As you know, according to the plan, in January 2026, our Party is expected to hold the 14th National Congress. This is a political event of great significance in many aspects. In preparation for the 14th National Congress of the Party, the 8th Conference of the 13th Central Executive Committee decided to establish 5 sub-committees, including the Documents Sub-committee. The Documents Sub-committee is responsible for preparing the Political Report and the Summary Report on 40 Years of Innovation to be submitted to the 14th National Congress of the Party.
To assist the Document Subcommittee, the Secretariat also decided to establish a Document Editorial Team. The Editorial Team has actively and urgently implemented the necessary tasks, as reported by the Head of the Editorial Team. The Standing Committee of the Subcommittee has discussed, commented, and basically agreed with the content of the Regulations, Program, Action Plan and the assignment of work of the Editorial Team; requested that comrades seriously and effectively implement the proposed program and plan. Here I would like to have some suggestive opinions on methodology for comrades to study and continue to implement the work according to the established program and plan.
As we all know, the National Congress of the Party is an extremely important political event; the 14th Congress of the Party will take place at a very meaningful time: Our entire Party, people and army are joining hands, taking advantage of every opportunity and advantage, overcoming every difficulty and challenge, successfully implementing many policies, goals and tasks identified in the Resolution of the 13th National Congress of the Party; we have gone through 40 years of carrying out the renovation process, 35 years of implementing the Platform for national construction in the transitional period to socialism (1991 Platform), 5 years of implementing the Resolution of the 13th National Congress of the Party: our country has achieved many very important and outstanding results, with many bright spots, creating the premise for our country to enter a new development stage with new opportunities, advantages and greater difficulties and challenges intertwined.
The 14th National Party Congress has the task of reviewing in depth the implementation of the 13th National Party Congress Resolution, summarizing 40 years of carrying out the country's renewal in the direction of socialism, thereby drawing important lessons; determining the directions, goals and tasks of the entire Party, the entire people and the entire army in the next 5 years (2026 - 2030), continuing to successfully implement the 10-year Socio-Economic Development Strategy (2021 - 2030). The 14th National Party Congress will also review the leadership of the 13th Central Executive Committee; review the implementation of the 13th Party Charter and amend the Party Charter; elect the 14th Party Central Executive Committee, meeting the requirements of building and defending the socialist Fatherland of Vietnam in the new situation.
The 14th Congress will be another important milestone on the development path of our country and our people, with the meaning of orienting the future; encouraging, cheering, and motivating our entire Party, people, and army to continue to firmly follow the path to socialism, affirming that this is the right, creative choice, in line with Vietnam's reality and the development trend of the times; continuing to comprehensively and synchronously promote the renovation process, firmly protect the Fatherland, striving by 2030, the 100th anniversary of the founding of the Party: Our country is a developing country, with modern industry, high average income; by 2045, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam: Becoming a developed country, with high income; building a "rich, prosperous, civilized, happy" Vietnam, firmly moving towards socialism.
Therefore, the preparation of documents for the 14th Congress, especially the Political Report, which is the central report and plays a guiding role for other documents of the Congress, must be carried out in a scientific and serious manner, with innovation in the way of doing things, ensuring real quality, fully reflecting the new reality of the country. This is a very important task, ensuring the success of the Congress.
To ensure the quality of work, I suggest that all of us, first of all the comrades in the Subcommittee, the Standing Committee of the Subcommittee, especially the comrades in the Editorial Board and the Standing Committee of the Editorial Board, need to thoroughly grasp and reach high consensus on a number of issues regarding the following principles, ideological methods, guiding viewpoints and methods:
1. Firmly adhere to the principled guiding viewpoints: Firmly adhere to and creatively apply and develop Marxism-Leninism and Ho Chi Minh thought; firmly adhere to the goals of national independence and socialism; firmly adhere to the Party's renewal policy; firmly adhere to the principles of Party building to firmly build and defend the socialist Vietnamese Fatherland.
The core of this system of viewpoints is to scientifically combine the Party's ideological foundation, ideal goals, and guidelines with the spirit of constant innovation, creativity, and compliance with objective laws. That also means that steadfastness must go hand in hand with innovation, but it must be a principled innovation, not arbitrary or hasty. We must firmly grasp and handle well the "four steadfastnesses", especially creative steadfastness and steadfast creativity, according to Ho Chi Minh's revolutionary method, because the path to socialism in our country is long-term and unprecedented, with many difficulties and challenges.
Building the documents of the 14th Congress is also the process of summarizing practice, researching theory, analyzing and forecasting the future, requiring us to truly grasp the objective, comprehensive, stable and developing viewpoints; practice and history - concreteness of the dialectical method in perceiving, analyzing and presenting documents. We must firmly grasp and creatively apply the dialectical materialist methodology of Marxism-Leninism and Ho Chi Minh Thought; closely combine the two strategic tasks of building and defending the Fatherland; continue to firmly grasp and handle well the major relationships: The relationship between innovation, stability and development; the relationship between economic innovation and political innovation; the relationship between following market rules and ensuring socialist orientation; the relationship between developing productive forces and gradually building and perfecting appropriate production relations; the relationship between the state, the market and society; the relationship between economic growth and cultural development, social progress and equity, and environmental protection; the relationship between building and protecting the socialist Vietnamese Fatherland; the relationship between independence, autonomy, and international integration; the relationship between Party leadership, State management, and People's mastery; the relationship between practicing democracy and strengthening the rule of law and ensuring social discipline.
2. Smoothly combine theoretical research with practical summary; between theoretical research, practical summary and policy orientation.
We all know that the unity of theory and practice is the fundamental principle of Marxism-Leninism and Ho Chi Minh thought. Practice without theory is blind practice; theory without practice is empty theory. The root cause of subjectivism is poor theory, disregard for theory and empty theory; the cause of dogmatism is being far from practice, not being close to practice, not being attached to the masses, lacking a specific historical perspective and a development perspective when proposing policies, guidelines, tasks and solutions to problems.
In the process of developing documents for the 14th National Party Congress, it is necessary to smoothly combine theoretical research with summarizing practical development in the fields of politics, economics, culture, society, national defense, security, and foreign affairs; with building the Party and the political system, forming a synchronous institution for rapid and sustainable development of the country based on the pillars of the Vietnamese socialist-oriented market economy, the Vietnamese socialist rule-of-law State, and Vietnamese socialist democracy. Looking back over half of the 13th National Party Congress, in the context of the world and domestic situation having many unusual difficulties and challenges, much more complicated than forecast, but thanks to the wise, close, and timely leadership of the Party; the effective accompaniment and supervision of the National Assembly; the proactive, flexible, and drastic direction and administration of the Government and the Prime Minister; the solidarity and close coordination of all levels, sectors, and localities; With the synchronous participation of the entire political system and the efforts of the entire Party, people and army, we have achieved many important and outstanding results in many fields. The 13th National Party Congress and the resolutions and conclusions of the 3rd, 4th, 5th, 6th, 7th and 8th Central Conferences with the motto "First support, then support", "One call, all respond", "Unanimity from top to bottom", "Compassion across the board", we have thoroughly grasped, concretized, led, directed, deployed and implemented in a drastic, synchronous and effective manner; focusing on 12 national development orientations, 3 strategic breakthroughs, 6 key tasks with the consistent viewpoint of rapid and sustainable national development, in which socio-economic development is the center; Party building is the key; cultural and human development is the foundation; ensuring national defense and security is a constant priority.
During this term, we have organized many national conferences with special marks: The first National Cultural Conference was held very successfully, creating a new source of vitality and new momentum for the cause of building and reviving an advanced Vietnamese culture imbued with national identity. National conferences implementing the Resolution of the 13th National Congress of the National Assembly, the 15th Government and of the blocs such as: Internal Affairs, Vietnam Fatherland Front, national defense, security, foreign affairs; anti-corruption, negativity, etc. were organized very synchronously, methodically and successfully from the beginning of the term, providing clear and correct orientation for continuing to innovate, build and perfect the Socialist Republic of Vietnam and consolidate and strengthen the great national unity bloc. The new resolutions of the Politburo on socio-economic development, ensuring national defense and security in all 6 socio-economic regions of the country have actively contributed to the successful implementation of the innovation policy of the 13th National Party Congress on regional development - an issue of strategic significance, very important, both in theory and practice, in the rapid and sustainable development of the regions in particular and the whole country in general. Up to now, it can be affirmed that the fight against corruption and negativity in our country has never been directed in such a strong, methodical, synchronous, drastic and clearly effective manner as in recent times; leaving a prominent mark, creating high consensus in the whole society and consolidating and strengthening the trust of cadres, party members and people in the Party, the State and our regime... In particular, the National Conference on foreign affairs with the proposal of a modern, comprehensive foreign policy, imbued with the identity of "Vietnamese bamboo", has contributed to creating historical diplomatic highlights in this term, which has been supported by the people and highly appreciated by international friends. The task of the summary is to clarify new results, new ways of doing things, the foundations that have been built, the requirements set forth, helping to clearly identify aspirations, visions, orientations and major solutions, in line with the new situation, serving the new development stage when our country's foundation, potential, position and international prestige have reached a new height.
The political report of this National Party Congress must be a scientific work that crystallizes the theoretical level, intellectual height of the entire Party, the faith and aspirations of the entire nation, reflecting the objective laws of practice and the new trends of practice. Pay attention to summarizing practice and grasping scientific theory; skillfully combine theoretical research, summarizing practice with policy orientation to discover and explore policies, tasks and solutions that are emerging with vitality from practice, from new factors of practice, and ripe contradictions in practice. Pay attention to clarifying which policies and guidelines have been confirmed by practice to be correct and appropriate, and which need to continue to be innovated, supplemented and developed.
3. Regarding the method of implementation: The Congress documents, including the Political Report of the 14th Congress, are the product of collective intelligence, a collective work of the entire Party, the entire people, and the entire army. Therefore, we must promote democracy, promote collective intelligence, and accordingly, there must be participation and contributions from central and local agencies, departments, ministries, branches, socio-political organizations, and the people; and seek the participation and contributions of former leaders, intellectuals, researchers, and managers. In particular, it is necessary to focus on exploiting the results of domestic and international scientific research, distilling the research results of special national-level political theory scientific research programs and topics for the period 2021 - 2025, national-level science and technology programs for the period up to 2030, with a vision to 2045, etc. to systematically provide scientific and practical arguments, contributing to supplementing and perfecting the theory of innovation, the theory of socialism and the path to socialism in Vietnam and directly serving the development of documents of the 14th National Party Congress.
It is necessary to focus on analyzing and evaluating objectively and comprehensively the results that have been achieved; the remaining limitations and weaknesses; analyzing the causes; and drawing key lessons. Point out which goals, viewpoints, principles, guiding ideas, tasks and solutions have been proven correct in practice and need to be persistently and seriously implemented. At the same time, it is necessary to thoroughly analyze the domestic and international context, clearly see the profound changes, complex and unpredictable developments, and forecast the development trends in the coming time in order to promptly supplement and develop some viewpoints, guiding ideas and adjust some focuses, tasks, and response solutions to suit the new situation.
During the discussion, it is necessary to be open-minded, listen, respect each other's opinions, find the truth together, create high unity, especially on new and difficult issues. It is important to note that the Political Report must be the central report, placed at the level of major viewpoints, guidelines, and policies; the report on socio-economic development strategy is a thematic report, ensuring no duplication; consistency in the Party's viewpoints and policies on national development in the 2026 - 2030 period and vision to 2045, contributing to continuing to supplement and develop our Party's theoretical awareness of socialism and the path to socialism in our country.
