94 years ago, on March 17, 1930, at No. 42 Hang Thiec Street, the Hanoi Party Committee was established, marking an important turning point in the history of Hanoi's revolutionary movements. Up to now, the Hanoi Party Committee has held 17 Congresses; from the time when it only had a few core members, it has continuously developed. On August 1, 2008, implementing Resolution No. 15/2008/NQ-QH12 dated May 29, 2008 of the 12th National Assembly on "Adjusting the administrative boundaries of Hanoi City and a number of related provinces", the Hanoi Party Committee has grown even stronger.
To date, the Hanoi Party Committee is the largest party committee in the country, with 50 subordinate grassroots party committees and more than 480,000 party members, accounting for more than 9% of the total number of party members nationwide. The Party organization and party members are the political core, converging and spreading the combined strength of the capital from the grassroots.
According to documents on the history of the Hanoi Party Committee, over the past 94 years, the work of Party building in terms of organization and cadres in the Hanoi Party Committee has always been regularly taken care of with many synchronous, practical and effective solutions. In the last 4 Congress terms alone, in more than 30 major work programs of the Hanoi Party Committee, there are 4 programs on Party building and the political system at all levels. These are programs considered the "backbone" of each term, the foundation and important basis for the Hanoi Party Committee to innovate its working methods, implement and achieve quite comprehensive results. The work of consolidating, perfecting and arranging the organization and apparatus of Party agencies, authorities and mass organizations under the City Party Committee has been directed and implemented with attention; the situation of cumbersome apparatus and overlapping functions and tasks has been fundamentally overcome.
At the same time, determining that cadre work holds a key position, a breakthrough, since its establishment, through many historical periods, the City Party Committee has focused on directing the building and improving the quality of cadres and party members, especially the management cadres. Because from practice, building a strong Party is ultimately about building organizations and building people. Thanks to drastic solutions at all stages such as systematic planning, innovative and practical cadre assessment, special attention to training and fostering, regular assignment, appointment, and rotation of cadres... so in any period, the City's cadres have enough capacity and qualifications for leadership and direction; exemplary, pioneering, daring to think, daring to do in carrying out tasks.
In particular, in this term, to realize the goals of Program No. 01-CTr/TU, term XVII, the City Party Committee has implemented Resolution No. 04-NQ/TU on "Focusing on building and improving the quality of cadres at all levels for the 2020-2025 term and the following years". This is the first specialized Resolution after many terms of the Hanoi City Party Committee on cadre work, proposing drastic solutions to tighten discipline, improve the quality of all stages of cadre work, especially cadre assessment, transfer and appointment of cadres, ensuring cadres are placed in the right positions, resolutely handling cadres who commit violations, weak cadres, and those who have lost prestige and trust...
Along with that, with innovative thinking, the Party building sector of the city has also proactively advised and contributed to the formation of a system of regulations and rules in the city's personnel work that is increasingly strict, scientific, and close to reality. At the same time, innovate the leadership, direction, and management methods of Party committees and authorities at all levels in the direction of being close, drastic, closely following reality, close to the people, promptly handling arising situations right from the grassroots; associated with the responsibility of the leader... In particular, the Standing Committee of the Hanoi Party Committee has issued and directed the implementation and strict implementation of Directive No. 24-CT/TU dated August 7, 2023 on "Strengthening discipline, discipline and responsibility for handling work in the political system of Hanoi City" to overcome the situation of cadres pushing work and avoiding responsibility. Thereby demonstrating the determination to create fundamental changes from awareness to action of Party committees, authorities at all levels and each cadre and party member.
Not stopping there, the Hanoi Party Committee continues to constantly innovate and create, focusing on difficult and new tasks such as consolidating weak party bases, enhancing the role of the Party in non-state enterprises...
To breakthroughs in development
With the enhancement of Party building work, along with the consistent spirit of innovation, daring to think, daring to do, daring to take responsibility, the leadership method of the City Party Committee and Party committees at all levels has been strongly and resolutely spread to the grassroots, creating an important driving force for the Capital to achieve important results in socio-economic development.
“The Hanoi Party Committee has implemented the Party Congress Resolutions very well in many terms, in many aspects, not only creating outstanding breakthroughs in socio-economic development, urban appearance, but also innovations in the operation of the urban government system”… The comprehensive development results of the city are proof of the correct direction and leadership of the Hanoi Party Committee, in which there have been breakthrough decisions, with solid steps, appropriate action programs to exude the image of a city as the Capital.
In my opinion, to have a new transformation, with strong and comprehensive influence in all fields, one of the innovations of the Hanoi Party Committee that is still maintained is to build work programs to help the "commanders" in charge, the staff in each field to base on that to direct and concretize the implementation. Along with that, in each year, I see that the Hanoi Party Committee always chooses a work theme with a focus and key points to focus on leading and directing to create a strong transformation. Reality also shows that the role and position of the capital Hanoi is increasingly affirmed, attracting many prestigious corporations and investors in the world and is an important growth driver in the integration and globalization process of the whole country. Hanoi has made great contributions to all aspects of the country, accounting for about 20% of the budget revenue and more than 16% of the gross domestic product (GDP).
One highlight that cannot be ignored is the change in the appearance of Hanoi. With the emergence of more and more modern urban complexes resembling “miniature bustling super cities”, Hanoi has become a dynamic, civilized, modern integrated city while still maintaining its identity and cultural depth. Highways, ring roads, radial roads, century-old bridges and a modern public transport system… are symbolic of the breakthrough in Hanoi.
At the same time, Hanoi and the province are focusing on implementing the investment project to build the Ring Road 4 - Hanoi Capital Region. When completed, the route will enhance connectivity, create momentum, spread effects between regions, and promote socio-economic development of provinces and cities in the Region.
Along with that, the entire political system of the Capital has been implementing many drastic solutions to implement the 5-year socio-economic development plan for the period 2021-2025 and many important strategic tasks related to the development of the Capital, such as: Continuing to complete the Capital Law Project (amended), the Capital Planning for the period 2021-2030, vision to 2050; adjusting the overall Master Plan for the construction of the Capital to 2045, vision to 2065... to submit to the 15th National Assembly for approval at the upcoming 7th Session and prepare to put it into practice.
Not only that, on the journey towards the future, Hanoi also clearly identifies its great potential in culture, science, technology..., the strengths will be focused on exploiting, creating motivation to attract investors, creating resources in construction and development. From there, contributing to the realization of higher and further goals, to make the capital Hanoi develop quickly and sustainably, becoming a "green - smart - modern" city, developing dynamically, effectively, having regional and international competitiveness...
