On October 6, in Ha Long city, the Central Propaganda Department coordinated with the Quang Ninh Provincial Party Committee to organize the October Reporters Conference. Deputy Head of the Central Propaganda Department Phan Xuan Thuy attended and chaired the conference.

Attending the conference were comrade Le Minh Ngan, Deputy Minister of Natural Resources and Environment; comrade Nguyen Que Lam, Deputy Head of the Central Steering Committee for External Information, Director of the Department of External Information and International Cooperation, Central Propaganda Department; comrade Le Dinh Tinh, Director of the Department of Foreign Policy, Ministry of Foreign Affairs and comrades who are Heads of Propaganda Departments of provinces and cities nationwide.

At the conference, the Reporters informed about the local situation; the topic of Vietnam's marine spatial planning; and the results of the State visit to Vietnam by US President Joe Biden.

Making Vietnam a strong maritime nation, rich from the sea

In his report at the Conference, Deputy Minister Le Minh Ngan briefly presented the National Marine Spatial Planning for the 2021-2030 period, with a vision to 2050. The introduction included 9 main contents: The role and position of the National Marine Spatial Planning; Approaches and methods for formulating the National Marine Spatial Planning; Basis for formulating the National Marine Spatial Planning; Scope of the National Marine Spatial Planning; Key issues to be addressed; Viewpoints, goals, and visions of the Planning; Development orientations for sectors, fields, and coastal and island areas; Functional zoning and zoning of marine space use; Solutions for implementing the Planning and list of priority projects.

Deputy Minister Le Minh Ngan informed about the National Marine Spatial Planning (NSP), this is one of three national plans submitted to the National Assembly. NSP is a multi-sectoral, comprehensive plan, orienting the exploitation and use of marine and island resources in a sustainable manner. The plan is established based on the approach of allocating and arranging marine space for sectors and fields of activity. The plan is of great significance, creating an organic unity in the country's development planning system, between mainland, sea and airspace, promoting socio-economic development, protecting the environment and ecosystems, contributing to maintaining national sovereignty.

The National Planning and Development Plan has applied a systematic and integrated, interdisciplinary - inter-regional planning approach, based on ecosystems, landscapes, adaptation, towards a blue ocean economy, sustainable development, multi-scale, from bottom up and top down.

The planning aims to perfect the institutions and policies for implementing the planning: building and implementing a set of national criteria for a strong sea and rich from the sea; building regulations to handle overlapping areas and conflicts in the exploitation and use of marine space; building and promulgating policies to develop a model combining economic, social and environmental protection, marine conservation with ensuring national defense and security at sea; ….

The planning is expressed in 04 viewpoints: Ensuring a long-term, comprehensive vision to meet the goals of the Strategy for sustainable development of Vietnam's marine economy to 2030, vision to 2045 and the 10-year Socio-Economic Development Strategy 2021-2030; consistent, unified, and synchronized with the National Master Plan and the National Land Use Plan.

Based on the foundation of natural conditions, marine and island ecosystems, the needs of industries, fields and localities with sea create momentum for socio-economic development, culture, environmental protection, marine conservation, ensuring national defense and security; ensuring sustainable development on the basis of green growth, harmony between conservation and development, responding to climate change.

Marine socio-economic development is based on the method of comprehensive management and sustainable exploitation and use of marine and island resources, combining rational and effective use of resources for focused and key investments, enhancing transparency, responsibility and participation of stakeholders in the management, exploitation and use of marine space.

Maintain the function, structure, resilience, and carrying capacity of ecosystems and marine regions and areas; ensure the ability to provide essential products and services of ecosystems and marine environments for human life and the development of marine economic sectors; preserve values, promote historical traditions, and marine cultural identity while building a cohesive and ocean-friendly society.

The planning aims to create a foundation for rapid and sustainable development of the marine economy; ensure national defense and security, maintain sovereignty, sovereign rights and national jurisdiction at sea; protect the environment, preserve biodiversity and cultural values, and gradually turn Vietnam into a strong maritime nation, rich from the sea.

Quang Ninh changes development method from "brown" to "green"

At the Conference, Comrade Cao Tuong Huy, Acting Chairman of the People's Committee of Quang Ninh province, said that as a comprehensive growth pole of the Northern region, Quang Ninh province has achieved important, comprehensive and outstanding results in all fields. For 7 consecutive years, maintaining a high and stable growth rate (GRDP) above double digits; the economic scale has increased rapidly, estimated to reach 312,420 billion VND in 2023, an increase of 1.5 times compared to 2020. The economic structure has shifted positively towards sustainability: The industrial and construction sector accounts for 50.9%; the service and product tax sector accounts for 43.9%; the agricultural, forestry and fishery sector accounts for 5.2% of the economic structure; Growth quality has improved, average labor productivity has increased from 309 million VND/person in 2020 to 458.5 million VND/person in 2023 (an increase of more than 1.5 times)...

In recent years, Quang Ninh province has been determined to strongly innovate the thinking of sustainable development, green growth, and inclusiveness; actively transform the development method from "brown" to "green"; proactively, creatively, and resolutely restructure the economy in accordance with the new context, especially in the fields of industry, services, public investment, and promote economic restructuring in a positive and sustainable manner... Implementing the motto of "taking public investment to lead private investment"; focusing capital on driving projects to promote the leading role and seed capital of state resources, and maximally mobilizing social resources.

In the first 9 months of 2023, the GRDP economic growth rate is estimated at 9.88%, ranking 4th in the country, 2nd in the Red River Delta; striving to achieve a growth rate of gross regional domestic product (GRDP) of over 10%, total state budget revenue in the area reaching over 53,062 billion VND. Complete many important goals of the entire 2020 - 2025 period on cultural - social development, people associated with improving the quality of people's lives, especially in mountainous, border and island areas.

Promoting Vietnam - US relations to develop to a new level
