On the morning of January 16, continuing the 5th extraordinary session, the National Assembly discussed in groups the draft Resolution on a number of specific mechanisms and policies to implement national target programs.
Speaking at the meeting, Deputy Prime Minister Tran Luu Quang stated that the draft Resolution demonstrates unprecedentedly strong mechanisms and that officials must work "day and night" to achieve them.
"If the National Assembly votes to approve, no matter which option is chosen, we still consider it a success. Because the eight submission mechanisms are all different from the law, above the law," said the Deputy Prime Minister.
According to the Deputy Prime Minister, in reality, the three national target programs are a synthesis of many policies, issues, and regulations, so they are extremely complicated, intertwined, and even conflicting with each other. "If we don't solve them, we can't do it."

"If the Resolution is passed, there will be only one thing left to do with the socio-economic development program for ethnic minorities and mountainous areas because the investment policy must be changed but it is not yet time...", said the Deputy Prime Minister.
Deputy Prime Minister Tran Luu Quang pointed out that the most important principle of the 8 mechanisms that the Government proposed to the National Assembly is strong decentralization; strengthening the capacity of the grassroots and requiring increased inspection and supervision. Among them, there is the responsibility of National Assembly deputies, and the Fatherland Front can be added.

"Because if we are not careful, we will lose cadres. My phone received many messages from cadres in the district and commune: "Please, Deputy Prime Minister, don't assign me, if you do, I will be dead."
There is some hesitation about how far to decentralize, but the principle must be feasible and the subordinates must be able to do it. Therefore, there may be things that the delegates want that we have considered very carefully but still do not dare to decentralize," Mr. Quang shared.
The Deputy Prime Minister also added that in reality, we can apply and ask for anything, but not everything we ask for is possible.
"If I go back to ask my parents, I'm not sure if they'll be able to get everything. Therefore, there's a matter of choosing what's acceptable and what's not, and the giver also chooses what's acceptable and what's not. For example, when it comes to the state budget, even one penny must be kept extremely tight, and many people "go far away" because they disregard this matter. Just turning on the internet is enough.
Maybe in budget management it is too difficult so we give up but we cannot. Please be moderate. When we propose, we do not dare to propose things that are too harsh," said Mr. Quang.

He pointed out that the pilot is for small-scale application, then experience can be gained and expanded. If anything, it will only be piloted in option 7, which involves selecting a district to pilot the decentralization mechanism in the 2024-2025 period.
Regarding the opinion of the delegate suggesting strong decentralization, directly assigning to the district-level People's Council, Mr. Quang reiterated that not all content can be assigned.
"If the assignment is too tense, we may have to let it go. In addition, currently, the provincial People's Council is very flexible and holds regular extraordinary meetings. I don't know if Mr. Chau (Mr. Le Tien Chau, Secretary of Hai Phong - PV) will take over the extraordinary meetings of the People's Council, but before, there was an extraordinary meeting every month to promptly resolve issues.
In addition, if we assign it to the provincial people's council, with the provincial level's comprehensive view, it will be more balanced and harmonious among localities. If we assign it to the district, we can differentiate between this district and that district... Secondly, we have requested to assign it from the National Assembly to the people's council, so assigning it to the district will be difficult. We must request in moderation, if we request too much, it will not be granted...", Mr. Quang added.
Speaking at the group, National Assembly Delegate Nguyen Thi Yen - Head of the National Assembly Delegation of Ba Ria - Vung Tau agreed with the contents stated in the Submission and verification report in the draft Resolution on a number of specific mechanisms and policies to implement national target programs.
However, delegate Yen said that it should be assigned to the district level to organize implementation. Along with that, the procedures should be concise and settlement convenient.
In addition, delegates noted that after the National Assembly passed and issued a Resolution, it is recommended that the Government, Ministries, Central branches and provinces and cities allocate capital early for localities to implement.
The reason given by Ms. Yen is that in the past, the implementation of the 3 national target programs has been slow in capital allocation and implementation, affecting the country's GDP growth rate.
Giving her opinion on the draft Resolution, National Assembly Delegate Lo Thi Luyen - Deputy Head of the National Assembly Delegation of Dien Bien province proposed decentralizing the decision on detailed allocation to each component project to the district-level People's Council because the adjustment of component projects is frequent. If waiting for the provincial People's Council to meet, it will affect the progress of implementation and disbursement .
