Continuing the 7th Session Program, on the morning of June 7, at the National Assembly House, Vice Chairman of the National Assembly Nguyen Duc Hai chaired the meeting. The National Assembly discussed in the hall the approval of the 2022 state budget settlement (including the implementation of regulations in Resolution No. 91/2023/QH15 on approval of the 2021 state budget settlement and Resolution No. 94/2019/QH14 on tax debt relief, late payment penalty debt relief, late payment interest for taxpayers who are no longer able to pay the state budget) and the draft resolution of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.

Comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation and delegates attended the meeting.

Through discussion, delegates highly agreed and assessed that the State budget settlement in 2022 has many positive changes compared to previous years, and highly appreciated the Government's efforts in the context of many difficulties and challenges at home and abroad, but the budget revenue exceeded the estimate by 28.8%. Budget expenditures ensure the implementation of State tasks, regular expenditures are equal to 59% of total state budget expenditures, budget deficit is lower than the estimate assigned by the National Assembly, public debt is within the allowable limit, and budget revenue and expenditure discipline is gradually improved.

Delegates also requested the Government to overcome the situation of late preparation and submission of final settlement reports; at the same time, overcome the shortcomings and limitations in budget management and use such as: inaccurate estimates of revenue and expenditure and preparation of budget estimates, cancellation of budget estimates, large year-end source transfers with an increasing trend, and under-calculation of taxes and fees. Disbursement of public investment capital and outstanding debts for basic construction are still high at the local level, and capital for national target programs is slow. There is still a situation of misuse of funding sources, improper spending, overdue advances, and unrecovered budget advances. It is requested to clarify the responsibilities of violating organizations and individuals; propose specific and practical solutions to ensure discipline and order in state budget finance, improve the effectiveness of state budget settlement management; proactively control and respond to risks, ensure state budget balance, and public debt deficit; save, fight waste and negativity in the management and use of the state budget; propose to soon amend a number of contents of the State Budget Law to continue innovating the state budget management and the preparation of state financial reports...

Regarding the draft Resolution on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city, the opinions of National Assembly deputies basically supported the issuance of a resolution to replace Resolution No. 119/2020/QH14 on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city at the 7th Session of the 15th National Assembly and believed that the issuance of the Resolution aims to institutionalize Resolution No. 43-NQ/TW dated January 24, 2019 of the Politburo and Conclusion No. 79-KL/TW dated May 13, 2024 of the Politburo on continuing to implement Resolution 43 of the 12th Politburo on the construction and development of Da Nang city to 2030, with a vision to 2045, in order to strengthen financial resources, autonomy mechanisms and create a legal basis to promote potential, advantages, and create breakthroughs in development. socio-economic development to build Da Nang city into a civilized, modern city, a seaport city, an international urban area. The draft submitted to the National Assembly at the 7th Session is based on continuing to effectively implement the policies of Resolution No. 119/2019/QH14 of the National Assembly; removing contents and policies that are no longer suitable when officially implementing the organization of urban government; at the same time, proposing specific policy mechanisms to be amended and supplemented according to 2 groups of specific mechanisms and policies with 30 specific policies that are suitable for reality, will help to remove current difficulties and obstacles for Da Nang city, creating momentum for Da Nang city to develop quickly and sustainably...

In the afternoon, Vice Chairman of the National Assembly Nguyen Duc Hai chaired the meeting. The National Assembly held a plenary session in the Hall to listen to the presentation and report on the review of the draft Law on Prevention and Combat of Human Trafficking and discussed in the Hall the National Marine Spatial Planning for the 2021-2030 period, with a vision to 2050.
