Chairman Nguyen Van Quyen: First of all, I would like to thank the Provincial Party Committee and the People's Committee of Binh Duong province for their attention, leadership and direction in the activities of the Binh Duong Provincial Lawyers Association over the past time.
The Binh Duong Provincial Party Committee promptly issued Directive 23-CT/TU dated August 22, 2022 of the Provincial Party Committee to implement Directive 14-CT/TW of the Politburo on strengthening the Party's leadership over the Vietnam Lawyers Association in the new situation. It can be said that this is a great advantage for the activities of the Binh Duong Provincial Lawyers Association.
At the meeting, the two sides discussed promoting the role and strengths of each side in the areas of coordination; strengthening coordination between the People's Committee of Binh Duong province and the Vietnam Lawyers Association; promptly removing difficulties and obstacles in the process of performing tasks; consolidating human resources of district-level Lawyers Associations and branches under the Provincial Lawyers Association, aiming for full coverage to the district and commune levels.

Chairman Nguyen Van Quyen: The signing of the cooperation program between the People's Committee of Binh Duong province and the Vietnam Lawyers Association is an important milestone contributing to the construction and improvement of the apparatus of agencies performing legal work and judicial activities in Binh Duong province.
Accordingly, the purpose of the program is to strengthen coordination between the People's Committee of Binh Duong province and the Vietnam Lawyers Association; promptly remove difficulties and obstacles in the process of performing tasks within the functions, duties and powers of each party.

Chairman Nguyen Van Quyen : The program of coordination between the Vietnam Lawyers Association and the People's Committee of Binh Duong province will be implemented for 5 years.
The two sides will coordinate in the work of law-making, consulting, and reviewing policies and laws; reviewing legal documents, detecting problems, inadequacies, and contradictions for handling or making recommendations to competent state agencies to improve the law; participating in legal advice on specific cases, complicated issues, legal difficulties and problems in law enforcement and application; exchanging and using the teams of experts of the two sides for activities within the scope of coordination.
Along with that, in the coordination content, the two sides have agreed and clearly assigned coordination responsibilities. In particular, the Vietnam Lawyers Association is responsible for participating in research and giving opinions to the Provincial People's Committee in the work of building legal policies; researching legal science ; making recommendations to State agencies on issues of law building and enforcement.

Chairman Nguyen Van Quyen: Once again, I emphasize that the signing of the cooperation program between the Vietnam Lawyers Association and the People's Committee of Binh Duong province is very important. I believe that this cooperation will contribute to the implementation of Directive 14-CT/TW of the Politburo on strengthening the Party's leadership over the Vietnam Lawyers Association in the new situation.
At the same time, the two sides will coordinate together and continue to put forth many legal initiatives, effectively contributing to the construction and perfection of the Socialist Republic of Vietnam's rule of law state.

The role of the Bar Association in advising and consulting on legal issues
Previously, at the meeting, Mr. Nguyen Van Loi, Secretary of the Binh Duong Provincial Party Committee, hoped that the Binh Duong Provincial Lawyers Association would operate more strongly and coordinate more closely with other sectors. At the same time, he requested that the provincial judicial agencies take the initiative, invite the Lawyers Association to coordinate, assign work to advise the Standing Committee of the Provincial Party Committee, the Provincial People's Committee, and criticize local policies.
Delegates from both agencies agreed that the advice of the Vietnam Lawyers Association on legal issues is necessary. The Departments of Justice and other agencies also need to be more proactive in informing and exchanging with the Lawyers Association on the contents and work that need to be coordinated, etc., to create conditions for the Lawyers Association to promote its role and coordinate effectively.
The Association needs to develop a project to advise the Provincial Party Committee and the Provincial People's Committee to propose tasks so that the Association can comprehensively implement in all areas; choose the tasks that are the strengths of the Lawyers Association such as: Propagating and disseminating the law to the people, providing legal advice, legal aid, mediation at the grassroots level, etc.
Mr. Nguyen Van Loi also affirmed that the Provincial Party Committee will seriously consider the opinions of the working group. In the coming time, the Binh Duong Provincial Party Committee will urge and direct departments and branches to support and create all conditions for the Binh Duong Provincial Lawyers Association to promote its role in the new situation.
The Vietnam Lawyers Association is a political - social - professional organization of lawyers nationwide.
