating more than 3,000 jobs for PTSC with nearly 100 domestic suppliers.
As for the Baltica 02 offshore wind power project in the Baltic Sea - one of the largest wind power projects in the world, this is the first time a Vietnamese enterprise has won the bid and exported offshore wind power transformer stations to Europe.
These are important projects, affirming that the Vietnam Oil and Gas Group and PTSC are transforming strongly, not only maintaining a solid position in the traditional oil and gas sector, but also pioneering in the field of renewable energy, especially offshore wind power. At the same time, creating strategic changes in Vietnam's energy industry, contributing to the formation of the world's renewable energy industrial center in Vietnam.
The Block B - O Mon Gas Power Project is a large-scale state-funded oil and gas project in Vietnam, with an expected gas production of about 5.06 billion m3/year in 20 years, the largest oil and gas project ever in Vietnam with a total investment of nearly 12 billion USD. In particular, the central technology platform of the project is the largest ever designed, purchased, constructed, transported, installed, connected, and tested in Vietnam.
The Lac Da Vang field is located in Block 15-1/05 of the Cuu Long Basin on the southeastern continental shelf of Vietnam, about 120 km east of Vung Tau city. The field's FSO (floating storage, processing and export) facilities have a design capacity of 500,000 barrels of crude oil and are expected to be operational in the second half of 2026.
Petrovietnam said that the series of events marked extremely memorable milestones in the history of the formation and development of the group. This is not only an important step forward in the traditional energy sector but also a strong expansion into new fields, demonstrating the spirit of creativity and innovation, affirming the group's determination to renew traditional motivation and add new motivation. The event is even more meaningful when it takes place on the occasion of the 63rd anniversary of the oil and gas industry's tradition day (November 27, 1961 - November 27, 2024).
Along with the comprehensive completion of the 2024 plan (revenue reaching 1 million billion VND, budget contribution of 164 trillion VND), the implementation of super-large-scale, complex, high-tech key projects such as the Lot B - O Mon gas - power project chain and the Lac Da Vang project has demonstrated the determination and efforts of the Vietnam Oil and Gas Group and its units to overcome difficulties and challenges to continuously develop and contribute to the country's economic development.
Petrovietnam has adjusted its strategy to 2030, with a vision to 2045, with the goal of striving to increase the total installed capacity to 8,000-14,000 MW by 2030 and the proportion of renewable energy sources to account for 5-10% of Petrovietnam's total installed capacity. By 2045, Petrovietnam strives to increase the installed capacity to 8-10% of Vietnam's total power system capacity and the proportion of renewable energy sources to account for 10-20% of Petrovietnam's total power source capacity.
At the ceremony, the representative of Orsted Group assessed PTSC as a reliable partner, providing the safest and highest quality foundations, following strict standards of quality, health and environment, aiming to become a world-class supplier. This also shows the vision and efforts of the Government, affirming the capacity of the Vietnamese supply chain in the field of offshore wind power.
Develop worthy of being a national energy industry corporation
Speaking at the event, Prime Minister Pham Minh Chinh congratulated and acknowledged the great efforts and remarkable progress of Petrovietnam and PTSC in implementing strategic oil and gas projects and renewable energy projects, including offshore wind power projects with a total contract value of about 2 billion USD.
The Prime Minister also praised the achievements that Petrovietnam has made in recent times, especially in 2024, including handling long-term projects such as putting the Thai Binh 2 Thermal Power Plant into operation without having to add additional budget; actively promoting the Block B gas project chain, striving to have the first gas flow by the end of 2026 at the latest.
In particular, the Prime Minister acknowledged and commended Petrovietnam’s efforts to become a Vietnamese energy industry group, operating in fields such as wind power and renewable energy, not just in the oil and gas sector. And with the restructuring of its operations, Petrovietnam has contributed about 10% of the country’s total budget revenue in 2024.
The Prime Minister emphasized that after a period of many difficulties for Petrovietnam, instead of having to do a lot of work, the replacement of staff has brought about specific products, measurable results, ignited the belief and aspirations of oil and gas industry workers, showing the spirit of saying what is done, and committing to doing what is done.
The results achieved also show that "nothing is impossible", the important thing is whether we are determined to do it and know how to do it; time, intelligence and decisiveness, right timing, and focus are the most important factors leading to success.
The Prime Minister hopes that the Vietnam Oil and Gas Group and PTSC will accelerate more strongly, do bigger and more effective things, surpass themselves, accelerate and make further breakthroughs with a double growth rate in the coming years, reaching about 15-20% per year; contribute to promoting the country's GDP growth to a higher rate, reaching about 8% in 2025 and reaching double digits in the following years and contributing to protecting the country's independence, unity, sovereignty and territory; develop worthy of being a national energy industry group, together with the whole country to accelerate and make breakthroughs, contributing to achieving the country's development goals by 2030 and 2045, building a rich and prosperous country, with people increasingly well-off and happy.
According to the Prime Minister, green development, digital transformation, and circular economy are global trends, objective requirements, strategic choices, and top priorities. This is also an area in which Vietnam has many distinct potentials, outstanding opportunities, and competitive advantages. The Prime Minister requested that the Vietnam Oil and Gas Group transfer and master all offshore wind power technology (including the production of turbines, wind blades, and bases) as soon as possible, while training human resources, improving management capacity, developing infrastructure, and proposing policies to develop the renewable energy industry in the spirit of open policies, smooth infrastructure, and smart management.
At the same time, the Prime Minister also requested the Oil and Gas Group to promote international cooperation and implement agreements between Vietnam's senior leaders and other countries. The Prime Minister thanked foreign partners for cooperating with Petrovietnam, hoping to continue to cooperate in the spirit of "harmonious benefits and shared risks".
The Prime Minister asked the group to continue promoting the tradition and spirit of "resources come from thinking and vision, motivation comes from innovation and creativity", "turning nothing into something, turning difficult into easy, turning impossible into possible".
The Prime Minister said the Government will continue to promote its role as a facilitator; ministries and sectors together with Petrovietnam will propose to build and perfect institutions, mechanisms and policies, including amending the law on management, investment and business of state capital in enterprises, and related decrees in the spirit of untying enterprises.
The Prime Minister also emphasized the orientation to turn Ba Ria-Vung Tau into one of the energy centers, offshore wind power centers not only of the country but also of the world, promoting the proactive spirit of the locality, "locality decides, locality acts, locality takes responsibility", along with the support and companionship of the Government, ministries, branches and creating opportunities for businesses to develop, including Petrovietnam.
