On the afternoon of December 16, the Provincial People's Committee held a conference to announce the results of the survey and assessment of the Department, Branch, District and City Competitiveness Index (DDCI) of Thai Binh province in 2024.

Attending the conference were comrades: Nguyen Khac Than, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; comrades of the Provincial Party Standing Committee; leaders of the Provincial People's Council and People's Committee; Provincial National Assembly Delegation; representatives of the Vietnam Confederation of Commerce and Industry (VCCI); leaders of departments, branches, districts, cities and representatives of a number of enterprises.
The DDCI Index 2024, surveyed and evaluated 21 departments, agencies, and 8 districts and cities. The research and evaluation included 9 indicators for departments, agencies, and 10 indicators for local areas. This year, the 9 component indicators remained the same as previous years and added a new component indicator for green growth and sustainable development. The investigation and survey unit collected over 2,300 votes, nearly double that of 2023. Notably, the DDCI Index 2024 also collected comments from the Provincial Business Association and 14 member associations of the Provincial Business Association; with the participation of the Provincial Statistics Office - this is a new point, to ensure the objectivity, independence and accuracy of the assessment results. The results of the 2024 DDCI Index announcement, for the department and sector level: The Department of Construction continues to hold the leading position in the rankings with 83 points; ranked 2nd is the Department of Culture - Sports and Tourism with 81.98 points; ranked 3rd is the Provincial Police with 80.35 points; ranked last is the Department of Education and Training with 72.96 points. For the local block: Thai Binh city continues to maintain its leading position in the rankings with 86.28 points; ranked 2nd is Quynh Phu district with 86.14 points; ranked 3rd is Dong Hung district with 85.44 points; ranked 8th is Vu Thu district with 69.42 points.

Comrade Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, emphasized: The survey results and assessment of the DDCI Index in 2024, the average score this year is higher than in 2023, showing that in 2024, the business community had a better perception of the economic management and public administration of departments, branches, and of the authorities of districts and cities. However, this score also shows that there are still many things that departments, branches, and localities must do better to strongly improve the province's investment and business environment. Therefore, he requested that departments, branches, and People's Committees of districts and cities enhance the role and responsibility of leaders, not be subjective, take things lightly, but must frankly look at the problem from a receptive, positive, and proactive perspective, proposing solutions and plans to improve the scores for the component indexes that still have many limitations of their departments, branches, and localities. Low-ranking units must focus on reviewing and amending barriers and bottlenecks within the unit, researching and amending solutions to perform better and more effectively in the process of handling work with the ultimate goal of effectiveness, efficiency and satisfaction of the business community and people. High-ranking units must not be subjective, complacent, or satisfied with the results achieved but must continue to make efforts in administrative reform, public service implementation, and always accompany businesses. Strengthen coordination and direct exchange between departments, branches, and localities with the business community in handling administrative procedures, thoroughly resolving difficulties and problems, especially long-standing backlogs. Improve the spirit, attitude, and responsibility of serving the people and businesses of civil servants, and shift the working style from "management" to "service", taking businesses and people as the center.

The Standing Vice Chairman of the Provincial People's Committee requested the Provincial Business Association to step up propaganda and dissemination of the nature, role and significance of the DDCI Index to the business community and entrepreneurs in the province; further enhance the role and responsibility, and act as a bridge representing the voice and legitimate interests of members and businesses. Continue to advise the Provincial People's Committee to develop a plan and implement a survey of the DDCI Index in the province in 2025 and the following years.
