State management of land has always received special attention from Thai Binh province and has had many positive changes, contributing to promoting sustainable socio-economic development.

Improved land use efficiency
Mr. Nguyen Van Truong, Director of the Department of Natural Resources and Environment, said: In order to effectively manage and use land, in recent years, the sector has advised the Provincial People's Committee to do a good job of planning and land use planning. Thereby, creating favorable conditions for orienting and arranging land use for sectors, fields, and localities, meeting the requirements of socio-economic development, ensuring security and national defense in the province; land use planning and planning have become an important tool for the State to unify land management; the establishment of land use planning and planning has complied with the principles, bases, procedures, and contents prescribed by the law on land. The work of compensation, support, site clearance (GPMB), and resettlement when the State reclaims land ensures democracy, publicity, objectivity, fairness, and compliance with the provisions of law. Thereby, contributing to the sustainable development of the local socio-economy.
Since the beginning of the year, the Department of Natural Resources and Environment has presided over and coordinated with departments, branches, People's Committees of districts, cities and consulting units to review the 5-year land use plan (2021 - 2025) of Thai Binh province; adjust and supplement the scale, location and number of projects in the land use plan to 2030 of Thai Thuy, Kien Xuong districts and Thai Binh city; guide the People's Committees of districts and cities to prepare and adjust the land use plan to 2030 at the district level for appraisal and approval according to regulations. Coordinate with the Department of Planning and Investment to review and complete the land zoning plan in the Thai Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050. Appraised and submitted to the Provincial People's Committee over 100 dossiers of land allocation, land lease, change of land use purpose, land recovery, adjustment, extension of land use, extension of land use progress, and acceptance of land use rights transfer. Advised the Provincial People's Committee to submit to the Prime Minister for approval to change the purpose of rice-growing land to implement 13 projects with a total area of 421.54 hectares of rice-growing land...
Mr. Nguyen Van Sang, Head of the Department of Natural Resources and Environment of Thai Thuy district, said: In the past time, the Department has presided over and coordinated with relevant departments, offices and units to widely notify all subjects with land use needs and synthesize and develop the district's annual land use plan as a basis for land recovery, land allocation and land lease; at the same time, coordinate to resolve and remove difficulties and obstacles in compensation and site clearance work to ensure early handover of land for investment projects in accordance with regulations. In the first 6 months of 2024, the Department advised the District People's Committee to approve the site clearance plan to implement 25 projects, with a total recovered land area of over 280,700m2 of 696 households, with compensation and support for site clearance of over 107 billion VND.
Increase land access index
In 2023, the province's land access index ranking increased by 24 places compared to 2022, ranking 10th out of 63 provinces and cities, reflecting the determination of Party committees and authorities at all levels to improve and enhance the provincial competitiveness index (PCI). To achieve that result, in recent years, provincial authorities at all levels have clearly recognized that the issue of land access and maintaining stability in the process of land use for production and business is always something that businesses are particularly interested in. The province has frankly pointed out that the "bottleneck" that causes the most complexity and difficulty in improving in the land sector is the inter-sectoral and inter-level nature in land management and procedure settlement, thereby directing sectors and localities to strengthen coordination and create conditions for businesses to access land.
Thanks to good site clearance work, Duy Nhat commune's traffic infrastructure (Vu Thu) has been invested synchronously.
Implementing the direction of the province, sectors and localities focus on building reasonable land use planning; preparing clean land funds for investors to research and select; transparently and proactively providing planning information to businesses; facilitating land lease and purchase procedures; promptly granting land use right certificates; actively supporting site clearance and compensation, helping businesses quickly establish operations on existing business premises.
As the agency assigned to be in charge of the land access index, the Department of Natural Resources and Environment has coordinated with departments, branches and localities to review and promptly inform about land use planning and plans for businesses and investors to be proactive in establishing production and business projects. Promote the application of information technology in the management and settlement of administrative procedures related to land. Implemented the digitization of records and results of administrative procedure settlement; created accounts for citizens; transferred electronic information to tax authorities; looked up data from the national population database in performing administrative procedures; deployed the reception and settlement of online public services in the land sector on the provincial public service portal and the national public service portal.
In order for land management to continue to be effective, the natural resources and environment sector needs to strengthen inspection, examination, handling of violations, and rectification of land management by land-using units and localities; do a good job of planning and land use plans, submitting for approval a list of state projects to reclaim land and change land use purposes; focus on removing obstacles in site clearance and granting land use right certificates; promptly remove difficulties and obstacles for enterprises, and improve the land access index.
