Developing the Ho Chi Minh National Academy of Politics to be worthy of its position, role, functions and tasks in the new period

On the afternoon of January 6, at the Government Headquarters, Politburo member and Prime Minister Pham Minh Chinh worked with key officials of the Ho Chi Minh National Academy of Politics to encourage, evaluate and orient the development of the Academy according to the Politburo's Decision; and at the same time, resolve the Academy's proposals.

Attending the meeting were Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang; Party Central Committee members: Minister of Home Affairs, Deputy Head of the Central Organization Commission Pham Thi Thanh Tra, Minister of Education and Training Nguyen Kim Son, Deputy Head of the Central Organization Commission Hoang Dang Quang, Deputy Head of the Central Party Office Lam Thi Phuong Thanh; leaders of ministries, branches and central agencies.

After listening to opinions and speaking at the meeting, Prime Minister Pham Minh Chinh said that the Politburo, the Secretariat, headed by General Secretary Nguyen Phu Trong and other Party and State leaders are extremely interested, concerned and want to build and develop the Academy to be worthy of its position, role, functions, tasks and assigned powers; affirming that the Ho Chi Minh National Academy of Politics has an important position, role and importance in the work of training cadres - "the key of the key".

According to Decision No. 145-QD/TW dated August 8, 2018 of the Politburo, the Ho Chi Minh National Academy of Politics is an agency directly under the Party Central Committee; under the direct, comprehensive and regular leadership and direction of the Politburo and the Secretariat.

The Ho Chi Minh National Academy of Politics is a national center for training and fostering mid- and senior-level leaders, managers, and political theory scientists of the Party, the State, and socio-political organizations; a national center for scientific research on Marxism-Leninism and Ho Chi Minh's thought; research on the Party and State's guidelines, policies, and laws; research on political science, leadership, and management science to serve teaching and learning, contributing to providing scientific arguments in formulating guidelines and policies of the Party and the State.

According to the Prime Minister, over the past time, the Academy has inherited and enhanced its glorious history and tradition, comprehensively fulfilled the tasks assigned by the Party and State, and made many important contributions to the cause of building and defending the socialist Vietnamese Fatherland, including making strategic breakthroughs in human resources.

The Academy has many innovations in performing its assigned functions, tasks and powers, achieving many specific results in training, scientific research, international cooperation, policy consulting, and coordination with agencies in the political system and local Party committees.

In order for the Academy to better fulfill the tasks assigned by the Party and State in 2024 and the following years, the Prime Minister emphasized a number of contents that the Academy needs to pay special attention to during the implementation process, further demonstrating and affirming the stature, intelligence, identity, position, role and importance of the Party's highest school.

Accordingly, the Academy closely follows the policies, orientations and directions of the Party and State, continues to strongly and comprehensively innovate all aspects of activities to excellently complete tasks; proactively and synchronously deploy to create breakthroughs in all aspects of work in the spirit of the Resolution of the 13th National Party Congress and the Resolutions of the 13th Central Conferences; promotes training activities, scientific research and policy consulting, international cooperation..., creating new emulation movements, new marks, new spirit, new motivation for new victories.

The leaders and staff of the Academy must have high political determination, constantly strive to affirm the identity and position of the leading national center in the training and fostering of middle and high-level leaders and managers for the Party and State with the motto "students are the center, lecturers are the driving force, the school is the foundation", in the spirit of closely following reality, respecting reality, starting from reality, taking reality as a measure; resolutely overcoming the disease of laziness and fear of studying political theory; continuing to affirm the Academy as a national center for scientific research on political theory, summarizing reality, developing theory, advising and providing policy advice to the Party and State.

The Prime Minister proposed to consolidate and develop human resources of the Academy system; promote training and fostering to improve the quality of the Academy's teaching staff and scientific staff, in conjunction with further promoting the implementation of Decision No. 587 of the Prime Minister on improving the capacity of cadres, civil servants and public employees of the Ho Chi Minh National Academy of Politics and political schools of provinces and centrally run cities in the period of 2019 - 2030.

The Prime Minister noted the need to set an example in taking care of Party building work within the Academy system, making the Academy Party Committee, first of all the Standing Committee and the Academy leadership team, truly united, clean, strong, with high leadership capacity and fighting spirit; preventing and combating corruption, negativity, and manifestations of "self-evolution" and "self-transformation" within the organization.

Cadres and Party members of the Academy must be exemplary in training and always be a team that the Party and people absolutely trust in terms of politics, ideology, revolutionary ethics, lifestyle and style.

Along with that, modernize the material and technical facilities associated with the practice of Party School culture. Further promote the role of the Academy in management and professional guidance for the provincial political school system across the country.

The Prime Minister affirmed that the Government always supports and accompanies the Academy in a proactive and positive spirit. In particular, it will coordinate to well organize the celebration of the 75th anniversary of the Academy's founding in 2024 in accordance with the situation, thereby affirming the maturity and growth of the Academy and summarizing and promoting achievements and experiences, continuing to build the Academy worthy of its position, role, functions, tasks, assigned powers and glorious history and traditions.

Regarding the Academy's recommendations, the Prime Minister basically agreed in principle; established and assigned Deputy Prime Minister Le Minh Khai as Head of the Working Group, with the participation of leaders of ministries and branches, working with Party Committees and relevant agencies to review all issues raised at the meeting, give opinions on issues of principle and policy... from which specific projects and proposals will be made. The Government will resolve issues within its authority, if beyond its authority, it will report to the competent authority for consideration and decision.

Considering 2024 to be a breakthrough year, of great significance in successfully implementing the Resolution of the 13th National Party Congress, the Prime Minister believes that the Academy will excellently fulfill its tasks in 2024 and make greater contributions to the cause of building and defending the socialist Vietnamese Fatherland.
