On the afternoon of May 12, during his working program in Can Tho, Prime Minister Pham Minh Chinh surveyed the Chau Doc-Can Tho-Soc Trang expressway project.

The Chau Doc - Can Tho - Soc Trang expressway project phase 1 has a total investment of nearly 44,700 billion VND from the central and local budgets, with a scale of 4 lanes, a total length of more than 188 km, with 4 component projects passing through 4 provinces.

Of which, component project 1 in An Giang province is 57.2 km long; component project 2 in Can Tho city is 37.2 km long; component project 3 in Hau Giang province is nearly 37 km long and component project 4 in Soc Trang province is 56.9 km long.

As one of the three horizontal highways of the Mekong Delta (along with My An - Cao Lanh, Cao Lanh - An Huu), the Chau Doc - Can Tho - Soc Trang project has its starting point connecting with National Highway 91 in Chau Doc (An Giang) and its end point intersecting with the Nam Song Hau National Highway, connecting the road leading to Tran De port (Soc Trang).

The expressway will start construction in June 2023 and is expected to be completed and put into use in 2027. The project will contribute to completely connecting the horizontal and vertical expressway system in the region, opening up new development space, connecting economic centers, seaports and international border gates, promoting the circulation of goods, developing economic zones, industrial parks, and reducing logistics costs.

According to the report, the Chau Doc - Can Tho - Soc Trang project is facing difficulties in filling materials. In particular, for component project 2 through Can Tho, the demand for sand for filling is about 7 million m3; so far, the site clearance work has been basically completed (reaching 99.8%), but contractors have only focused on constructing the bridge sections, and only the road section has had sand for filling since mid-April (An Giang province has just handed over a sand mine on the Tien River with a total reserve of about 3.28 million m3). Can Tho is continuing to overcome difficulties, contacting provinces in the Mekong Delta to find more sand sources for the project.

Recently, the Prime Minister has given many strong instructions on the source of filling materials for expressway projects. Most recently, the Prime Minister assigned Deputy Prime Minister Tran Hong Ha to chair meetings and work with leaders of relevant ministries, branches and Chairmen of People's Committees of some provinces in the Mekong Delta to completely resolve problems and procedures related to material mines this May.

On May 11, under the direction of the Prime Minister, Deputy Prime Minister Tran Hong Ha surveyed the situation of river sand exploitation for filling highways in Tien Giang and Vinh Long provinces and chaired a meeting with ministries and branches on resolving filling materials for key traffic projects in the South.

Surveying the construction site and encouraging the staff and workers, Prime Minister Pham Minh Chinh emphasized the importance of the Chau Doc - Can Tho - Soc Trang project to the Mekong Delta and Can Tho; commended the efforts of the four localities, the Ministry of Transport and related units in implementing the project; and thanked the people for giving up their homes and livelihoods to enable the project to be constructed.

The Prime Minister requested the Secretary and Chairman of Can Tho City to directly meet and dialogue with households that have not yet relocated, to propagate and mobilize people about the common benefits of the project for the country, region, locality and for each person, to completely complete the site clearance work in May, to ensure the legitimate and legal rights and interests of the people, and for people to have new housing that is better than or equal to the old housing.

The Prime Minister also requested agencies and localities in the region to continue to coordinate closely, complete procedures to exploit mines, including sea sand, and resolve issues regarding raw material mines for the project by May.

The Prime Minister requested agencies, investors, contractors, engineers, workers, and laborers to continue to make efforts to organize construction with the spirit of "only working, no back-and-forth", determined to "overcome the sun, overcome the rain", "eat and sleep quickly", work in "3 shifts", work on holidays, holidays, and Tet.
