An official dispatch sent to the Ministry of Planning and Investment by the People's Committee of Soc Trang province shows that the province needs support of more than 19,400 billion VND to build Tran De seaport.
On October 29, the People's Committee of Soc Trang province sent an official dispatch to the Ministry of Planning and Investment for consideration and approval to submit to the Prime Minister the project to invest in the construction of Tran De - Soc Trang port into the Resolution and Program of the Government.

It is expected that this project will complete investment procedures in 2025 and implement investment in 2026.
To implement the project, Soc Trang also proposed that the central budget invest in the 2025 - 2030 period to support this locality with a total capital of 19,403 billion VND. This part of the fund will be used to invest in the construction of a road behind the port connecting to the Tran De offshore port, a sea-crossing bridge and a breakwater, a shipping channel and a turning basin.
According to the People's Committee of Soc Trang province, the Tran De port project has a large investment capital, slow capital recovery, and is invested in a particularly difficult area, so calling for private investment faces many challenges.
Therefore, in addition to capital calling for socialized investment in planned ports, Soc Trang needs to arrange state budget capital to invest in public maritime infrastructure.
The support from the State budget will increase the attractiveness to call for investment from private capital sources similar to what other gateway port areas have called for in the past.
According to the Master Plan for the development of Vietnam's seaport system for the period 2021 - 2030, Tran De port area is oriented to become a deep-water gateway port of the Mekong Delta.
The project is large-scale, including general, container, bulk and passenger terminals, capable of receiving ships with a capacity of up to 160,000 DWT. When completed, the Tran De "super port" will elevate the status of Soc Trang and neighboring provinces.
According to preliminary research by the People's Committee of Soc Trang province, the Tran De offshore port area has a port area of 411.25 hectares, of which the start-up phase is 81.6 hectares.
