The Plant Protection Department has sent documents to the Department of Agriculture and Rural Development of provinces and cities; regional Plant Quarantine Sub-Departments; representatives of growing area codes and packaging facilities on strengthening the management of growing area codes (MSVT) and export CSĐG.
Accordingly, the Plant Protection Department has just received a warning about a shipment of fresh fruit including durian and jackfruit exported from Vietnam that does not comply with the requirements on plant quarantine (KTV) and food safety (ATTP) of importing countries, especially the General Administration of Customs of China (GACC). If this situation is not well controlled, it will seriously affect the reputation and brand of Vietnamese agricultural products in the international market, and there is a high risk of losing Vietnam's market share.
Therefore, in order to strengthen the quality management of Vietnam's fresh fruit export shipments and ensure compliance with the regulations on plant quarantine and food safety of importing countries. At the same time, to avoid the risk of being subject to control measures from importing countries, or even having the industry suspended, the Plant Protection Department recommends that the Departments of Agriculture and Rural Development of provinces and cities, including Binh Thuan, continue to allocate resources to inspect and supervise export growing areas and export fruit quality standards. Develop a plan and organize the implementation of a monitoring program on food safety and quality standards for exported fruit in growing areas and export fruit quality standards that have been assigned codes; conduct propaganda and training to widely disseminate the regulations of importing countries. On the other hand, direct specialized agencies to announce the temporary suspension of all MSVT and export fruit quality standards for cases of non-compliance with regulations on plant quarantine and food safety. Require growing areas and CSĐG to conduct pesticide residue and heavy metal testing and traceability as a mandatory condition in granting and maintaining CSĐG MSVT codes as required by the importing country.
On the other hand, in order to support the growing areas and CSĐGs in protecting their codes, the Department of Agriculture and Rural Development is requested to notify and guide the owners of MSVTs and CSĐGs that in case they do not directly export but allow other organizations and individuals to export products from their growing areas and packaging facilities, they must send a written notice to the provincial-level specialized agency assigned to issue and manage codes on the expected export volume from the growing areas in the year and the name of the exporting unit. After receiving the written notice from the owners of MSVTs and CSĐGs for export, the provincial-level specialized agency will synthesize and send a report to the Plant Protection Department, and at the same time update the database so that the regional Plant Quarantine Sub-Departments can use the basis to carry out plant quarantine procedures.
For MSVT and CSĐG owners, in order to limit cases of forgery and fraud in the use of export codes, the Plant Protection Department recommends that MSVT and CSĐG owners, in cases where they do not directly export but allow other organizations and individuals to export products from the growing and packaging areas at their packaging facilities, proactively send written notices to the provincial-level specialized agencies.
It is known that in Binh Thuan, implementing the content according to the official dispatch of the Plant Protection Department on strengthening the management of growing area codes and export packaging facilities, the provincial Department of Agriculture and Rural Development has sent a document to localities, the Department of Crop Production and Plant Protection and representatives of MSVT and CSĐG in the province to implement this content. The provincial Department of Agriculture and Rural Development said that in 2024, 52 growing area codes were granted to organizations and individuals. To date, the whole province has 599 active growing area codes and 276 packaging facilities. The crops granted codes include dragon fruit, durian, banana, mango, grapefruit, longan, coconut, and jackfruit.
