Permanent Vice Chairman of the Provincial People's Committee Nguyen The Phuoc chaired a working session on the implementation of key projects and works of the province.
According to the report, in the period of 2021 - 2025, the Yen Bai Provincial Construction Investment Project Management Board will implement 14 key projects, with a total investment of over VND 5,954 billion. Of which, there are 05 projects in the transport sector with a total investment of over VND 2,350 billion; 01 project in the technical infrastructure sector with a total investment of over VND 1,423 billion; 03 projects in the civil construction sector with a total investment of VND 1,160 billion; 02 projects in the agriculture and rural development sector with a total investment of VND 670 billion. Other projects in the fields of culture, sports and information technology include 01 project with a total investment of VND 350 billion.
The total medium-term public investment plan for the period 2021 - 2025 assigned by the province is 3,611 billion VND. The accumulated capital allocation up to the end of 2024 is 2,756 billion VND. The total capital allocation plan for 2025 is over 782 billion VND. The disbursement value in 2025 up to the reporting time is over 18 billion VND.

Along with that, the Provincial Construction Investment Project Management Board was assigned to be the Investor for 6 projects to urgently overcome the consequences of damage caused by storm No. 3 in 2024 and post-storm floods, with a total estimated investment of over 214.5 billion VND. Currently, the investor is carrying out project preparation work, selecting a consultant contractor to survey and design and prepare an economic-technical report on construction investment; preparing a project feasibility study report...
Speaking at the meeting, Mr. Nguyen The Phuoc, Standing Vice Chairman of the Provincial People's Committee, emphasized: The Provincial Conference Center Project and the Provincial Party Committee Headquarters and Provincial Party Committees Project are two key projects of the province, which will host major and important events of the province, so the investor and contractor must focus on maximum equipment, machinery and human resources; operate flexibly, and arrange to implement bid packages simultaneously to ensure the project progress according to plan.
During the construction of the Provincial Convention Center Project, the Provincial Construction Investment Project Management Board must closely monitor construction items and interior equipment to ensure technical and aesthetic quality, in accordance with the design. It must be completed before August 10, 2025 to be put into use in September 2025.
For the Provincial Party Committee Headquarters Project and Provincial Party Committees, the Provincial Construction Investment Project Management Board coordinates with the Provincial Party Committee Office to urgently survey, consider, calculate, and rearrange the functional use of the Party Committees and specialized agencies to ensure that it is suitable for the actual working conditions of the agencies to report to the Standing Committee of the Provincial Party Committee. Carry out the relocation, care and replanting of the green tree system in the campus of the Provincial Party Committee Headquarters and Provincial Party Committees of Yen Bai.
Regarding the Yen Bai Provincial Radio and Television Station Project, the investor needs to closely coordinate with the Department of Construction, Natural Resources and Environment, and Yen Bai City People's Committee to locally adjust the planning on the basis of ensuring sufficient conditions for land acquisition; continue to complete investment procedures; urgently implement resettlement compensation and site clearance steps to have a site to start construction of the project in celebration of the Provincial Party Congress.
For the Yen Bai Province Sports Complex Project, the investor continues to implement the next steps to approve the project.
Regarding the Project of Building Inter-regional Transport Infrastructure to Support Socio-Economic Development of Poor Districts of Yen Bai Province (Khanh Hoa - Minh Xuan Section), the Standing Vice Chairman of the Provincial People's Committee requested the Investor to coordinate with Luc Yen and Van Yen districts to direct the Project's Land Acquisition Council to carry out inventory work and develop a compensation and resettlement support plan for households that have received notices of land acquisition.
Regarding the project of connecting National Highway 32 (Gia Hoi, Van Chan) with Noi Bai - Lao Cai Expressway (IC15), the Standing Vice Chairman of the Provincial People's Committee requested Van Chan district to focus on resolving the problems of 3 households to hand over the site to the construction unit, and at the same time have a plan to protect the construction. Van Yen district focuses on resolving problems related to site clearance in Phong Du Thuong, Phong Du Ha, Xuan Tam communes to hand over the construction site. Contractors need to speed up the construction progress according to the set plan. At the same time, coordinate with the Investor to speed up the site clearance work to soon have a clean site for the project of connecting Provincial Road 163 with Noi Bai - Lao Cai Expressway.
For the Project "Integrated development of dynamic urban areas - Yen Bai city sub-project", up to now, the construction site has been handed over to the contractor for 783/789 households (reaching 99.2%). The construction progress of 7 packages has reached over 72% of the contract value. However, there are still some small problems on the route that affect the construction organization process. The Standing Vice Chairman of the Provincial People's Committee requested the Yen Bai City People's Committee to continue to remove and resolve the remaining site to hand over to the construction unit; change the land use purpose, and hand over land to the resettlement area. The investor needs to continue to urge the contractors to continue organizing the construction to ensure the progress of the project.
