Traffic flow and organization on National Highway 2D, National Highway 32C and exits and entrances to IC.11 intersection of Noi Bai Expressway

The Department of Transport has just issued Notice No. 2729/SGTVT-QLKC dated September 10 regarding the announcement of traffic flow and organization on National Highway 2D (section km78+00 - km85), National Highway 32C (section km76+00 - km78+00) and the exit and entrance to IC.11 intersection of Noi Bai - Lao Cai expressway.

Accordingly, due to the complicated weather situation, heavy rain in many places in the province and big floods on the Red River causing flooding and inundation of some sections on National Highway 2D (section km78+00 - km85), National Highway 32C (section km76+00-km78+00) and the exit and entrance to IC.11 intersection of Noi Bai - Lao Cai Expressway, the Department of Transport of Phu Tho province announced the organization of traffic flow as follows:

All road vehicles and people are prohibited from traveling through the section km78+00 - km85, National Highway 2D (Tu Hiep commune, Dan Thuong commune, Hau Bong commune, Ha Hoa district) and km76+00-km78+00, National Highway 32C (Hien Luong commune, Ha Hoa district) and all road motor vehicles are prohibited from traveling in and out of the IC.11 intersection of Noi Bai - Lao Cai highway.

Traffic diversion plan, specifically:

For vehicles traveling from Ha Hoa district to Yen Bai province (and vice versa), move according to the following options:

Direction 1: From Ha Hoa district, follow Highway 70B to Tay Coc commune, Doan Hung district, turn left onto Highway 70 to Yen Bai province and vice versa. Direction 2: From Ha Hoa district to Ha Hoa bridge, turn left onto Highway 32C to IC.10 intersection, follow Noi Bai-Lao Cai highway to Yen Bai province and vice versa.

For vehicles traveling from Cam Khe to Yen Bai province (and vice versa), move according to the following options:

Direction 1: Follow National Highway 32C, cross Ha Hoa Bridge, follow National Highway 70B to Tay Coc Commune, Doan Hung District, National Highway 70 to Yen Bai Province and vice versa. Direction 2: Follow National Highway 32C to IC.10 intersection, follow Noi Bai - Lao Cai Expressway to Yen Bai Province and vice versa.

For vehicles entering and exiting IC.11 intersection of Noi Bai - Lao Cai highway to Ha Hoa district and Yen Lap district:

Direction 1 (to Ha Hoa district): Go to IC.10, turn left along National Highway 32C, turn right to Ha Hoa bridge to Ha Hoa town and vice versa. Direction 2 (to Yen Lap district): Go to IC.10, turn left along National Highway 32C, meet National Highway 70B, turn left to Bang Gia and Vo Tranh communes (Ha Hoa district), My Lung commune, My Luong commune (Yen Lap district) and vice versa. Go to IC.10, turn right along National Highway 32C to Cam Khe town, Cam Khe district, go to Provincial Road 313, Yen Lap district and vice versa.

The traffic diversion implementation time starts from 9:30 a.m. on September 10, 2024 until the flooding is over; agencies and units will inform the above traffic diversion content so that means of transport, organizations and individuals know and are convenient in participating in traffic.
