According to the conclusion announcement of the Government Inspectorate No. 1315/TB-TTCP on the inspection of the responsibility of the People's Committee of Hai Duong province in the management of basic construction investment and land management and use in the period of 2016-2020, the Government Inspectorate (TTCP) pointed out many limitations, shortcomings and violations.
Through the inspection, the Government Inspectorate recommended that the Prime Minister direct the People's Committee of Hai Duong province to review and thoroughly handle violations.
Specifically, for the Residential Area Project on the East side of Tran Hung Dao Street, Sao Do Ward (Chi Linh City), the Provincial People's Committee directed the Department of Natural Resources and Environment to preside over and coordinate with the People's Committee of Chi Linh City and relevant agencies and units, based on the current status of the land before the project was approved, to organize an assessment and determine the type of minerals and mineral reserves located on the project area as a basis for granting a mineral exploitation license and determining related financial obligations in accordance with legal regulations.
At the same time, determine the volume of minerals that the investor has illegally leveled and transported out of the land to be fined and recovered according to regulations; the Provincial People's Committee urgently directs the competent authorities to determine the land use fee at the project.
Dai Son urban area project, Cong Hoa ward, Chi Linh city: The Provincial People's Committee directed the relevant agencies to urgently determine the land use fee at the project.

"Through inspection, review and implementation of the Inspection Conclusion, if any violation of criminal law is discovered, the case will be transferred to the investigation agency for handling according to regulations," the Government Inspectorate recommended.

For the Residential, Service and Commercial Area Project in the North of Phu Thu Town, Kinh Mon Town, carry out procedures to close Ang Son Limestone Mine according to regulations and strictly handle the act of not closing the mine of Huu Nghi Construction Joint Venture Company when the Mineral Exploitation License expires or ceases to be effective.
Review and supplement the planning of minerals used as common construction materials and minerals at the waste dump of mines that have been decided to close the mine to manage mineral exploration and exploitation; review and adjust the construction planning of the project to avoid overlapping with the planning of mineral exploration, exploitation and use in the project area to ensure the progress of project implementation; direct competent authorities to promptly determine land use fees at the project.
Regarding handling responsibilities and implementing the inspection conclusions, the People's Committee of Hai Duong province shall organize a review, clarify responsibilities and strictly handle them according to the delegated authority or recommend competent authorities to handle them; at the same time, direct the Heads of agencies, units, localities and individuals to review and clarify the responsibilities of each organization and individual related to the limitations, shortcomings and violations stated in the Inspection Conclusion and the Minutes of the Inspection Team in the management of construction investment and land management and use, thereby determining the form of strict handling according to the provisions of law.
Promptly direct and organize the implementation of inspection conclusions and recommendations; take measures to correct, overcome and handle limitations, shortcomings and violations in construction investment management and land management and use as stated in the Inspection Conclusion.
During the implementation of the Inspection Conclusion, if any case of loss of State budget or signs of violation of criminal law is discovered, it must be transferred to the investigation agency for handling according to the provisions of law.
