Quang Ngai continues to request adjustments to the central urban flood prevention project

On September 15, the People's Committee of Quang Ngai province submitted a document to the Provincial People's Council, requesting to adjust the project policy "Rainwater and wastewater collection and treatment system of Quang Ngai city in the southern area of the downstream of Tra Khuc river".

Previously, at the 17th session (special session) on September 21, 2023, the 13th Quang Ngai Provincial People's Council, term 2021-2026, unanimously approved the Resolution adjusting the investment policy of the project "Rainwater and wastewater collection and treatment system of Quang Ngai city, southern basin of the downstream of Tra Khuc river".

This project was once called "Quang Ngai City's centralized wastewater collection and treatment system (Tra Khuc River basin)", and was approved for investment by the Provincial People's Council in 2019 with a total investment of about 300 billion VND.

However, during the implementation process, it was shown that with the approved scale and total investment, it only ensured the collection and treatment of local wastewater at the southern discharge gates, draining into Tra Khuc River; it did not ensure the thorough treatment of wastewater from Quang Ngai City draining into the southern basin of Tra Khuc River.

The investment target of the project approved in 2019 does not include stormwater drainage and flood prevention.

The investment objective of the project does not include rainwater drainage and flood prevention, while rainwater drainage and wastewater infrastructure are shared. If only wastewater is collected without combining rainwater drainage and flood prevention, the investment efficiency will not be maximized...

After being adjusted, the project "Rainwater collection and treatment system of Quang Ngai city, southern basin of Tra Khuc river downstream" has increased its investment level from 300 billion VND to 1,000 billion VND and assigned to the Management Board of Civil Works Construction Investment Project as the investor.

However, during the process of developing and appraising the project's Feasibility Study Report, the investor realized that some items needed to be added.

In addition, some items under the investment policy have been invested by the People's Committee of Quang Ngai City in other projects, including renovating the sluice gates of Nghia Chanh regulating lake; dredging the sluice routes of Bau Ca lake.

According to regulations, the project "Rainwater and wastewater collection and treatment system of Quang Ngai city in the southern area of the downstream of Tra Khuc river" has not been approved for investment by the competent authority; there are changes in the investment policy, so it is necessary to carry out procedures to adjust the project investment policy.

Quang Ngai Provincial People's Committee requests to adjust the investment scale policy, including: renovating Bau Ca Lake sluice gates; dredging and renovating existing canals and culverts from Nghia Chanh regulating lake, flowing to Tra Khuc river.

Invest in and upgrade some drainage lines in Quang Ngai city that are draining into Tra Khuc river; invest in new Nghia Chanh pumping station (at Bau He sluice).

Construction of a wastewater collection system in the core area of Quang Ngai city, in the drainage basin to Tra Khuc river and clusters of pumping stations, separation wells, and wastewater treatment plants on the southern bank of Tra Khuc river. Other contents of the project remain the same.
