On the afternoon of July 16, the Provincial Police Department held a conference to review the work in the first 6 months of the year and deploy key tasks for the last 6 months of 2024. Attending and directing the conference were Comrade Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. Major General Dinh Van Noi, Member of the Provincial Party Committee Standing Committee, Director of the Provincial Police Department chaired the conference.
In the first 6 months of 2024, the Party Committee and leaders of the Provincial Police have focused on directing the drastic and effective implementation of work tasks under the direction of the Central Public Security Party Committee, the Ministry of Public Security and the Provincial Party Committee and the Provincial People's Committee; identifying 3 key and breakthrough solutions associated with the slogan of action "Building a truly clean, strong, disciplined, elite and modern Quang Ninh Public Security - For the peace and happiness of the people". Synchronously deploying measures to maintain security and order, creating a safe and favorable environment to serve the socio-economic development tasks of the province. The work of management, direction, inspection and guidance continues to be innovative, closely following and thoroughly and effectively handling work right from the grassroots level; the work targets for 2024 are proactively deployed early, ensuring the set progress. The logistics and technical work of the People's Public Security continues to be promoted, contributing to the effective implementation of the policies of the Ministry of Public Security and Quang Ninh province on building the People's Public Security force in general, and the district and commune-level Public Security in particular . Therefore, it has controlled and maintained security and order; ensured the progress of the work targets in 2024; contributed to effectively serving the task of rapid and sustainable socio-economic development of Quang Ninh province.
The provincial police force has proactively grasped, assessed, and forecasted the situation early and from afar, and advised on ensuring security and order, serving the task of rapid and sustainable socio-economic development of the province. Deployed 2 peak periods of attacking and suppressing crimes with high intensity. Ensured the progress and quality of investigation and resolution of cases, preventing wrongful convictions, forced confessions, torture, and violations of the law. The overall investigation and discovery rate reached 79.2%; the discovery rate of very serious cases or more reached 100%.
Effectively implement solutions to build "Drug-free communes, wards and towns" and "Drug-free districts", in which maintaining the number of communes without drugs, no crime and drug-related evils. Arresting and handling 344 cases, 851 criminals on drugs . Send 208 cases to compulsory drug rehabilitation, mobilize 194 cases to voluntary drug rehabilitation. Create 775 new records of illegal drug users.
Maintain inspection and guidance on temporary residence, stay and temporary absence management; manage business establishments with conditions on security and order at the grassroots level (detect and handle 860 cases, fine 1.4 billion VND); deploy a peak period to collect weapons, explosives and supporting tools (detect and handle 47 cases, 62 violators); handle 26 cases, 41 subjects illegally storing, transporting, manufacturing, buying, selling, and using fireworks .
Deploy 3 peak periods to ensure traffic order and safety. Inspected and handled 50,958 violations, fined 128.9 billion VND. Actively advised the Province to direct and implement inspection plans, and provide guidance on fire prevention and fighting. Organized 560 propaganda sessions, disseminated knowledge and laws on fire prevention and fighting, rescue for 80,000 people; 217 training courses for over 14,000 people. Maintained the effectiveness of 2,200 models of the mass fire prevention and fighting movement.
Synchronously and effectively implement solutions to build the Party and build a clean, strong Quang Ninh Public Security force to serve the people. In the first 6 months of 2024, 165 collectives and 409 individuals were commended and recognized.
At the conference, the Public Security of units and localities reported on the discussion focusing on the results achieved; shortcomings, limitations and causes in the first 6 months of 2024, thereby proposing specific solutions to overcome and recommendations, proposals, contributing to the successful completion of the public security tasks in 2024.

In order to comprehensively complete the goals, targets and tasks of socio-economic development of the province in 2024 associated with the working theme "Improving the quality of economic growth; developing culture and people rich in Quang Ninh identity" , he requested the police force of the whole province to continue to synchronously and drastically deploy measures, mobilize maximum forces to maintain political stability, social order and safety, national border sovereignty; build a peaceful, friendly, stable, cooperative and developing border area; maintain the investment and business environment, the trust of people, cadres, party members and investors in the province.
Speaking at the conference, Major General Dinh Van Noi, Director of the Provincial Police, on behalf of the Party Committee and leaders of the Provincial Police, highly appreciated and commended the efforts of the Police of units and localities in overcoming many difficulties to successfully complete the work program for the first 6 months of 2024, including many tasks ahead of schedule.
He also emphasized the general goals and requirements for the last 6 months of the year: The Provincial Police are determined to strive to complete all key tasks and work targets set at the highest level before October 14, 2024; focus on doing well the work of Party building, force building, striving to achieve 5 consecutive years of receiving the Emulation Flag from the Government as Head of Emulation Cluster No. 4 - Ministry of Public Security.
To achieve this goal, the Provincial Police Director requested the Party Committee, leaders of the Provincial Police and Chiefs of Police of units and localities to uphold their sense of responsibility, focus on analyzing and evaluating existing problems, limitations, difficulties and obstacles; clearly identify the responsibilities of each unit and individual leader in leadership and direction. From there, there will be very specific measures and solutions, close to reality and the situation, requirements and tasks of ensuring security and order from now until the end of 2024.
Police units and localities strengthen their advice on internal political protection and state secret protection. Coordinate well in mobilizing and winning over dignitaries and prestigious people in ethnic and religious areas; ensure good tourism security. Direct the drastic implementation of solutions to prevent and combat crimes according to assigned topics, fields and areas for monitoring and management. Synchronously implement solutions to prevent and combat crimes with high proportions in the crime structure such as intentional injury, theft, and fraud. Strengthening the fight against high-tech crimes and fraud in cyberspace; combating and preventing crimes and violations of laws related to coal, minerals, smuggling, trade fraud, invoices, documents, etc.
Focus on detecting, combating and destroying drug trafficking rings in the province, drug trafficking rings from the source, from other provinces into the province and operating in cyberspace. Implement solutions to sustainably maintain the results of building "Drug-free communes, wards and towns" and "Drug-free districts".
Persistently implement solutions to curb traffic accidents. In which Focus on inspection and strict handling of violations that are direct causes of traffic accidents. Strengthen propaganda and education on laws on ensuring traffic safety and order to raise people's awareness and reduce traffic accidents caused by subjective errors of vehicle drivers.
Advise on accelerating construction progress, acceptance of completed volume, timely, effective and proper disbursement of public investment capital. Proactively propose solutions to remove difficulties and obstacles in the implementation process of each project...
