Deputy Prime Minister Le Minh Khai: Focus on removing existing problems and obstacles in the work of arranging and innovating agricultural and forestry companies

Attending the conference, at the Government Headquarters, there were comrades Tran Van Son - Minister, Head of the Government Office, Deputy Head of the Steering Committee for Enterprise Innovation and Development; Le Minh Hoan - Member of the Party Central Committee, Minister of Agriculture and Rural Development, and leaders of ministries and ministerial-level agencies: Ministry of National Defense; Ministry of Industry and Trade; Government Inspectorate; Ethnic Committee; State Capital Management Committee at Enterprises; Finance - Budget Committee of the National Assembly and chairmen and general directors of agricultural and forestry corporations and general companies.

Attending at Nghe An bridge point were comrades: Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Phung Thanh Vinh - Member of the Provincial Party Executive Committee, Director of the Department of Agriculture and Rural Development and leaders of departments and branches who are members of the Steering Committee for Innovation and Development of Provincial Enterprises.

161 agricultural and forestry companies complete restructuring and innovation

After the Politburo issued Conclusion No. 82-KL/TW dated July 29, 2020 to continue implementing Resolution No. 30-NQ/TW dated March 12, 2014 on arrangement, innovation and development, and improving the operational efficiency of agricultural and forestry companies, the Ministry of Agriculture and Rural Development has appraised and submitted to the Prime Minister 41/41 overall plans for arrangement, innovation and development, and improving the operational efficiency of agricultural and forestry companies of localities, groups, and agricultural and forestry corporations with 6 models.

Up to now, 161/256 agricultural and forestry companies have completed the arrangement and renovation in 31 localities, 3 corporations, general companies and units under the Ministry of National Defense. The remaining 95/256 agricultural and forestry companies have not completed the arrangement and renovation according to the approved plan and have not had the plan approved in 24 provinces and centrally-run cities and 2 general companies.

The Ministry of Natural Resources and Environment has focused on organizing and providing training for local professional agencies and directing localities to develop and implement measurements, boundary markers, establish land use boundary records, cadastral records, and issue land use right certificates for farms and forestry farms.

Up to now, 223/244 companies and branches have been screened and marked. The result is that 41,787km/52,151km of boundary length have been screened; 80,361/80,612 boundary markers have been marked.

After reviewing, arranging and organizing, the total land area of ​​agricultural and forestry companies is expected to retain 1,905,217 hectares, of which the area approved by the People's Committees of the provinces for land use plans is 889,854 hectares of 117/245 companies and branches.

Complete boundary determination, boundary marking and measurement

Implementing Resolution No. 30 and Conclusion No. 82, in 2014, in Nghe An province, there are 12 agricultural and forestry LLCs, including 5 forestry companies and 7 agricultural companies subject to reorganization and innovation. The overall plan was approved by the Prime Minister for 11/12 enterprises.

Up to now, the province has completed the arrangement and renovation of 4 forestry companies; equitized 3 companies. Particularly for the Coffee and Rubber One Member Co., Ltd., An Ngai Agriculture, Xuan Thanh Agriculture and Nghe An 1/5 One Member Co., Ltd., the appraisal and approval of the plan to review and handle assets, real estate and land use plan have been completed, but due to some problems related to determining the value of the enterprise, regulations on auctioning capital contribution rights, it is temporarily suspended for handling, then continue to implement the conversion plan in the coming time.

The total land area of ​​11 agricultural and forestry companies after rearrangement and innovation of operating model has been measured on cadastral maps and needs to prepare records for land allocation, land lease, and issuance of land use right certificates is 64,386.61 hectares.

The total land area of ​​the 4 forestry companies after the reorganization and renovation is currently being managed and used according to the accepted data is 51,337.66 hectares. The area recovered and handed over to local management is 6,886.24 hectares.

The total land area of ​​7 agricultural companies after reorganization and innovation that are being managed and used and accepted is 13,048.95 hectares. The area that has been recovered and handed over to local management is 5,908.12 hectares. There are 4 companies that have implemented land allocation and leasing with a total area of ​​30,691.12 hectares.

Up to now, Nghe An province has basically completed the process of determining boundaries, setting boundary markers, and measuring and creating cadastral maps for 11/11 agricultural and forestry companies in the province.

Focus on removing existing problems and obstacles

Concluding the conference, Deputy Prime Minister Le Minh Khai, Head of the Steering Committee for Enterprise Innovation and Development, acknowledged and highly appreciated the efforts of ministries, branches, People's Committees of provinces and centrally-run cities, and corporations and general companies in the process of organizing, implementing, innovating and improving the operational efficiency of agricultural and forestry companies.

The Head of the Steering Committee for Enterprise Innovation and Development assessed that after the reorganization, the financial situation and production and business of agricultural and forestry companies have basically increased. There are agricultural and forestry companies after the reorganization with effective operating models, attracting financial resources, science and technology, and corporate governance, contributing to improving efficiency; creating jobs for workers, especially ethnic minorities in remote areas, contributing to stabilizing the socio-economy, developing agriculture and rural areas according to the goals set out in Resolution No. 30.

However, in addition to the achieved goals, the innovation and reorganization of agricultural and forestry companies still has many limitations. Up to now, 95/256 agricultural and forestry companies have not completed the reorganization plan, because they have not yet resolved the land issues, have not yet completed the land use plan, adjusted the local land use planning, are not eligible to contribute equity capital, are unable to repay debts, partners withdraw capital, etc. The capacity and level of business management of some leaders and managers in agricultural and forestry companies are still limited, not meeting the requirements of innovation.

Along with that, some mechanisms, policies and legal regulations are still inconsistent and not suitable for the specific operations of agricultural and forestry companies. In particular, there are no instructions for handling financial and land-related problems, leading to confusion in many localities.

Deputy Prime Minister Le Minh Khai also specifically emphasized the reason that some Party committees at all levels have not yet properly and sufficiently understood and lacked regular leadership and direction on the role and tasks of arranging, innovating, developing, and improving the operational efficiency of agricultural and forestry companies.

To effectively implement the objectives of Resolution No. 30-NQ/TW dated March 12, 2014 and Conclusion No. 82-KL/TW dated July 29, 2020 of the Politburo, Deputy Prime Minister Le Minh Khai requested ministries, branches, agencies, localities, and relevant corporations to analyze and evaluate existing problems and limitations and point out specific causes to focus on solving them.

The Deputy Prime Minister requested ministries and branches to coordinate and synthesize the state budget needs to support dissolved companies that are unable to pay for construction, report to competent authorities for consideration and decision; review, measure, set landmarks, issue land use right certificates, and completely resolve disputes, encroachment, and improper land use...

For the People's Committees of provinces and centrally run cities, comrade Le Minh Khai requested to promptly complete the approval of land use plans of local and central agricultural and forestry companies in the area. At the same time, complete the reception and development of plans for the use of land areas that agricultural and forestry companies have handed over to local management.
