Quang Nam proposes to add another layer of asphalt concrete to the National Highway 14E project.

The provincial leaders also requested the Vietnam Road Administration to prioritize reviewing and proposing the Ministry of Transport to consider adding an additional layer of asphalt concrete to the road surface to ensure quality and safety during exploitation and use.

It is known that on October 26, 2023, the People's Committee of Quang Nam province sent document No. 7291 to the Ministry of Transport regarding the proposal to add layer 2 asphalt concrete to the project to renovate and upgrade National Highway 14E, section km15+270 - km89+700 (through Thang Binh, Hiep Duc, Phuoc Son districts).

The Provincial People's Committee said that, under authorization, the Department of Transport has sent Official Dispatch No. 1636 dated June 8, 2022 to Project Management Board 4 (Vietnam Road Administration) to give comments on the project.

In particular, the Department of Transport has proposed to renovate the road surface with 2 layers of asphalt concrete to ensure the increasing demand for goods transportation on the route. Not to mention, during the rainy season, all vehicles on the Ho Chi Minh road will be regulated via Highway 14E, because the section from Lang Hoi intersection (Phuoc Son district) to Thanh My town (Nam Giang district) is often congested due to landslides, or localized flooding when Dak Mi 4 hydropower plant discharges floodwaters.

However, the approved construction drawing design documents only have 1 layer of asphalt concrete (50cm thick crushed stone layer, 1 layer of 7cm thick asphalt concrete). Meanwhile, the traffic volume and freight transport on Highway 14E is increasing and tends to increase.

After the completion of this route, the flow of heavy trucks and container trucks carrying agricultural products and other goods from Nam Giang International Border Gate (via National Highway 14D, Ho Chi Minh Road) and Bo Y International Border Gate (Kon Tum Province) to Chu Lai seaport via National Highway 14E will increase rapidly.

Therefore, adding a layer of asphalt concrete to the road surface of National Highway 14E is necessary, not only to help vehicles move smoothly but also to improve the quality and better preserve the project during operation.
