On the afternoon of October 23, the Provincial People's Committee held a meeting to assess the progress of communes striving to meet new rural standards in 2024 and 2025 and maintain district and commune-level units meeting new rural standards. Comrade Hoang Quoc Khanh, Standing Vice Chairman of the Provincial People's Committee chaired the meeting.
Attending the meeting were leaders of a number of departments and branches; leaders of districts, towns and cities in the province.
According to the assessment of the Provincial New Rural Area Coordination Office, up to now, Bao Thang district has maintained the level of meeting the new rural district standards; Lao Cai city has maintained the level of completing the new rural area tasks. However, Bao Thang district needs to strive for 3 towns to meet the civilized urban standards; Lao Cai city needs to strive for at least 1 commune to meet the advanced new rural standards.
For the 62 communes recognized as "Communes meeting new rural standards" before 2022, 4 communes maintained the level of meeting new rural standards at 19/19 criteria, 40 communes maintained the level of meeting 14-18 criteria, 16 communes maintained the level of meeting 10-13 criteria, 2 communes maintained the level of meeting less than 10 criteria; 5 communes were recognized as "Communes meeting advanced new rural standards", each commune maintained an average of 14 criteria.
Regarding the progress and ability to implement new rural and advanced new rural districts and communes in 2024 and 2025: Bao Yen is unlikely to meet the new rural district standards in 2025; Bao Thang is likely to meet the advanced new rural district standards in 2025.
For the 11 communes registered to complete the new rural commune in 2024, in addition to Muong Hoa (Sa Pa town) which has been recognized as meeting the new rural standards, 7 communes: Ta Van (Sa Pa town), Vinh Yen, Cam Con, Kim Son, Bao Ha (Bao Yen district), Chieng Ken, Nam Dang (Van Ban district) are likely to meet the new rural standards in 2024; 3 communes, including Dien Quan (Bao Yen district), San Chai (Si Ma Cai district) and Ban Lien (Bac Ha district) are unlikely to meet the new rural standards in 2024.
With 7 communes registered to complete advanced new rural standards in 2024, including Vo Lao, Khanh Yen Thuong (Van Ban), Dong Tuyen, Hop Thanh (Lao Cai city), Nghia Do (Bao Yen), Phu Nhuan (Bao Thang) and Quang Kim (Bat Xat), only Quang Kim commune is unlikely to meet advanced new rural standards in 2024.
Up to now, the disbursement rate of capital sources of the National Target Program on New Rural Construction has reached 60.4/148.8 billion VND (equivalent to 40.6%). It is estimated that by the end of 2024, the disbursement rate will reach 144.5/148.8 billion VND (equivalent to 97.3%).
At the meeting, representatives of departments, branches and localities discussed and assessed the difficulties and obstacles in the implementation of new rural and advanced new rural construction. At the same time, they proposed solutions to improve the quality of new rural and advanced new rural construction criteria; speed up the implementation progress, strive to meet standards for localities striving to meet new rural and advanced new rural standards in 2024 and 2025.
Concluding the meeting, Mr. Hoang Quoc Khanh, Standing Vice Chairman of the Provincial People's Committee, requested localities to continue implementing the criteria to ensure the maintenance of recognized new rural communes before 2022. Strive to complete at the highest level for communes striving to meet new rural and advanced new rural standards in 2024 and 2025. Focus on disbursing capital for the National Target Program on New Rural Construction, striving to reach at least 97.3% or more. Organize the implementation of new rural construction tasks in a more scientific and in-depth manner; promote propaganda, arouse the spirit of solidarity, have specific assignments and tasks to effectively implement new rural construction tasks.
Departments and branches should strengthen coordination with localities in organizing the examination and scoring of new rural construction criteria.
