According to Thanh Nien reporter's investigation, the Department of Planning and Investment of Da Nang City has just sent a report to the People's Committee of Da Nang City on handling the problems of some projects in the city center, including a proposal to handle 3 "super suspended" projects for about 15 years in the golden land of Da Nang.
Specifically, the three "super-suspended" projects include: Da Nang Center project (investor is Vu Chau Long Real Estate JSC); Diamond Square Trade Center, Office, Hotel, Luxury Apartment project (investor is Kinh Bac - Da Nang Investment LLC); Golden Square High-end Commercial Complex, Office, Hotel, Luxury Apartment project (investor is Dong A Real Estate JSC).
Da Nang Center project started construction in 2008. As of September 2009, the project has completed the diaphragm wall and bored pile drilling items with a total implementation value of more than 200 billion VND and has been "on hold" for the past 15 years.
Located at 8 Phan Chau Trinh (Hai Chau District), Da Nang Center project is 1 of 3 "super suspended" projects right in the center of Da Nang City.
After many reviews, the Department of Planning and Investment of Da Nang City said that according to investment laws, the Department of Planning and Investment has sufficient grounds to issue a notice to terminate the project's operations.
The State must determine the compensation value for assets on land and land for investors (about 850 billion VND) according to the provisions of the law on land.
The Department of Planning and Investment of Da Nang City proposed that the People's Committee of Da Nang City assign the Department of Construction to advise the People's Committee of the city to report to the Party Committee of the People's Committee of Da Nang City to ask for the opinion of the Standing Committee of the City Party Committee to allow the project to be implemented according to the approved master plan.

In case the Da Nang City Party Committee does not agree, the Department of Planning and Investment shall base on the land revocation notice of the Da Nang City People's Committee to carry out procedures to terminate the investment project according to regulations. The Department of Natural Resources and Environment shall advise the Da Nang City People's Committee to carry out procedures to repossess land and compensate investors according to the provisions of the law on land; carry out procedures to auction assets on land and land to implement the project in accordance with the purpose of land use and the newly approved planning.
The project area with deep foundations and dense trees makes people living nearby upset because snakes, insects... come into their houses every time it rains.
In case the Da Nang City Party Committee agrees to continue implementing the project, the investor must contact the Department of Construction to carry out procedures to adjust the detailed planning of the project to ensure compliance with urban planning and the correct land use purpose of the project (no more apartments or condominiums in the project) and fulfill financial obligations to the state.
Diamond Square Trade Center, Office, Hotel, Luxury Apartment Project (investor Kinh Bac - Da Nang Investment Company Limited) is located at 84 Hung Vuong, Hai Chau District. Previously, this project was the Trade Center, Office, Hotel, Luxury Apartment - Vien Dong Meridian of Vien Dong Vietnam Real Estate Joint Stock Company.
The Far East Meridian project of the Far East Vietnam Real Estate Joint Stock Company was scheduled to start construction in May 2008, but the land has been abandoned for many years.
On November 14, 2019, the People's Committee of Da Nang City announced the termination of the Far East Meridian investment project (old project). The land has transferred land use rights and assets on the land to Kinh Bac Da Nang One Member Co., Ltd. (new investor) to implement a new investment project. However, for nearly 4 years, the project has continued to be "shelved", with weeds growing everywhere inside the corrugated iron fence area.
According to the Land Use Rights Certificate, this land area of more than 11,170 m2 was granted to Kinh Bac - Da Nang Investment Company Limited for the purpose of commercial service land use, with a land use term until 2057.
According to the investor's proposal and approved planning, there are 4 main construction blocks with functional areas: area A (commercial center, 5 floors above ground), area B (office, 31 floors above ground), area C (hotel, 30 floors above ground), area D (luxury apartments, 30 floors above ground), sharing a 2-storey basement block.
Inside the project there are some simple structures built to look after the land.
The Department of Planning and Investment has proposed that the People's Committee of Da Nang City assign the Department of Construction to contact Kinh Bac - Da Nang Investment Company Limited to adjust the planning of Area D (luxury apartments, 30 floors above ground) in accordance with the purpose of using the land as commercial service land to implement the project investment and construction. At the same time, assign the Department of Natural Resources and Environment to inspect the progress to take measures to handle the act of delaying the land use.
Trees and weeds grow wildly inside the project area. For many years, people have been upset because the project has "changed owners" but continues to be "suspended".
Located near the two projects just mentioned and also in a state of "shelving" for many years is the Golden Square project. The project was granted an investment certificate by the People's Committee of Da Nang City in 2008, with an area of 10,664 m2 .
In 2018, the project was put back into operation, making many people expect a modern building to emerge right in the center of Da Nang City. However, the project was later once again "shelved".
The project's objective and scale are to invest in the construction and business of a high-end apartment complex (36 floors), a commercial center, a conference center and offices for rent (21 floors), and a 3- to 4-star hotel (27 floors). The project has just completed the perimeter wall, 2 basements and 4 floors.
The project is located on a land area bordered by Pham Hong Thai - Nguyen Chi Thanh - Nguyen Thai Hoc - Yen Bai streets (Hai Chau 1 Ward, Hai Chau District) with a super prime location.
On June 14, 2019, Dong A Real Estate Joint Stock Company sent a document requesting the transfer of the entire Golden Square project. Subsequently, in 2021, the Department of Natural Resources and Environment of Da Nang City repeatedly sent documents requesting the investor to carry out procedures to transfer the project according to regulations.
After many years of abandonment, the unfinished project became a "ghost" project with rapid deterioration of many items.
On March 17, 2022, Dong A Real Estate Joint Stock Company issued a document reporting on the project's progress, stating that it is continuing to work with relevant parties to auction off the transfer of assets.
The quadrangle formed by 4 roads surrounding the project has become shabby and degraded, causing loss of beauty in the central area of Da Nang city.
The Department of Planning and Investment of Da Nang City said that if after 24 months from the date of termination of the investment project, the investor fails to sell his/her legal assets attached to the land to another investor, the State will reclaim the land according to regulations. Therefore, the Department of Planning and Investment proposed that the People's Committee of Da Nang City assign the Department of Natural Resources and Environment to take measures to handle the situation according to regulations in accordance with the provisions of the law on land.
