On April 20, information from the Office of the People's Committee of Hung Yen province said that, authorized by the Chairman of the People's Committee of Hung Yen province, Mr. Nguyen Hung Nam, Vice Chairman of the People's Committee of the province, issued decisions to administratively sanction 3 enterprises operating in the textile and garment sector for violating environmental regulations by illegally discharging wastewater into the rainwater drainage system of Pho Noi Textile and Garment Industrial Park (located in Yen My district, Hung Yen).
Accordingly, on the afternoon of April 9, the investor of Pho Noi Textile Industrial Park's infrastructure discovered that in the rainwater manhole area of Khai Hoan Embroidery Company, there was reddish-brown wastewater, with steam rising and flowing into the industrial park's rainwater drainage system.

Immediately after that, the functional units isolated the area with wastewater and temporarily stopped supplying clean water to the projects operating in the premises of Khai Hoan Garment and Embroidery Company. At the on-site inspection on the morning of April 10, chaired by the Management Board of Industrial Parks of Hung Yen province, it was found that in Khai Hoan Garment and Embroidery Company, there were 4 enterprises renting factories.
In particular, Sweet Land-Tex Production Company Limited operates in the textile and dyeing industry with a domestic drainage pipe from the 2nd floor flowing into a stormwater drainage pit and a pipe directly discharging into the stormwater drainage system.
Decision on administrative sanction of Hung Yen Provincial People's Committee against Sweet Land-Tex Company
Based on the violation record, the People's Committee of Hung Yen province has decided to administratively fine Sweet Land-Tex Company 300 million VND and Khai Hoan Embroidery Company 400 million VND, due to the aggravating circumstance of not cooperating in handling the case. At the same time, the People's Committee of Hung Yen province requested the enterprises to remedy the consequences they caused.
Previously, on April 10, the People's Committee of Hung Yen province also issued a decision to administratively fine Dai Hoa Textile Company Limited (in Pho Noi Textile Industrial Park) VND 350 million for the same violation of illegally discharging wastewater into the rainwater drainage system.
Previously, Thanh Nien Newspaper published a series of articles about the poisoning of Bac Hung Hai irrigation canal. In particular, wastewater from Pho Noi B textile industrial park is one of the black spots of pollution. Wastewater from this industrial park flows into Tran Thanh Ngo canal (Di Su ward) and then mixes with the water in Bac Hung Hai river.
Mr. Tran Dang Anh, Deputy Director of the Department of Natural Resources and Environment of Hung Yen province, said that for the discharge of wastewater into the rainwater drainage system at Pho Noi B Textile Industrial Park, Pho Noi Textile and Garment PTHT Joint Stock Company (the unit that manages and operates the centralized treatment system for enterprises operating in Pho Noi Industrial Park) certainly cannot avoid responsibility.
"We took drastic action immediately after receiving the feedback. The Department of Natural Resources and Environment of Hung Yen is submitting it to higher authorities to handle the responsibility of Pho Noi Textile Infrastructure Development Joint Stock Company. The company's actions are quite clear, so the fine is quite large, about 600 million VND," said Mr. Dang Anh, adding that the specific results will be provided later.
