Quang Ninh owns Ha Long Bay - a natural heritage with outstanding values recognized, becoming the brand of Quang Ninh tourism. Over the years, the management, protection and promotion of the heritage value of Ha Long Bay has not only been carried out by the Ha Long Bay Management Board, but also with the coordination of many related sectors, units and localities.
The management, protection and promotion of the value of the World Natural Heritage (WCH) of Ha Long Bay is carried out by the Ha Long Bay Management Board in close coordination with departments, branches, localities and units to ensure adherence to the functions and tasks assigned by the Provincial People's Committee in the Regulations on management, protection and promotion of the value of the WCH of Ha Long Bay and the coordination contents signed between the Ha Long Bay Management Board and departments, branches, localities.
Accordingly, many related activities on Ha Long Bay have been jointly managed by the units, such as: Socio-economic activities, tourism business environment; ensuring security, order, traffic safety; fire prevention, natural disaster prevention and rescue; aquaculture and fishing activities on the bay; environmental management and protection...
In 2024, through the coordination of inspection, supervision of socio-economic activities and handling of violations in Ha Long Bay, it was shown that the inspection and supervision fields were more comprehensive, the participating forces were more proactive, and the number of violations detected and handled increased. Accordingly, the units coordinated to organize 184 patrols and supervisions; detected and coordinated to handle 45 cases of violations in using vehicles without vehicle registration certificates, technical safety and environmental protection certificates for inland waterway vehicles; vehicle operators without professional certificates for operating inland waterway vehicles as prescribed; anchoring vehicles in the wrong place; exploiting and using vehicles not in accordance with the registration; following tourist boats to beg, peddle goods on Ha Long Bay...; proposed administrative sanctions, fines of 323,750,000 VND; Forcibly relocated 42 households and 01 cooperative to relocate over 13 hectares of illegal aquaculture cages on Ha Long Bay.
Ha Long Bay Management Board also closely coordinated with the Water Police Team - Ha Long City Police, Hon Gai Port Border Guard Station to patrol, monitor and prevent vehicles carrying tourists to visit some caves and islands that are not on the route, tourist attractions that have not been announced to welcome tourists according to regulations. 13 vehicles carrying tourists for illegal recreational squid fishing were inspected and handled violations; 06 speedboats carrying tourists to visit deserted islands in the Bay. Ha Long City People's Committee and City Police deployed the installation of 75 signs prohibiting swimming in coastal areas of Ha Long Bay. Hon Gai Port Border Guard Station distributed over 500 leaflets to all ship owners and captains of tourist boats transporting tourists to visit and stay in Ha Long Bay not to let other vehicles cling to tourist boats to sell goods.
In Ha Long Bay, there are currently nearly 100 aquaculture facilities using water surfaces of organizations, individuals and households with a total area of 27.8 hectares. In 2024, the units coordinated to organize enforcement and execute decisions on administrative sanctions in the field of fisheries against 32 households illegally farming aquatic products in the southwest area of Tuan Chau Island; 14 households illegally engaged in aquaculture at Coc Doi Island, Lao Cau Island, Cap Vong Island, Dau Da Island, Coi Island, and Lao Vong Island. Currently, we are continuing to propagate and mobilize 06 households with fish cages in the southwest of Tuan Chau Island to comply with the dismantling of cages and relocation of farming facilities as requested by the Ha Long City People's Committee. At the same time, we are organizing inspections and handling of 33 cases of illegal fishing in the Bay, proposing to impose administrative fines with a total amount of 603 million VND.
In 2025, the coordination of management, protection and promotion of the value of the World Natural Heritage of Ha Long Bay continues to face difficulties and challenges due to the complicated developments of security and order, tourism business environment, etc. In the face of these challenges, the Ha Long Bay Management Board and relevant departments, branches, localities and units have agreed to continue to effectively implement the assigned tasks in the Regulations on management, protection and promotion of the value of the World Natural Heritage of Ha Long Bay, the plan for management, protection and promotion of the value of the World Heritage of Ha Long Bay in the period of 2021-2025, with a vision to 2040.
