Accordingly, the Inspectorate of the Ministry of Education and Training determined that in 2022, the University of Water Resources announced the enrollment quota for master's degrees in the following majors: Environmental Engineering, Traffic Construction Engineering, Hydraulic Construction Engineering, exceeding the capacity according to the regulations of the Ministry of Education and Training; violating Decree No. 04 of the Government on administrative sanctions in the field of education.

This violation will also repeat in 2023 in the fields of Water Supply and Drainage Engineering and Construction Management.

At the same time, the Ministry Inspectorate pointed out the inadequacy when the University of Water Resources stipulated the study time for the full-time program from 7:00 a.m. to 9:30 p.m. (Monday to Saturday), "this is not consistent with the time frame prescribed by the Ministry of Education and Training".

Regarding the handling plan, the Ministry Inspectorate requested the school to review all internal documents and regulations, promptly amend, supplement, and issue documents within its authority in accordance with the provisions of the law and the Ministry of Education and Training.

The school needs to determine the quota, organize enrollment, and organize the management of the training process in accordance with current regulations of the Ministry of Education and Training. At the same time, supplement the teaching staff to meet the requirements in terms of quantity and qualifications for each program.

The Inspector also requested the school to organize a review, clarify the responsibilities of organizations and individuals (including the principal and vice principal) when the above shortcomings and violations occurred and report the results of the inspection conclusion to the Ministry of Education and Training.

Regarding Tra Vinh University , the Inspectorate of the Ministry of Education and Training assessed that the establishment and operation of the School Council for the 2021-2025 term did not ensure enough years according to the Law on Higher Education. The school was slow to complete the school council, not ensuring the 6-month period as prescribed. At the same time, the operating regulations still lacked regulations such as: the form of decision of the school council for each type of activity; procedures for proposing, dismissing, removing, and appointing principals, vice principals, and staff.

The Inspectorate of the Ministry of Education and Training requested the Council of Tra Vinh University to rectify and overcome limitations, review, revise and issue internal management documents on the organization, management and use of civil servants in accordance with the law. The Council of the University needs to strengthen the supervision of the implementation of democratic regulations, the accountability of the principal, and the supervision of the management and use of the school's finances and assets.

Along with that, the school was flawed in opening the Religious Studies major when there was no survey result on the employment situation of graduates, opinions of employers, and forecast of human resource needs in the field serving socio-economic development. The Inspectorate requested to supplement information according to regulations.
