On February 10, speaking with VietNamNet reporter, Mr. Duong Minh Chau, Deputy Director of the Department of Planning and Investment of Dak Nong province, said that the unit has just issued instructions for organizations and individuals to register for extra teaching and learning activities outside of school with fees from students.

According to Mr. Chau, this guidance is to implement Circular 29 of the Ministry of Education and Training, effective from February 14, regulating extra teaching and learning.

Currently, there are the following forms of business registration: individual business households; private enterprises; single-member LLCs or LLCs with two or more members; joint stock companies; partnerships; cooperatives. Depending on the needs and scale of the business, organizations or individuals organizing extra-curricular teaching and learning activities outside of school with fees from students choose the appropriate form of business registration.

Regarding the form of business household registration, teachers are not prohibited from establishing business households. However, for business households established to organize extra teaching and learning classes, the business household owner will have to manage, operate and be responsible for the obligations arising from the extra teaching classes outside of school.

Teachers at public schools are not allowed to organize, operate, or manage extra classes, but are only allowed to teach extra classes outside of school under contract. Therefore, teachers at public schools are not allowed to register as business households to teach extra classes outside of school.

Regarding the form of business registration, there are 7 groups of subjects prohibited from establishing and managing enterprises in Vietnam. These include cadres, civil servants, and public employees according to the provisions of the Law on Cadres, Civil Servants and the Law on Public Employees. Thus, teachers at public schools who are civil servants will not be allowed to establish and manage enterprises. Regarding the form of cooperative registration, civil servants are not allowed to establish, manage, and operate cooperatives.

The dossier components for business registration types are guided and posted on the administrative procedure settlement information system of Dak Nong province at https://dichvucong.daknong.gov.vn or the national portal on business registration at: https://dangkykinhdoanh.gov.vn. Organizations and individuals can submit their dossiers online according to the instructions.

The financial and planning departments of districts and cities appraise and issue business household registration certificates and cooperative registration certificates. The business registration department under the Department of Planning and Investment appraises and issues registration certificates for all types of enterprises.

Speaking with VietNamNet reporter, Mr. Phan Thanh Hai, Director of the Department of Education and Training of Dak Nong province, said that currently, the Dak Nong education sector is facing many difficulties in organizing extra teaching and learning due to limited funding and lack of funding, especially for final-year review classes.

According to Mr. Hai, the unit is advising the Provincial People's Committee to propose building a separate resolution on extra teaching and learning for the Dak Nong education sector and has been approved by the Provincial People's Committee.

"We are reviewing to build a resolution on extra teaching and learning suitable for the locality to submit to higher authorities for approval," said Mr. Hai.
