Over the years, the Party and the State have always paid attention to perfecting and building institutions to promote the development of the domestic information technology (IT) and digital technology industries. Resolution 29-NQ/TW dated November 17, 2022 of the 6th Conference of the 13th Party Central Committee on continuing to promote industrialization and modernization of the country by 2030, with a vision to 2045, determined: Prioritizing resources and having strong enough incentive mechanisms and policies to develop priority areas of the foundational industries: digital technology (prioritizing the development of artificial intelligence, big data, blockchain, cloud computing, internet of things, electronic and telecommunications equipment, semiconductor chip design and manufacturing).

Binh Dinh has begun research to apply artificial intelligence in the field of smart urban management.

Speaking at the Conference on Development Strategy for Artificial Intelligence, Semiconductors and Cyber ​​Security, Deputy Minister of Information and Communications Bui Hoang Phuong said that in reality, the IT and digital technology industry has become one of the largest economic and technical sectors with a fast growth rate, with an average growth rate of about 11% per year from 2015 to 2023, contributing greatly to GDP.

In 2023, IT industry revenue is estimated to reach about 138.5 billion USD (up 23% compared to 2019 and 128% compared to 2015); the number of IT and digital technology enterprises in operation is estimated at about 45,500 enterprises; the number of employees in IT and digital technology enterprises in operation is estimated at about 1.45 million people.

The Ministry of Information and Communications is being assigned by the Government to develop the Law on Digital Technology Industry and the Strategy for the Development of Vietnam's Semiconductor Industry to 2030, with a vision to 2050, in order to build a legal corridor, breakthrough policies and strategic tasks to promote the digital technology industry to become a spearhead industry.

The strategy aims to turn Vietnam into a global semiconductor human resource center for the 2024-2030 period. The human resource scale of the Vietnamese semiconductor industry will reach over 50,000 engineers. The revenue scale of the semiconductor industry in Vietnam will reach over 25 billion USD/year, the added value in Vietnam will reach 10-15%, forming at least 100 design enterprises, 1 small-scale, high-tech semiconductor chip manufacturing factory and 10 semiconductor product packaging and testing factories.

“Binh Dinh is a province with potential to develop digital technology thanks to its geographical location, infrastructure, human resources, especially the application of digital technology in the province's key industries such as tourism, agriculture, and processing. To truly develop, the province needs to continue investing in digital infrastructure, especially developing high-quality digital technology human resources in key areas,” Deputy Minister Bui Hoang Phuong emphasized.

Assessing the current status of artificial intelligence applications in Binh Dinh, Provincial Party Secretary Ho Quoc Dung shared that Binh Dinh has begun research to apply artificial intelligence in areas such as smart urban management, application of legal documents, in healthcare, high-tech agriculture, etc. These applications not only help improve service quality but also provide optimal solutions, save costs and improve management efficiency.

"However, for artificial intelligence to truly become the main driving force for development, it is necessary to build a strong technology ecosystem, including investing in modern digital infrastructure, building and developing high-quality human resources, especially attracting the participation of leading technology enterprises," said Mr. Ho Quoc Dung.

Currently, Binh Dinh ranks 29th out of 63 provinces and cities in terms of digital transformation, up 5 places compared to 2021.

Building Binh Dinh into a high-tech center

The 20th Congress of the Binh Dinh Provincial Party Committee set the goal of developing Binh Dinh province into a strong and sustainable economic center, based on the foundation of science, technology and innovation; this is not only a task but also an aspiration of the entire Party Committee, government and people of Binh Dinh province. The development of artificial intelligence, semiconductor industry and cyber security are important steps to realize this goal, contributing to building Binh Dinh province into a high-tech center of the Central region in particular and the whole country in general.

Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan emphasized that in the context of globalization and the fourth industrial revolution strongly affecting all aspects of social life, the development of advanced technology industries such as artificial intelligence, semiconductors and cyber security is an urgent requirement and one of the important strategies of Binh Dinh province. Binh Dinh chooses to prioritize the development of artificial intelligence, semiconductor industry and cyber security not only because these are key technology fields in the world but also because these technologies have great potential in promoting socio-economic development and enhancing the province's competitiveness with the support of FPT Group.

In order to contribute to realizing these goals, within the framework of the Conference on Strategy for Development of Artificial Intelligence, Semiconductor and Cyber ​​Security Industries, the People's Committee of Binh Dinh Province; the Private Economic Research and Development Board under the Prime Minister's Advisory Council for Administrative Procedure Reform and FPT Group signed a Cooperation Agreement to build and develop the Artificial Intelligence, Semiconductor and Cyber ​​Security industries in Binh Dinh Province for the period 2025 - 2030.

Accordingly, the three parties will mobilize resources to build and effectively implement the Project on developing the semiconductor, artificial intelligence, and cyber security industries in Binh Dinh province in the period of 2025 - 2030; coordinate to promote investment promotion activities, human resource training, research and development... in the semiconductor, artificial intelligence, and cyber security industries, contributing to helping Binh Dinh province achieve its goal of becoming a center for the semiconductor, artificial intelligence, cyber security, and high-quality human resources industry...

At the same time, the province will also create favorable conditions for FPT and its partners to carry out production and business activities, research, technology transfer, training and development of high-quality human resources, and provide support services to Binh Dinh province in areas related to the semiconductor industry, artificial intelligence and cyber security within the framework of current legal regulations.

FPT Chairman Truong Gia Binh emphasized, “Over the years, Binh Dinh has chosen to invest in science, technology and innovation as one of the province’s breakthroughs and I believe that Binh Dinh will quickly become the center of AI, semiconductors, and network security in the region and even the world. To do this, the foundation is education and training. With the tradition and spirit of the martial arts land, Binh Dinh is holding a once-in-a-lifetime opportunity to create outstanding development for the young generation. We will accompany Binh Dinh to train and develop AI human resources and attract leading AI experts from Vietnam and the world to Binh Dinh”.

Along with the Conference on Strategy for the Development of Artificial Intelligence, Semiconductor and Cyber ​​Security, FPT Quy Nhon Joint Venture coordinated with the Provincial People's Committee to organize the Groundbreaking Ceremony for the Artificial Intelligence (AI) Center - Auxiliary Urban Area Project in Binh Dinh. The project has a scale of more than 93.2 hectares, with a total investment of 4,362 billion VND, invested by FPT Quy Nhon Joint Venture. The project consists of 3 main functional areas: AI Center, education and training area, and auxiliary urban area. The project is implemented to attract investment in the field of research, innovation and development of artificial intelligence in the era of technology 4.0, towards the era of technology 5.0. Building a new modern urban area in terms of space organization, architecture, landscape, synchronous technical infrastructure and social infrastructure with the main nature of an AI city.

These are important premises for Binh Dinh to aim to become a high-tech center of the country in the future.

Over the past years, FPT has accompanied Binh Dinh in building a Smart City Monitoring and Operation Center (IOC) through a single common technology platform; putting into use an integrated platform, sharing common data; deploying a Traffic Control Camera System applying AI to analyze violations of vehicles passing through checkpoints; training to change large-scale digital transformation awareness; consulting on implementing digital healthcare solutions, digital agriculture, digital enterprises, etc. With many efforts, Binh Dinh is currently ranked 29th out of 63 provinces and cities in terms of digital transformation level, up 5 places compared to 2021.
