Deputy Prime Minister: 'How to make science and technology make money'

Deputy Prime Minister Tran Luu Quang noted three major tasks for the Ministry of Science and Technology, including the need for a testing policy to apply science and technology to economic models.

The information was given by the Deputy Prime Minister during a working session at the Ministry on the afternoon of July 11, nearly a month after he took on the task of directing the fields of Science and Technology; Information and Communications.

According to the Deputy Prime Minister, "there needs to be a mechanism for accepting risks in scientific research". "There must be a legal framework to test economic models based on science and technology, how to make money from science and technology", he said, adding that there needs to be a policy to treat those working in science and technology. At the working session, Minister of Science and Technology Huynh Thanh Dat informed about the development of policy mechanisms and legal corridors for science and technology development.

Citing the resolutions, he said that many new perspectives on science, technology and innovation management are being studied and are expected to be submitted to the Central Committee for comments. These include state management of innovation activities, risk acceptance, delays in research activities, model issues, and operating mechanisms of funds. The Ministry is also focusing on completing the draft Directive of the Secretariat on strengthening standards, measurement, and quality.

Deputy Minister of Science and Technology Le Xuan Dinh also reported in more detail on the legal corridor, with 8 specialized laws, including: Science and Technology; Technology Transfer; High Technology; Law on Technical Standards and Regulations; Law on Measurement; Law on Product and Goods Quality; Law on Intellectual Property; Law on Atomic Energy. According to the Deputy Minister, the legal corridor "has been relatively complete". The strategy for developing science, technology and innovation until 2030 has been developed and submitted to the Prime Minister for promulgation, with the goal of making science, technology and innovation truly become a driving force for growth, contributing to making Vietnam a developing country with modern industry and high average income...

Mr. Dinh also cited many results of the industry, in which the contribution index of total factor productivity (TFP) to growth increased from 33.6% on average in the period 2011-2015 to 45.2% in the period 2016-2020 (exceeding the target of 35%). In 2021, TFP contributed about 37.5%; in 2022, it contributed about 43.8% to economic growth.

"Science and technology contribute over 30% of added value in agricultural production, 38% in the production of plant and animal breeds," said the Deputy Minister. He said that the sectors and fields of education, health, agriculture, industry, transportation, construction, security, defense, etc. increasingly have a clear presence of science and technology.
