Speaking at the opening of the conference, comrade Doan Minh Huan, member of the Party Central Committee and Secretary of the Provincial Party Committee, emphasized: During the half-term of implementing the Resolution of the 22nd Provincial Party Congress, term 2020-2025, there were favorable conditions but more difficulties and challenges.
The advantages are the attention, leadership and direction of the Politburo, the Secretariat, the National Assembly, the Government, the support and assistance of the ministries, departments and central branches, and the achievements of the previous term. The economy of the country and the province continues to develop, the socio-political situation is stable; social security is guaranteed; the people's trust and support in the leadership of the Party and the management and administration of the State are constantly consolidated.
However, in addition to the above basic advantages, the province faces many difficulties and challenges, namely: the unprecedented impact of the COVID-19 pandemic, the increasing impact of climate change and the rapid and complicated developments of the economic - political situation and armed conflicts in the world.
In that context, the entire Party, government, people and army in the province have united, focused on seriously and drastically implementing solutions in the spirit of the Resolution of the 13th National Party Congress, the Resolution of the 22nd Provincial Party Congress and action programs to implement the Resolution, thereby bringing positive results. After the first half of the 2020-2025 term, a number of targets have been achieved and exceeded the targets of the Resolution of the 22nd Provincial Party Congress.
However, besides the achieved results, there are still some shortcomings and limitations that existed in the first half of the term.
In order to promptly overcome and propose fundamental solutions, contributing to the successful implementation of the goals and tasks set forth by the Resolution of the 22nd Provincial Party Congress, which is "Building Ninh Binh into a tourism center of the country; striving to become a province with average development by 2025, and becoming a fairly developed province in the Red River Delta by 2030" and the goal in Resolution No. 16-NQ/TU, dated August 23, 2023 of the Provincial Party Executive Committee on the arrangement of district and commune-level administrative units in Ninh Binh province, period 2023-2030, which is "Towards the goal of making Ninh Binh province basically meet the criteria of a centrally-run city before 2030".
The Provincial Party Secretary requested the members of the Provincial Party Executive Committee and the participants of the conference to focus on discussing and evaluating the results of two and a half years of implementing the Resolution of the 22nd Provincial Party Congress, focusing on analyzing, clarifying, and creating high consensus on the advantages, results, and achievements; pointing out the remaining limitations and weaknesses; analyzing the causes and drawing lessons.
At the same time, analyze and forecast the new context and situation and propose key tasks and key solutions that need to be focused on and implemented in the second half of the term.

Report No. 19-TTr/TU of the Provincial Party Standing Committee on seeking opinions on the draft mid-term review report on the implementation of the Resolution of the 22nd Provincial Party Congress, term 2020 - 2025, presented by Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee at the conference, assessed: In the first half of the term of implementing the Resolution of the 22nd Provincial Party Congress, the international, regional and domestic situations had many rapid, complicated, unpredictable developments, beyond the ability to forecast, especially the prolonged COVID-19 pandemic causing serious consequences and the Russia - Ukraine conflict, which affected many aspects of social life.
Under the leadership of the Central Party, the National Assembly, the Government, the attention of the ministries, departments, branches, and central organizations, the Party Committee, the government, the army, and the people of Ninh Binh province have always been united, responsible, courageous, steadfast, and determined, making efforts, being proactive, creative, promoting democracy, overcoming difficulties, focusing on leadership, close direction, and determination; together with the efforts of all levels, branches, economic sectors, the business community, and all classes of people, quite comprehensive results have been achieved in many outstanding aspects.
Effectively prevent and control the COVID-19 epidemic, maintain safe areas; well implement the "dual goal" of focusing on both controlling the epidemic and promoting socio-economic recovery and development;
GRDP growth rate (at 2010 comparative prices) in the period of 2020-2023 will average 7.34%/year (expected); economic structure will continue to shift positively towards industrialization, modernization, greening, increasing value associated with labor structure shift; new rural construction will be put into practice, achieving many great results, creating the basis for shortening the rural-urban gap associated with promoting urbanization of dynamic regions;
Culture and society develop comprehensively, unique identity values are promoted and spread globally, gradually transforming into resources for economic growth; social security is guaranteed and coverage is constantly expanded;
Foreign affairs and investment promotion activities have been comprehensively innovated in both content and method; anti-corruption and anti-negativity work has seen many changes; local defense and military have been strengthened, political security and social order and safety have been ensured;
The work of building a clean and strong Party and political system has been implemented synchronously, comprehensively and effectively, with many new models, good and creative practices, which have the significance of improving the Party's leadership capacity and fighting strength, and consolidating people's trust.
Focusing highly on implementing the Congress's goals, after the first half of the 2020-2025 term, a number of targets have been achieved and exceeded the goals of the Resolution of the 22nd Provincial Party Congress.
Specifically, in the period of 2020 - 2023, the estimated targets are: GRDP growth rate/year (2010 comparative price) reaches 7.34% (the congress target is 8.5%); Economic structure (according to current GRDP): agriculture, forestry, fishery 9.81% (the congress target is 8.5%); industry - construction 43.65% (the congress target is 49.0%); services 46.54% (the congress target is 42.5%). Total average social investment capital reaches 28,700 billion VND/year (the congress target is 25,500 billion VND/year). Budget revenue in the area reaches 16,216 billion VND (the congress target is 19,000 billion VND); Export turnover reached 3,266.2 million USD (the congress target was 3,200 million USD). The rate of districts meeting advanced NTM standards and model NTM standards reached 33.33% (the congress target was 25%); The rate of communes meeting advanced NTM standards reached 42% (the congress target was 50%); The rate of communes meeting model NTM standards reached 15.12% (the congress target was 20%).
Up to now, the rate of school consolidation in the whole sector has reached 88.9%; the number of schools meeting national standards at all levels is 455/464 schools, reaching 97.2%; digital transformation in education and training has been implemented synchronously.
100% of communes, wards and towns meet national criteria on health; the rate of health insurance participation in the period 2020 - 2023 reached 93.35% (the congress's target is 95%).
The work of sustainable multidimensional poverty reduction has been focused on and achieved good results, gradually improving the living standards of poor and near-poor households, narrowing the gap between rich and poor, minimizing the number of households falling back into poverty, contributing to the rapid reduction of the province's poverty rate from 3.07% in 2021 to 2.36% in 2022, estimated to be 2.11% in 2023.
The rate of grassroots party organizations successfully completing their tasks for the 2020-2023 period reached 93% (the congress target is 85% or more); the number of party members admitted each year always met and exceeded the set target; the total number of party organizations and party members inspected and supervised thematically increased compared to the first half of the 2015-2020 term, exceeding the congress target.
In addition to the achievements, the draft report also pointed out the limitations and shortcomings that existed in the first half of the term; the objective and subjective causes. At the same time, it pointed out the key tasks and solutions that need to be focused on from now until the end of the term.
Based on reviewing the objectives and targets for implementing the Resolution of the 22nd Provincial Party Congress, term 2020-2025, to ensure scientific, unified and implemented guidelines of the Central Committee and based on the practical situation of the province. In Submission No. 19-TTr/TU, the Provincial Party Standing Committee proposed that the Provincial Party Executive Committee consider supplementing and adjusting a number of targets and tasks of the Resolution of the 22nd Provincial Party Congress, term 2020-2025.
Specifically: adding tasks on the arrangement of administrative units at district and commune levels for the period 2023-2025; economic growth; budget revenue by 2025; urbanization rate; Targets on new rural construction by 2025; Targets in the health sector; Targets on party building.
At the conference, delegates focused on analyzing the achieved results, pointing out a number of limitations in the implementation of targets and tasks from the beginning of the 2020-2025 term to present; at the same time, proposing many solutions to achieve and exceed the targets set by the Resolution of the 22nd Provincial Party Congress.
