On the morning of November 29, at the closing session of the 6th session, with 474 delegates participating in the vote in favor (accounting for 95.95%), the National Assembly officially passed the Resolution on continuing to implement a number of resolutions of the 14th National Assembly and from the beginning of the 15th term to the end of the 4th session on thematic supervision and questioning.

Secretary General of the National Assembly - Head of the National Assembly Office Bui Van Cuong presented a report explaining, accepting and revising the draft Resolution.

Accordingly, in the health sector, the Resolution clearly states that it is necessary to promptly issue full and detailed regulations and implement the Law on Medical Examination and Treatment; promptly submit to the National Assembly the amendments and supplements to the Law on Health Insurance to be consistent with the Law on Medical Examination and Treatment in 2023 and in line with practical requirements; promptly review, amend and supplement legal documents in the health sector to overcome shortcomings and difficulties, especially in payment and settlement of costs for Covid-19 prevention and control.

The resolution resolves to continue to promote disease prevention and control, invest in medical examination and treatment facilities, and protect people's health, especially in densely populated areas, disadvantaged areas, industrial parks, and high-tech zones. Strictly implement the policy of ensuring that at least 30% of the health budget is allocated to preventive medicine.

Gradually overcome the uneven quality of medical examination and treatment among levels, regions, and areas nationwide. Implement interconnection and recognition of test results and diagnostic imaging among medical examination and treatment facilities.

Perfecting policies and laws on socialization in public hospitals; improving treatment for medical staff, including medical staff in villages, hamlets, industrial zones and clusters.

Continue to implement projects and plans to send young volunteer doctors to work in mountainous, remote, border, island areas, and areas with particularly difficult socio-economic conditions. Further promote digital transformation in all areas of the health sector.

The resolution also stated that in 2024, there will be a plan to completely resolve difficulties and shortcomings, soon put Viet Duc Hospital and Bach Mai Hospital 2 in Ha Nam province into operation, and a solution to completely resolve the shortage of drugs and medical supplies at public hospitals. Ensure adequate vaccines and maintain a vaccination rate of over 90% for all vaccines in the Expanded Immunization Program.

Continue to implement solutions to expand universal health insurance coverage, improve the quality of medical examination and treatment under health insurance, and effectively manage and use the Health Insurance Fund.

In 2024, research and issue a mechanism to refund money to people who have to buy medicine and medical supplies themselves when they go to see a doctor or receive medical treatment under health insurance, thoroughly resolving the situation where the Social Insurance agency owes payment and settlement of medical examination and treatment costs under health insurance.

Correct and strictly handle violations in the procurement of drugs, medical equipment, medical supplies, prescription of excessive use of medical services in medical examination and treatment, and profiteering from the Health Insurance Fund.

Previously, explaining to the National Assembly on the morning of November 1, Minister of Health Dao Hong Lan said that regarding the project of the second facility of Bach Mai Hospital and Viet Duc Hospital in Ha Nam, on February 21, 2023, the Prime Minister established a working group to review difficulties, with the participation of the Ministry of Health, Ministry of Construction, Ministry of Planning and Investment, Ministry of Finance and Ministry of Justice.

“Up to now, the team has made 3 reports to the Prime Minister on the difficulties and obstacles in the project implementation process and proposed solutions to allow the extension of the project implementation period until December 31, 2025. Review and adjust signed contracts in accordance with the provisions of the law on bidding, construction and related laws. At the same time, propose to supplement the capital balance to continue implementing the project, so that the project can soon serve the people,” said Ms. Lan.

Also according to the Minister of Health, implementing the Prime Minister's conclusion, the Ministry of Health is currently coordinating with ministries and branches to negotiate with contractors and agree on contract adjustments and implement solutions according to regulations, to soon put these projects into implementation.

At the end of 2014, the second facility of Bach Mai and Viet Duc Hospitals in Phu Ly City (Ha Nam) began construction and in October 2018, the examination areas of both facilities were officially inaugurated.

With an investment capital of 4,500 billion VND from the State budget and other sources, these two medical facilities have not met expectations of effectively serving central hospitals in the North .
