The Ministry of Education and Training has proposed that student teachers will not receive the 3.63 million VND monthly living allowance if their academic results are poor.
In mid-August, the Ministry of Education and Training announced a draft decree amending and supplementing a number of articles of Decree 116 of 2020 on policies to support tuition fees and living expenses for pedagogical students.
Pedagogical students are still supported by the state with tuition fees and 3.63 million VND in living expenses per month, for no more than 10 months per academic year. However, from the second year and the following academic years, the Ministry proposes not to consider living expenses support for students with a poor average academic score or training score (below 2/4).
Previously, Decree 116 did not set out requirements for students’ academic performance or training scores. The Ministry of Education and Training said this proposal would motivate students to study, thereby improving quality.

According to Decree 116, funding to support tuition and living expenses for teacher training students comes from the annual budget for education and training of localities, ministries and branches, not paid by universities.
The decree, which takes effect from the 2021-2022 school year, is assessed by the Ministry of Education and Training to have a positive impact on attracting excellent students to study pedagogy. However, many opinions say that supporting 3.63 million VND in living expenses per month for students is unreasonable and only solves the problem on the surface. Instead, ministries and sectors should have policies to increase teachers' salaries to attract talented people. Currently, teachers' salaries range from 3.8 to 12.2 million VND depending on the level of study and teacher rank, excluding allowances.
There are also many problems with living expenses support for teacher training students. Last year, thousands of students from many schools such as Saigon University, Ho Chi Minh City Pedagogical University or Hanoi Capital University did not receive living expenses because the localities had not yet disbursed the funds.
Meanwhile, the tuition exemption policy, implemented since the 1998 Education Law, also aims to attract students to pedagogy. However, many students graduate unemployed or work in fields other than their major, causing great waste. Many students enter pedagogy only because of the tuition exemption and do not love the profession. Therefore, since the end of 2017, experts have proposed to remove this regulation.
The 2019 Education Law and subsequent Decree 116 stipulate that student teachers are supported with tuition and living expenses, but must reimburse them if they do not work in the industry for a sufficient period of time (6-8 years), change to another industry, drop out of school, do not complete the program, or are forced to leave school.
The Ministry of Education and Training said it will collect comments on the Draft Amendment to Decree 116 until October 14.
