Attending the meeting were Mr. Ho Van Ha, Vice Chairman of Dong Nai Provincial People's Committee; Mr. Le Anh Tuan, Deputy Minister of Transport. Also attending were representatives of ministries and branches that are members of the Council according to Decision No. 246/QD-TTg of the Prime Minister.

At the meeting, the Appraisal Council listened to the Deputy Minister of Transport report on a number of contents related to the Long Thanh International Airport Construction Investment Project Phase 1; the Ministry of Planning and Investment - representative of the standing agency of the Appraisal Council presented the report on the results of the adjusted appraisal of the Long Thanh International Airport Construction Investment Project Phase 1.

According to Decision No. 1777/QD-TTg dated November 11, 2020 of the Prime Minister on approving the Long Thanh International Airport Construction Investment Project Phase 1, the goal is to build Long Thanh International Airport to level 4F according to the classification of the International Civil Aviation Organization (ICAO), an important international airport of the country, aiming to become one of the international air transit hubs of the region.

Investing in the construction of Long Thanh International Airport Phase 1 with 01 runway; 01 passenger terminal and synchronous auxiliary items with a capacity of 25 million passengers/year; 1.2 million tons of cargo/year.

At the 8th Session, the National Assembly resolved to adjust the scale and implementation time of Phase 1 of the Project in Resolution No. 174/2024/QH15 dated November 30, 2024. Accordingly, the adjustment of the scale and implementation time of Phase 1 is stipulated in Clause 6, Article 2 of Resolution No. 94/2015/QH13 dated June 25, 2015 of the National Assembly as follows: “Phase 1: Investing in the construction of 02 runways in the North and 01 passenger terminal and synchronous auxiliary items with a capacity of 25 million passengers/year, 1.2 million tons of cargo/year; completed and put into operation by December 31, 2026 at the latest”.

Allow the Government to organize the approval of the Feasibility Study Report adjusting Phase 1 of the Project under its authority without having to report to the National Assembly for approval. Other contents continue to be implemented according to Resolution No. 94/2015/QH13 of the National Assembly.

Adjust the scale of Phase 1 as stipulated in Clause 1, Article 1 of Resolution No. 95/2019/QH14 dated November 26, 2019 of the National Assembly as follows: "Invest in the construction of 02 runways in the North and 01 passenger terminal and synchronous auxiliary items with a capacity of 25 million passengers/year, 1.2 million tons of cargo/year". Other contents continue to be implemented according to Resolution No. 95/2019/QH14 of the National Assembly.

Participating in the discussion and giving opinions at the meeting, representatives of ministries, branches and localities focused on giving opinions on the content of the appraisal dossier. The opinions were basically in agreement with the content of the submitted dossier; emphasizing the need to adjust and evaluate the project's suitability with the strategy, socio-economic development plan and related planning according to the provisions of the law on planning; and the suitability with the project investment policy approved by the competent authority.

Accordingly, regarding the suitability of the adjusted project with the socio-economic development strategy and plan and related planning according to the provisions of the law on planning, delegates proposed to continue reviewing the planning, ensuring safety, capital sources and carefully assessing the impact on national defense and security when adding component projects to phase 1 of the project.

Regarding the suitability of the adjusted project with the project investment policy approved by the competent authority, it is necessary to continue to review the whole project and explain and clarify to ensure the feasibility and effectiveness of the project; explain and clarify the assurance of investment progress; factors to ensure investment efficiency and effectiveness; consider adding and selecting digital technology and artificial intelligence in management and operation to exploit the airport effectively, safely and modernly, equivalent to advanced airports in the world.

The opinions also emphasized the capital structure, the feasibility of capital mobilization plans; the ability to mobilize capital according to investment progress; the organization of selecting investors for construction items under Component Project 4; the proposal to apply the form of contractor selection in special cases to build runway No. 03; the suitability of the basic design solution with the design task; the list of applicable standards of the additional item; compliance with legal regulations on basic design; conditions on construction capacity of organizations and individuals practicing construction;...

Concluding the meeting, Deputy Minister Tran Quoc Phuong highly appreciated the working spirit of the Council as well as the frank and responsible opinions of the delegates; emphasizing that this is a particularly important national project, of great significance to the socio-economic development of Vietnam.

Deputy Minister Tran Quoc Phuong also emphasized the issues that need to be further studied and supplemented and requested the Standing Unit of the Council to promptly issue a Notice of the meeting's conclusion; the Ministry of Transport to promptly prepare an explanatory and supplementary dossier and send it to the Council. After receiving the explanatory dossier, the Standing Unit of the State Appraisal Council (Department of Investment Supervision and Appraisal, Ministry of Planning and Investment) shall promptly complete the appraisal report and send it to the Council members for comments; The Council members shall provide written comments and vote on the Council's appraisal report. Based on the members' votes, the Standing Unit of the State Appraisal Council shall complete the appraisal report and submit it to the Council Chairman for consideration and signature to the Government according to regulations./.
