Review the overall progress of the Long Thanh International Airport project

Deputy Prime Minister Tran Hong Ha requested the Ministry of Transport and the Airports Corporation of Vietnam (ACV) to review the overall progress of the Long Thanh International Airport project and assess the overall economic efficiency of shortening the progress and putting the project into operation soon.

With a designed capacity to serve 100 million passengers and 25 million tons of cargo per year, upon completion of construction, Long Thanh International Airport will be the largest airport in the country.

The Government Office has just issued Notice No. 12/TB-VPCP dated January 13, 2025, concluding the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting to deploy the Long Thanh International Airport Construction Investment Project Phase 1 and traffic projects connecting to the Project.

The conclusion announcement stated: To urgently implement and meet the progress of completing the entire Project and putting it into synchronous operation, Deputy Prime Minister Tran Hong Ha requested:

For Component Project 1 (headquarters of state management agencies), ministries and localities have assumed the responsibility of investors, implemented the works of State management agency headquarters and committed to completing them before December 31, 2025. The Ministry of Transport is required to develop a mechanism to monitor the progress of implementation according to the contractors' commitments on financial and economic indicators of the works.

Regarding Component Project 2 (works serving flight management): According to the report, the construction and installation part of the Air Traffic Control Tower package can be completed at least 4 to 5 months earlier, however, this is only the shell, the focus must be on the installation of equipment to be completed synchronously and put into use according to the investor's commitment to the Prime Minister before December 31, 2025. Vietnam Air Traffic Management Corporation (VATM) is responsible for controlling the progress to ensure the completion of Component Project 2 according to the committed schedule.

Ensure overall progress of the entire Project

Regarding Component Project 3 (essential works in the airport) and the overall progress of the Project: The conclusion announcement clearly stated that, in general, many investors and contractors have properly implemented the agreements and commitments, in which many construction items were completed early, such as the runway item completed on April 30, 2025. The Ministry of Transport reported to the Prime Minister a list of construction items to be completed by April 30, 2025 on the occasion of the 50th anniversary of the liberation of the South and national reunification.

The implementation process of Package 5.10 greatly affects the progress of the implementation of items in the Project. Therefore, ACV needs to develop a suitable implementation plan, calculate weather conditions, technological lines, arrange reasonable construction sites, avoid overlapping, and affect the construction process of other items to develop a suitable detailed schedule, ensuring the overall progress of the entire Project.

Long Thanh International Airport, when completed and put into operation, must synchronize many items, of which the Passenger Terminal, apron, taxiway, etc. are especially important. The progress of Package 5.10 is the critical path (gantt) of Component Project 3 as well as of the entire Project and is the basis for determining the deadline for putting the Project into operation. The Deputy Prime Minister requested that Vietnam Airports Corporation (ACV) carefully analyze the shortening of the implementation time of the package, complete it early but must ensure synchronization with the remaining Component Projects, especially Component Projects 1 and 4 (ground service works), at the same time, must calculate the overall economic efficiency, as well as ensure the safety and quality of the project.

The Deputy Prime Minister requested the Ministry of Transport and ACV to review the overall progress of implementation, assess the overall economic efficiency when shortening the progress, and put the project into operation soon. The Ministry of Transport and ACV will coordinate with relevant ministries, branches and agencies to complete the report on the completion time of the Project. As soon as possible from the date of issuance of this notice but no later than January 15, 2025, the Minister of Transport and the Chairman of the Board of Directors of ACV will directly report to the Prime Minister in more detail on shortening the progress of Component Project 3 and the entire Project.

The Ministry of Transport shall coordinate with ACV to study and promptly submit to the Prime Minister for approval the adjustment of the Long Thanh International Airport Project Phase 1 with all necessary contents so that the Project can be implemented soon, the contractor for the second runway can be selected quickly and simply, without loss, waste, negativity, and without increasing the price compared to the implemented bidding packages; propose the site clearance for Phase 2 of the Project.

The Deputy Prime Minister assigned the People's Committee of Dong Nai province to study and adjust the planning and necessary procedures to implement the airport urban area, and select a capable unit to invest in the fuel pipeline for aircraft from the upstream port to the project boundary.
